ED moves court to declare Dr Zakir Naik a fugitive economic offender

Mumbai, Sep 23: The Enforcement Directorate (ED) today moved an application before a special court here seeking to declare internationally acclaimed Islamic preacher Dr Zakir Naik as a fugitive economic offender.

Dr Naik, who is currently in Malaysia, is facing the charge of allegedly laundering money to the tune of Rs 193 crore. Dr Naik has repeatedly denied the charge.

The ED filed the application before the Prevention of Money Laundering Act (PMLA) seeking that Dr Naik be declared as a fugitive economic offender under Fugitive Economic Offenders Act.

The court said it would hear the application on September 30.

Last week, the court issued a fresh non-bailable warrant (NBW) against Dr Naik in a 2016 money laundering case.

The 53-year-old doctor-turned-preacher left India in 2016 and subsequently moved to the largely Muslim Malaysia, where he was granted permanent residency.

The ED booked him in 2016 on an FIR filed by the National Investigation Agency (NIA) under the Unlawful Activities Prevention Act (UAPA).

In July this year, the court issued summons against Dr Naik after taking cognisance of a complaint filed by the ED against Dubai-based jeweller Abdul Kadir Najmudin Sathak for allegedly assisting the preacher in raise and diverting funds.

Earlier, the agency had attached Dr Naik's properties, including Islamic International School in Chennai, ten flats, three godowns, two buildings and land in Pune and Mumbai, besides bank accounts.

Bengaluru, Mar 4: CM BS Yediyurappa may reconsider plans to hike taxes and curtail populist schemes in his budget on Thursday as the Centre released part of GST compensation it owes the state. Officials said the Centre released the first instalment of the bimonthly compensation for October-November amounting to Rs 2,013 crore.

"This is welcome relief as the government has been scrambling to mobilise funds," said BT Manohar, member of GST consultative committee, government of Karnataka. The second instalment of Rs 1,523 crore is also expected to be released soon.

The CM, in his seventh budget, is expected keep the focus firmly on farmers and give top priority to irrigation, agriculture and welfare schemes.

The irrigation sector is expected to land the lion's share with an allocation of at least Rs 25,000 crore, followed by agriculture. Former CM Kumaraswamy had allocated over Rs 17,000 crore for water resources.

The bulk of funds is likely to go to the Upper Krishna (UKP) and Upper Bhadra projects, as it will help backward Kalyana Karnataka and central Karnataka regions. The two are also significant political blocs. The government will also seek assistance from the Centre for the UKP project in the erstwhile Hyderabad-Karnataka region, which enjoys special status under the Constitution owing to its backwardness. Yediyurappa is also expected to spell out populist schemes for the poor.

Former CM HD Kumaraswamy had allocated Rs 17,212 crore in the previous budget for water resources and Yediyurappa is likely to go well beyond that figure. "Priority will be given to irrigation and farmers," Yediyurappa had said recently. "I am making efforts to present a budget within the financial constraints."

The state's optimism stems from the fact that the Centre's GST collection crossed the Rs 1 lakh crore-mark for four successive months till February.

However, the CM could still hike tax rates marginally. At a pre-budget meet on resource mobilisation where Yediyurappa is learnt to have expressed willingness to borrow funds, officials from the finance department advocated raising tax rates instead.

Bengaluru, Aug 7: The Karnataka government would provide Rs 10,000 immediate relief to families affected by heavy rains and flooding in districts across coastal, central and southern areas of the state, an official said on Thursday.

"Chief Minister B.S. Yediyurappa has directed all the Deputy Commissioners in the rain-cum-flood-hit districts to provide Rs 10,000 interim relief to the affected families and Rs 5 lakh to those whose houses were completely damaged in the natural disaster," a Revenue Department official told media persons here.

As the south-west monsoon advanced and intensified, heavy and widespread rains with gusty winds have been lashing 12 of the 30 districts across the state, wreaking havoc and disrupting normal life due to flooding, landslides, lakes and ponds overflowing, and rivers and their tributaries in the spate.

"The Chief Minister also instructed the officials to make use schools, colleges and public places as relief centres to shelter the rain-cum-flood-hit families, as hostels and community halls have been converted into Covid care centres in the affected districts," said the official.

The affected districts have also been advised to conduct a survey of crop loss suffered by farmers for compensation under the centrally-sponsored Pradhan Mantri Fasal Bima Yojana and the Weather Based Crop Insurance Schemes.

Deputy Commissioners have been told to take preventive measures to protect and provide relief to the people from heavy rains, floods and landslides in the affected districts.

"Yediyurappa also directed ministers in-charge of the districts to remain in their constituency and visit the affected areas to assess damage caused by the rains and flash floods for compensation and relief aid," noted the official.

The Chief Minister on Wednesday announced Rs 50 crore for rescue and relief operations in the affected districts across the state.

Meanwhile, the Meteorological department has issued a red alert on heavy rains in the affected districts of Kodagu, Udupi, Dakshina Kannada and Uttar Kannada in the coastal region and in Shivamoga, Chikkamagaluru, Hassan and Haveri in the Malnad region.

"Bagamandala in Kodagu district where Cauvery river springs near Talakaveri received a whopping 486 mm rain during the last 24 hours, causing flash floods and disrupting normal life as offices, shops and eateries remained shut and public transport was affected," added the official.

The water-level in Cauvery and Lakshmanatheertha is flowing at high level while the Sayi layout and Kuvempu layout Kushalnagar is inundated and the affected residents were shifted to safer location.

Udupi, May 18: G Jagadeesh, Deputy Commissioner of Udupi today warned that criminal cases would be filed, if people under quarantine roam around, as they put the lives of others in risk, by coming out.

He said: "There are more than 6,000 people under quarantine in hotels, hostels, schools etc in different parts of the district. They include those who returned from other countries and other states.”

“We have allowed them to return to the district. Now I am receiving complaints that many of them are violating quarantine guidelines and venturing out. This is unacceptable.”

“As it is a risk to the whole society, severe action will be taken against the neglect and apathy of the persons under quarantine,” he said.
