New Delhi, May 27: A statement by minister of state in the Prime Minister's Office, Jitendra Singh, on Tuesday sparked the new government's first controversy when he said the Narendra Modi government was open to debate on Article 370 in Jammu & Kashmir,while making it clear that efforts would be made through this exercise to "convince" the "unconvinced".omar

Soon after, Jammu & Kashmir chief minister Omar Abdullah strongly objected to the minister's statement and tweeted, "So the new MOS PMO says process/discussions to revoke Art 370 have started. Wow, that was a quick beginning. Not sure who is talking."

He went on to add, "Mark my words & save this tweet - long after Modi Govt is a distant memory either J&K won't be part of India or Art 370 will still exist."

"Art 370 is the ONLY constitutional link between J&K & rest of India. Talk of revocation of not just ill informed it's irresponsible," he added.

NDTV later quoted Jitendra Singh as saying, "the statement on Article 370 has been misquoted, the controversy is totally baseless,"

Repeating the stand of Modi during his rally in December last year, Singh, a first time Parliament member and a surprise choice as minister of state in the PMO, had earlier in the day said, "his (Modi's) intention and that of the government is that we have a debate so that we can convince the unconvinced about the disadvantages of Article 370," PTI reported.

"If we do not have debate and discussion how would you be able to tell those who have been unable to understand what they have been deprived of on account of Article 370," he said after taking over as minister of state in-charge of department of personnel and training, which has administrative control over the CBI.

57-year-old Singh said Article 370 was more of a psychological barrier than a physical one and added that the Modi-led government was open to debate with all stakeholders, including youths, pros and cons of retaining or withdrawing the Article.

Singh said Modi supports debate on Article 370 keeping in mind democratic values. "The Prime Minister had said we want to have a debate. This does not mean that we want to have a debate because certain section of media interpreted that Prime Minister deviated from its stand. It's not so. He said so with respect to the highest values of democratic system."

Singh, a doctor by profession, noted that BJP has won half of the six Lok Sabha seats from Jammu & Kashmir. "You see BJP has won half of the seats in Parliament from J&K. While BJP won three seats, PDP bagged the remaining three.

"If you take voter account, we have more that 50 per cent vote share, he said."

Singh said his party has been inviting all stakeholders to get on board and succeeded to a greater extent in the Valley particularly with the youth. He said people in J&K need to have an outlet. "A mainstream opposition outlet to dissent which we would not stifle because if you stifle that, that will lead them to an undemocratic outlet.

"But within that framework we also want to explain to them how they have been deprived of enormous advantage which the other states of this country have enjoyed because they were not under the constraint of Article 370. Please remember that Article 370 off late has been more of a psychological barrier than a physical barrier," he said.

Singh, who won from Udhampur constituency in Jammu & Kashmir, said the BJP has already gained considerable success through its discussion with all stakeholders on Article 370.

"We have tried to interact with them (stakeholders) through media, through discussion and through seminars. We have already gained considerable success in this," the minister said.

Asked whether discussions have been held with Kashmiri youths and separatists, Singh said the process is already on.

"No youth has separatist written on his forehead. We have tried to convince the youths of Kashmir that look here if you have a grievance against the Government of India, that does not necessarily make you a separatist and if it is done then it is unfair to them," said Singh.

Singh said J&K has come out of a difficult phase of militancy which was there for last 20-25 years and it appears that there is normalcy. "Our efforts will be to support it. The youth section there is demoralized due to unemployment and many other reasons, due to militancy.

"Our efforts would be to ensure sufficient opportunities of employment to them. For example, Narendra Modi has clearly said that he will take forward the initiatives started by the then Prime Minister Atal Bihari Vajpayee with regard to J&K," he said.

New Delhi, Jan 3: The National Payments Corporation of India (NPCI) on Thursday said the homegrown payments technology RuPay will offer 40 per cent cashback for its international card users for transactions in select countries.

Indians travelling to the UAE, Singapore, Sri Lanka, the UK, the US, Spain, Switzerland and Thailand will be able to earn up to Rs 16,000 cashback per month by getting their RuPay International Card activated, the NPCI said in a release.

With RuPay International cards --JCB, Discover and Diners Club--customers using multiple cards can earn more cashbacks under the 'RuPay Travel Tales' campaign.

To avail the cashback benefit, customers will have to do a minimum transaction of Rs 1000 and the maximum cashback is capped at Rs 4,000 for a single transaction.

The offer can be availed by customers using RuPay International Card four times a month that can give them a chance of earning up to Rs 16,000 as cashback.

Praveena Rai, COO, NPCI said, "We always aim to create an end-to-end value proposition for RuPay International cardholders to make their overseas travel experience seamless and memorable. The campaign is not only providing an exciting platform for travelers to earn cashbacks but also motivating them to migrate towards digital transactions nationally and globally".

Apart from earning cashbacks, RuPay International cardholders can access to RuPay affiliated domestic/international airport lounges.

They also can avail attractive offers on booking international fights and hotels in association with Thomas Cook and Make My Trip, the release said.

RuPay has a partnership with Discover Financial Services (DFS) and Japan based JCB International, allowing RuPay users the access to across 190 countries.

As on date, there are over 1,100 banks live on RuPay platform including SBI, HDFC Bank, Axis bank, among others.

RuPay card base has crossed 600 million, half of which are in the mid and premium segments, NCPI said.

NPCI was incorporated in 2008 as an umbrella organization for operating retail payments and settlement systems in India. An initiative of RBI and IBA under the provisions of the Payment and Settlement Systems Act, 2007, NPCI was initiated for creating a robust payment and settlement infrastructure in the country.

Jammu, Jan 25: People in Jammu and Kashmir expressed happiness over the restoration of mobile data services and internet access through fixed-line across the Union Territory on Saturday.

Speaking to ANI Jitendra Sharma, a resident of Jammu said, "The government has taken a good decision. People had been facing hardship for a long period and I think it will improve further."

"It is a big relief to people. People can finish their pending work. I hope that 4G services will also be resumed soon," said a resident of Kashmir.

The internet speed is restricted to 2G only.

"Access shall be limited only to whitelisted sites and not to any social media applications allowing peer to peer communication and virtual private network applications. Directions shall be effective from January 25 and will remain in force till January 31," the statement by the government read.

Earlier on January 15, 2G services were reinstated in Jammu, Samba, Kathua, and Udhampur for white-listed sites.

The Central government had suspended the internet in the region following the abrogation of Article 370 of the Constitution on August 5 last year, which conferred special status to the erstwhile state of Jammu and Kashmir, and its bifurcation into two Union Territories -- Ladakh, and Jammu and Kashmir.

Ayodhya,  Aug 4: Various religious ceremonies have been conducted for the past 108 days by saints in Ayodhya and Prime Minister Narendra Modi will take part in `muhurat puja' at 12.44 pm on Wednesday as part of 'bhoomi pujan' for construction of a grand Ram temple.

PM Modi will arrive at 12:30 pm at the Ramjanmbhoomi and take part in various prayers including the main "bhoomi pujan".

Govind Giriji Maharaj, treasurer of Shri Ramjanmbhoomi Teerth Kshetra Trust, said that the religious ceremonies will begin from 8:30 am in the morning and will continue till 12:30 pm.

"The Prime Minister will arrive at 12:30 pm and he will offer `puja' for 15 minutes and take 'sankalp'. First Lord Ganesh will be worshipped then he will offer prayers of eight shilas. Some prayers at shilas we have conducted already," Giri told said.

"The muhrat of pooja is at 12: 44 pm. He will say words 'prathisthapayami' and it is crucial to be done in that muhrat," he said.

Elaborating on the rituals to be performed tomorrow by the Prime Minister, the trust member said that most important is `Kurm Shila' .

"The most important is Kurm Shila - this is right beneath the place where Ram Lalla will be seated. It is this ceremony that we are conducting tomorrow. A cone of Bakul tree wood will be kept in ceremony. This isn't an ordinary cone, it is made of various metals including gold and silver. 

A lotus with nine gems too will be part of pujan which will be offered to this cone by the Prime Minister," he said.

"These are intrinsic to main bhumi pujan. The first religious ceremony was of Devi Kali. There are two devi kalis here, `choti' and `badi'. She is kuldevi, family's goddess of Sita. Today we held Ramarchan ceremony," said Giri.

The Vedic pundits who are involved in religious ceremonies have come from Delhi, Mathura and Kashi.

Asked about the absence of Nepal's religious head of Janaki Mandir, he said that there are many, including 20 religious heads, who would not able to come because they can't leave their seat in Chaturmas.

On the design of temple, Giri said, the old design will remain as it is except a rise in height.

"The structure has become popular and we will keep it. Keeping in mind the modernisation of architecture, we have raised height from 128 feet to 161 feet and instead of three peaks we will have five peaks," he said.

Kanchi Pithadhishvar Maharaj has sent silver coins as souvenirs for every sadhu participating in it, Giri said.

Invitations have been sent to 175 people, including 135 saints of 35 religious organisations to attend the foundation stone-laying ceremony of Ram temple.

The construction of Ram temple will begin in Ayodhya after the ceremony to lay the foundation stone.
