Ethiopian army chief, regional president killed

Addis Ababa, Jun 23: Ethiopia's army chief and the president of a key region have been shot dead in a wave of violence highlighting the political instability in the country as Prime Minister Abiy Ahmed tries to push through reforms.

The latest unrest in the Horn of Africa nation flared on Saturday afternoon in Amhara, one of nine autonomous regions, when a "hit squad" attacked a meeting of top officials, Abiy's office said Sunday.

Spokeswoman Billene Seyoum told journalists the attack was led by Amhara's security chief Asaminew Tsige, and resulted in regional president Ambachew Mekonnen and another top official being shot.

The men were "gravely injured in the attack and later died of their wounds," she said.

"Several hours later in what seems like a coordinated attack, the chief of the staff of the national security forces Seare Mekonnen was killed in his home by his bodyguard" in the capital Addis Ababa, she added.

Also shot dead was a retired general who had been visiting him, Billene added.

The bodyguard has been apprehended while Asaminew is still on the loose, sources said.

The link between the two attacks was not immediately clear.

The internet has been cut nationwide since Saturday evening, after being severed for much of the previous week.

A journalist in the regional capital Bahir Dar told AFP shooting had begun shortly after sunset and continued for several hours before ceasing.

The United States embassy issued alerts about reported gunfire in the capital Addis Ababa, and violence around Amhara's main city Bahir Dar.

An analyst said Saturday's incident showed the seriousness of the political crisis in Ethiopia, where efforts by Abiy to loosen the iron-fisted grip of his predecessors and push through reforms have unleashed a wave of unrest.

"These tragic incidents, unfortunately, demonstrate the depth of Ethiopia's political crisis," said International Crisis Group analyst William Davison.

"It is now critical that actors across the country do not worsen the instability by reacting violently or trying to exploit this unfolding situation for their own political ends," the expert said.

Amhara in Ethiopia's northern highlands is the homeland of the ethnic group by the same name and is the birthplace of many of its emperors as well as the national language Amharic.

The Amhara are the second-largest ethnic grouping after the Oromo, and both spearheaded two years of anti-government protests which led to the resignation of former prime minister Hailemariam Desalegn.

Abiy, an Oromo, took power in April 2018 and has been lauded for a string of efforts to reform a nation which has known only the authoritarian rule of emperors and strongmen.

He has embarked on economic reforms, allowed dissident groups back into the country, sought to crack down on rights abuses and arrested dozens of top military and intelligence officials He also sealed a peace deal with neighbouring Eritrea, a longtime foe.

However, the loosening of the reins has also unleashed a wave of unrest.

Ethiopia's 1995 constitution, written by the Ethiopian People's Revolutionary Democratic Front (EPRDF) after it unseated the Derg military junta in 1991, partitioned the country into nine autonomous regions with borders following ethnic lines.

The EPRDF itself is a coalition of four parties from Oromia, Amhara, Tigray and the Southern Nations, Nationalities, and Peoples' Region.

Observers say that Abiy's plans to hold an election in 2020 have stirred up resentment in local politics, with other regional parties contesting the hold of those within the EPRDF, and seen a rise in ethnonationalism.

At the same time, longstanding tensions in a country of more than 80 ethnic groups have burst into the open, often over land and resources in Africa's second-most-populous nation.

Over a million people have been displaced by ethnic clashes, which analysts attribute to multiple causes, such as the weakening of the once all-powerful ruling EPRDF and different groups trying to take advantage of opportunities presented by the political transition.

In other regions, dozens of people have been killed in the last few months in clashes between residents of northern Benishangul Gumuz and Amhara states.

The security chief Asaminew, accused of being behind the attack in Amhara, was in 2018 released from prison after being held over a 2009 coup plot by the armed opposition group Ginbot 7 and Davison described him as an Amhara hardliner.

The coup attempt comes a year after a grenade explosion at a rally Abiy was addressing left two people dead.

Mumbai, Mar 4: BJP leader Devendra Fadnavis on Tuesday said Maharashtra Chief Minister Uddhav Thackeray should not give "vague" replies on the 5 per cent Muslim quota issue and declare "with courage" that his government will not bring law granting reservation to the minority community.

Mr Fadnavis made the remark after Mr Thackeray, during a press conference earlier in the day, said he has not yet received the proposal regarding giving quota to Muslims and that the Shiv Sena-led government is yet to take any decision on it.

Mr Thackeray made the comments after Maharashtra Minority Affairs Minister Nawab Malik recently said in the legislative council that thestate government will provide 5 per cent quota to Muslims in education.

Mr Malik, an NCP leader, had also said the state government will ensure that a legislation to this effect is passed soon.

The NCP and the Congress, both proponents of Muslim quota, are constituents of the Sena-led Maha Vikas Aghadi government.

Asked about Mr Thackeray's remarks on the issue, Mr Fadnavis said instead of making comments at the press conference, the chief minister should make a statement in the legislature which is currently having its budget session.

The Leader of the Opposition in the assembly said that Mr Malik's opinion is the official position of the government as the minister had talked about giving quota in the council.

"So, instead of making vague comments in the press conference, the chief minister should say in the council that it is not his view (the one expressed by chief minister).

"The chief minister gave vague answers during the press conference, saying the proposal has not come to him. Your minister (Malik) only has said it," Mr Fadnavis told reporters outside the legislature building complex.

The BJP leader maintained there is no provision in the Constitution for religion-based reservation in government jobs or education.

"Say with courage that you will not give the quota, that the Constitution doesn't accept quota based on religion. Hence, we (the government) will not bring law granting quota," the former Chief Minister said.

Mr Fadnavis claimed that if given within the 50 per cent ceiling set by the Supreme Court, the Muslim quota will affect the existing reservation granted to OBCs.

"And if given outside it, it will affect Maratha quota," he added.

Bhopal, Mar 13: The Madhya Pradesh Economic Offences Wing (EOW) on Thursday decided to verify facts afresh in a complaint against former Union Minister Jyotiraditya Scindia and his family, in which they are accused of falsifying a property document while selling land.

The development came after Mr Scindia quit the Congress and joined the BJP on Wednesday. 22 MLAs who belong to his camp also resigned, threatening the survival of the Kamal Nath government in the state.

"Yes, an order has been given for re-verification of facts in the complaint filed by Surendra Shrivastava," an Economic Offences Wing official told PTI.

An EOW release said Mr Shrivastava on Thursday filed a new complaint against Mr Scindia and his family, alleging that by falsifying a registry document, they sold him a piece of land at Mahalgaon which was smaller by 6,000 sq feet than the original agreement in 2009.

He had lodged the complaint first on March 26, 2014. But it was investigated and closed in 2018, the EOW official said. "As he again petitioned us today, we will re-verify the facts," the officer said.

Jyotiraditya Scindia's close aide Pankaj Chaturvedi alleged that it was political vendetta.

"The case had been closed for want of evidence. Now for vengeance, it is being reopened. We have full faith in the Constitution and law. We will get justice and Kamal Nath government a befitting reply," Mr Chaturvedi said.

Washington, May 21: US President Donald Trump China is on a "massive disinformation" campaign and is desperately trying to deflect the "pain and carnage" that it spread throughout the world, US President Donald Trump has said, upping the ante on Beijing over its handling of the coronavirus outbreak.

Trump, who has expressed disappointment over China's handling of the COVID-19 pandemic, claimed that it was the "incompetence" of Beijing that led to the mass killing across the globe. 

"China is on a massive disinformation campaign because they are desperate to have Sleepy Joe Biden win the presidential race so they can continue to rip-off the United States, as they have done for decades, until I came along!" Trump said in a tweet on Wednesday.

"Spokesman speaks stupidly on behalf of China, trying desperately to deflect the pain and carnage that their country spread throughout the world. Its disinformation and propaganda attack on the United States and Europe is a disgrace… It all comes from the top. They could have easily stopped the plague, but they didn't," he said in a series of tweets.

Trump blamed China for spreading the coronavirus globally and accused it of being incompetent.
"Some wacko in China just released a statement blaming everybody other than China for the Virus which has now killed hundreds of thousands of people. Please explain to this dope that it was the 'incompetence of China', and nothing else, that did this mass Worldwide killing!" Trump said.

China has denied covering up the extent of its coronavirus outbreak and accused the US of attempting to divert public attention by insinuating that the virus originated from a virology laboratory in Wuhan.

"China was the first country to report the COVID-19 to the World Health Organisation (WHO), (and) that doesn't mean the virus originated from Wuhan... There has never been any concealment, and we'll never allow any concealment," Chinese Foreign Ministry spokesman Zhao Lijian said last month.

"A discerning person will understand at a glance that the purpose is to create confusion, divert public attention, and shirk their responsibility," he said.

The novel coronavirus which first originated in Wuhan in December last year has claimed 328,120 lives and infected nearly 5 million people globally. The Us is the worst affected country with 93,439 deaths and over 1.5 million infections, according to Johns Hopkins University data.

Meanwhile, the US Senate passed a bill boosting oversight of companies based in China and other nations that could lead to their removal from American stock exchanges.

The Holding Foreign Companies Accountable Act, proposes to increase oversight of Chinese and other foreign companies listed on American exchanges and delist and ban over-the-counter trading for firms that are out of compliance with US regulators for a period of three years.

In a related development, a group of top Republican Senators led by Marco Rubio sent a letter to Secretary of the Treasury Steven Mnuchin following disturbing reports that China's state-owned and-directed enterprises were looking to exploit the economic crisis by buying US and foreign companies.

As companies backed by the Chinese Communist Party (CCP) approach banks to identify the purchase of companies in the US and in Europe affected by the pandemic, the senators urged Mnuchin to protect against the China's and the CCP's predatory economic behaviour during the COVID-19 crisis.

"We write to express our concerns related to the People's Republic of China's (PRC) efforts to exploit the economic crisis wrought by the COVID-19 pandemic to gain control of distressed companies or shirking its international responsibilities amidst a worldwide crisis.

"In both Chinese Communist Party (CCP) and PRC policy documents, Beijing has made no secret of its intentions to dominate strategic industrial and emerging technology sectors as well as influence standards at the expense of liberal, rules-based governance," wrote the senators.

As the crisis reverberates across the globe, the PRC's predatory lending practices — including the use of non-disclosure agreements for bilateral loans — not only damage the fiscal situation of recipient countries but also undermine the international community's ability to respond effectively to the crisis, they said.

"Without US and international pressure for accountability and transparency, those countries that are in debt to the PRC will not have the political cover or protection to open their financial books. Such countries will face the risk of default or a currency crisis, leaving the International Monetary Fund (IMF), World Bank, and Western countries to clean up the PRC's mess," the senators said.

During a campaign round table Katrina Pierson, Senior Advisor to the Trump 2020 Campaign, said that only the US President will defeat the coronavirus, hold China accountable for their negligence, and defend the American people from socialism.
