Eye on polls, Siddaramaiah doles out freebies for SC/STs

Bengaluru, Jun 3: Chief Minister Siddaramaiah on Friday announced a bouquet of freebies and schemes to Scheduled Castes and Scheduled Tribes ahead of the election year in the state.cm

Free laptops to SC and ST students pursuing higher education, including professional courses, in private colleges; free bus passes to SC and ST students; increase in quantum of subsidy to SCs and STs to buy tractors, taxis and take up house construction; free foreign tour to agricultural labourers; distribution of seeds free of cost to SC and ST farmers are some of the new initiatives rolled out by the chief minister.

Besides, he directed the officials to chalk out a scheme to provide eggs to SC and ST girl children who have not enrolled at anganawadi centres in rural areas on the lines of the one in Telangana. These schemes will be implemented under the Special Component Plan (SCP) and the Tribal Sub Plan (TSP).

Siddaramaiah made these announcements after chairing the state-level SC and ST Development Council meeting at the Vidhana Soudha. Social Welfare Minister H Anjaneya, Revenue Minister Kagodu Thimmappa and senior officers attended the meeting convened to review implementation of the SCP and the TSP.

Speaking to reporters after the meeting, Anjaneya said that SC and ST students are currently getting bus passes at concessional rate to travel in state-run road transport corporation buses, including the Karnataka State Road Transport Corporation (KSRTC) buses. The government and the Karnataka State SC and ST Development Corporation are together bearing 75% of the total cost of the bus passes, while the students are paying 25%. From now on, the bus pass will be provided free of cost, he added.

The subsidy amount for purchasing tractors and taxis has been increased to Rs 3 lakh each from Rs 2 lakh. Similarly, the incentive for construction of houses for pourakarmikas working under the contract system has been increased to Rs 4 lakh from Rs 2 lakh each. The Social Welfare and the Agriculture departments have been directed to jointly chalk out a plan to take about 1,000 SC and ST farmers on foreign tour this year, he added.

Siddaramaiah, in his 2016-17 budget, announced free laptops to SC/ST students in government engineering colleges, polytechnics and government degree colleges. Now, this facility has been extended to those studying in private colleges, Anjaneya said.

The government has released Rs 58,855 crore under the SCP and the TSP in the past four years and of this Rs 54,896 crore has been spent. In the current year, Rs 27,703 crore has been earmarked for this purpose.

Show-cause notices have been issued to the officials who have failed to spend money earmarked for various schemes under the SCP and the TSP. The officials have been warned of strict action if they fail to implement these schemes effectively, he added.

Bengaluru, Jul 7: Former Health minister and Congress MLA UT Khader has alleged that the state government has purchased coronavirus equipment for more than twice the actual price.

"Rs 500 sanitizers have been purchased for Rs 900 and Rs 9,000 has been paid to Rs 1200 for the thermal metre by the government. Instead of asking to allow him to work, Mr B Sriramulu, being health minister he must work for the people," he said.

He said that three months have passed since the pandemic started but the state government is still struggling to send ambulances to needy patients.

"Instead of ambulance it is sending final rights vehicle to needy people," Khader said.

According to the Ministry of Health and Family Welfare, there are 23,474 coronavirus cases in Karnataka including 13,255 and 372 deaths.

Bengaluru, Mar 16: Stepping up measures to curb spread of coronavirus in the state, the Karnataka government would start thermal screening of visitors at various places including the vidhana soudha, high court, secretariat, and city civil courts, from Tuesday.

In view of coronavirus scare, screening of visitors has already begun at Chief Minister B S Yediyurappa's residence at Dollar's Colony in the city.

A medical team has been deployed for the purpose, sources close to the CM told PTI. Medical screening of passengers arriving at the Kempegowda International Airport here was underway. So far seven people have been tested positive in the state while one of them died due to COVID-19 in Kalaburagi.

The Department of Health and Family Welfare said the procurement of equipment such as scanners would be completed by Monday.

"The procurement of scanners, other supplies, deputation of staff nurses and trainingshall be held and completed on March 16, Monday itself on war footing basissetting aside other works," Commissioner of Health and Family Welfare department, Pankaj Kumar Pandey said in his order to district level health officers.

The KarnatakaState Drugs Logistics and Warehousing Society (KSDLWS) would procure and give the thermal scanners to the district health and family welfare officers of Bengaluru Urban, Kalaburagi, Dharwad, it said. Sufficient virus filtering N95 masks, handgloves and sanitisers would also be provided to the officers, it added.

Bengaluru, Apr 28: Karnataka has found that the rapid antibody test kits for COVID-19 that the Centre supplied to the state have only 47% sensitivity. The state will be returning the kits to the Indian Council of Medical Research (ICMR).

Karnataka had received 11,400 rapid antibody test kits from the ICMR a few days back, out of which it had sent around 200 of them to NIMHANS for validation.

After the ICMR, on Monday, sent a circular to all states to return the test kits to the suppliers, Dr CN Manjunath, Director, Jayadeva Institute of Cardiovascular Sciences and Research, and nodal officer for lab testing in the state's COVID-19 task force, said, "We have cancelled the orders we placed to Guangzhou Wondfo Biotech and Zhuhai Livzon Diagnostics for one lakh rapid antibody test kits. Since the ICMR supplied us with 11,400 kits out of the 6.5 lakh kits it procured, we will be returning the kits to them."

Manjunath told said that the validation at NIMHANS revealed the kits to have only 47% sensitivity. Sensitivity is the ability of a test to identify the true-positives in a population, i.e., the actual number of people who've been infected with the disease. With the rapid antibody testing kits being shelved, the state's plan to randomly test high risk groups has taken a backseat. 

So far, the state has tested 43,791 samples. 

Karnataka now has 22 testing facilities -- 14 government and seven private labs. Many private labs have not tested any samples so far because of the lack of test kits (the state has made it clear that it will not provide test kits to private labs). So, getting an ICMR approval for testing has become a moot point.p

Agreeing to the setback the state's plans of ramping up testing has taken, Manjunath said, "It is true that RT-PCR test kits are in shortage. Even Pune's Mylabs had a shortage in supplying test kits. But we are relying on institutes like Kidwai, Narayana Health and Biocon's Syngene that have received approval for testing. They're big institutes and we hope that they will test a large number of samples."

On reports that the Centre has RT-PCR test kits that will last for only a week, he said, "We have test kits that will last for eight to 10 days. We have ordered for more. We are hoping to receive them before the current kits run out."
