Exporters of fake Chinese goods to be blacklisted

Exporters_of_fakeRiyadh, Mar 16: Trade and Industry Minister Tawfiq Al-Rabiah has said that merchants and factories that engage in the adulteration of products in either the Kingdom or China would be blacklisted.

Al-Rabiah made his statement following the signing of a cooperation agreement with the Chinese Public Department for Quality Control, Test and Quarantine, to combat counterfeit and imitation goods during the visit of Crown Prince Salman, deputy prime minister and minister of defense, to China.

The minister pointed out that the agreement aims to reduce the flow of counterfeit consumer goods to Saudi markets by undertaking several measures, including blacklisting merchants and factories that engage in such practices, to prevent the export or import of such goods.

The agreement also calls for blacklisting laboratories and awarding certificates of conformity to counteract this phenomenon.

According to Al-Rabiah, the agreement includes a provision to draft a joint blacklist for exporters and importers of low-quality commodities, in addition to imposing sanctions on the exporter or the source found guilty of such practices.

“It took a long time until we reached this stage, during which the two sides reviewed international trade practices and took into account the experience of the European Union,” he said. “The agreement includes notifying the other party when punishment is incurred on the source and exchanging information on mutual findings. The two countries will also hold follow-up meetings to ensure that the agreement is being continuously implemented.”

The minister noted that the sanctions adopted in the convention would be subsumed under the system of penalties for commercial fraud, which is applied by the ministry. These include systems defamation, fines and other means of punishment within the same system. China will also apply these penalties.

According to Al-Rabiah, penalties prescribed in the system of commercial fraud in the Kingdom are considered very effective in reducing the number of cases of commercial fraud. He said that both sides will hold meetings every three months in Saudi Arabia with commercial attachés in China to ensure the implementation of the convention.

Abdullah Al-Mobty, president of the Council of Saudi Chambers (CSC), described the agreement as one of many milestones in the history of the Ministry of Trade and Industry.

According to Al-Mobty, the volume of trade between the two countries has reached $72 billion. He said trade includes hazardous imitation goods.

He urged Saudi businessmen to take precautionary measures in their business dealings and not to accept questionable goods.

He advised them to send representatives to China to ensure sound product specification and packaging and test samples before shipping. Al-Mobty also warned companies against relying on middlemen and brokers.

Authorities also discussed the idea of manufacturing Chinese products locally rather than relying solely on imports from China in order to support national industrial and commercial growth.

Dubai, Jan 16: The UAE Ministry of Climate Change and Environment on Wednesday announced that it has banned the import of birds, some eggs and meat products from Hungary and Slovakia.

The ministry said the decision was taken following a notification from the World Organization for Animal Health (OIE) on the outbreak of a highly pathogenic strain of bird flu, H5N2, in the two countries.

Accordingly, the ministry has banned "the import of all species of domestic and wild live birds, ornamental birds, chicks, hatching eggs, meats and meat products and non-heat-treated wastes from Hungary and Slovakia".

It has also regulated the import of poultry meat and non-heat-treated products, requiring a health certificate for the export of meat and meat products from the two countries to release consignments into the UAE.

A health certificate will be needed for the import of eggs, the ministry added.

However, thermally-treated poultry products (meat and eggs) have been cleared for import from all parts of Hungary and Slovakia.

Kaltham Ali Kayaf, Acting Director, Animal Development & Health Department at the ministry, said: "These measures reiterate the ministry's keenness in achieving its strategic objectives including enhancing bio-security levels and eliminating pathogens before they enter the country. In doing so, the ministry prevents the bird flu virus and related risks and impacts on the country's poultry health and safety, in addition to protecting public health and well-being."

Mar 30: the UAE Cabinet approved a series of new initiatives, foremost among which was the automatic extension of residence permits expiring from March 1.

The residence visas would be extended for a renewable period of three months without any fees to ease the economic impact of the Covid-19 crisis on residents, official news agency WAM reported.

The Cabinet has also waived the administrative fines associated with infractions on the services provided by the Federal Authority of Identity and Citizenship, starting April 1 and lasting for a renewable period of three months.

The initiatives also entail granting a temporary license to use digital solutions for remotely notarising and completing judicial transactions.

Government services expiring from March 1 will also be extended from April 1 for a renewable period of three months. The decision applies to all federal government services, including documents, permits, licenses and commercial registers.

The UAE has introduced a slew of initiatives to control the spread of the Covid-19 virus, including the online renewal of driving licences and vehicle’s registration cards.

The country’s telecom regulator, Telecommunications Regulatory Authority (TRA), also issued a directive that no mobile service with expired ID documents will be disconnected or suspended in the UAE.

The UAE has reported a total of 611 Covid-19 infections and five related deaths in the country.

A national sterilisation programme is underway that will continue until Saturday April 4, concluding on the morning of Sunday, April 5.

Carried out daily from 8pm until 6am the following morning, the programme will include the disinfection of private and public facilities.

Jeddah, May 18: Saudi Arabia’s Grand Mufti and head of the Council of Senior Scholars and the Department of Scientific Research and Ifta Sheikh Abdul Aziz Al Asheikh ruled that it is permissible to perform Eid Al-Fitr prayer at home under exceptional circumstances similar to the current pandemic situation. The prayer consists of two rakats with reciting more numbers of takbeer and without a sermon.

Speaking to Okaz/Saudi Gazette, he said that Zakat Al-Fitr could be distributed through charitable societies if they are reliable ones, with the condition that it should be distributed before the day of Eid. The Grand Mufti urged parents to bring joy and happiness to their children and their families by spending more on them.

Meanwhile, Sheikh Abdul Salam Abdullah Al-Sulaiman, member of the Council of Senior Scholars and the Standing Committee of Fatwa, said that Eid prayer could be performed individually or in congregation.

Speaking to Okaz/Saudi Gazette, he said that the worshiper will recite takbeer to start salat and then follow it with six more takbeer in the first rakat before reciting Fatiha loudly and then it is ideal to recite Surah Al-Qaf.

In the second rakat, there will be five takbeer after the takbeer at the start of the rakat before starting to recite Surah Fatiha and then Surah Al-Qamar, following the example of the Prophet (peace be upon him). It is also ideal to recite Surah Al-A’la and Al-Ghashiya instead of Al-Qaf and Al-Qamar in each rakat respectively.

Sheikh Al-Sulaiman also cited the example of Anas Bin Malik, a prominent companion of the Prophet (pbuh). When Anas (May Allah be pleased with him), was at his home in Zawiya, a place near Basra, he did not find any Eid congregation prayer and therefore he performed prayer along with his family members and his aide Abdullah Bin Abi Otba.

The scholar said that the time for Eid prayer begins after sunrise and the best time is after the sun rises by the height of one or two spears as agreed by most scholars. This means 15 or 30 minutes after sunrise and its time continues until the end of the time of the Duha prayer; that is before the Zuhr prayer begins.

The prayer is forbidden at the moment when the sun rises, and the majority of jurists, including the schools of thought of Shafi, Maliki, and Hanbali opposed prayer at sunrise and favored to perform the prayer only after the sun rises by the height of one or two spears in the sky.

Regarding the recitation of takbeer on the occasion of Eid Al-Fitr, Sheikh Al-Suleiman said that it should begin during the night of the Eid and continue until the beginning of the Eid prayer.
