Fare hike costs Delhi Metro three lakh commuters a day

New Delhi, Nov 25: Delhi Metro lost over three lakh commuters a day after a steep fare hike came into effect on October 10, an RTI query has revealed

The metro's daily average ridership came down to 24.2 lakh in October from 27.4 lakh in September, translating to a fall of around 11 per cent

The Blue Line, considered the metro's busiest, lost over 30 lakh commuters, according to data shared by the Delhi Metro Rail Corporation (DMRC) in response to an RTI query by a PTI correspondent

The 50-km corridor connects Dwarka to Noida. The metro currently has a 218-km network across Delhi-NCR

The fall, in terms of absolute numbers, was over 19 lakh on the Yellow Line, another busy corridor which connects Gurgaon to north Delhi's Samaypur Badli, DMRC said

Ridership on the Violet Line, which connects ITO to Faridabad, plunged by 11.9 lakh in October. The number of riders on the Red Line, from Dilshad Garden to Rithala, came down by 7.5 lakh

Ridership has come down several notches from the numbers observed in recent years, bucking a trend of rise on the back of the launch of newer sections

In fact, in October 2016, the metro's daily average ridership was 27.2 lakh, despite a comparatively shorter operational route

DMRC effected the fare hike on October 10, leading to a rise of around Rs 10 for nearly every distance slab. This came barely five months of another hike of up to 100 per cent

The revised fare structure is: up to 2 km -- Rs 10, 2 to 5 km -- Rs 20, 5 to 12 km -- Rs 30, 12 to 21 km -- Rs 40, 21 to 32 km -- Rs 50 and for journeys beyond 32 km -- Rs 60

Till May, the metro transported around 28 lakh passengers daily. After the first phase of the hike in May, the metro lost nearly 1.5 lakh passengers per day in June as ridership dropped to 25.7 lakh

However, ridership picked up from around July

In July and August this year, Delhi Metro witnessed daily average ridership of 26.6 lakh and 27 lakh respectively

Last year, in July, August and September, the metro's daily average ridership figures were 26.9 lakh, 28.5 lakh and 28.4 lakh, respectively, reflecting a trajectory of sustained growth

DMRC -- which had maintained the fare hike was essential to maintain financial as well as operational health -- said in a statement that the drop in ridership is not solely because of increase in fares

Reacting to the report, it said the month of October had holidays owing to festivals such as Diwali, Chhath Pooja and Bhai Duj

"In the month of October there were 5 Sundays in comparison to 4 in September and ridership remains less on holidays than on weekdays. This monthly variation in ridership is dependent on multiple factors like seasons, vacations, holidays, festivals etc," it said

The Arvind Kejriwal-led AAP government had mounted stiff opposition to the hike, leading to a confrontation with the Centre

"That many passengers have taken to other means of transport, thus increasing pollution and congestion on roads

Metro fare hike has not benefited anyone," Kejriwal tweeted on Friday

"Delhi Metro admits in its RTI response to PTI that its ridership decreased by 11% following a steep fare hike in October. Result of misplaced priorities by an unaccountable Board!" Kejriwal's media advisor Nagendar Sharma added

Asked to comment on the drop in number of passengers, Union minister Vijay Goel said efforts would be made to increase the number of passengers

"If need be I will raise the issue of fare hike at the Centre," he said

His colleague, Union Minister of Housing and Urban Affairs Hardeep Singh Puri, had said earlier that the Centre was in no position to disregard the recommendations of a Fare Fixation Committee which had drawn up the revised fare list

Delhi Congress chief Ajay Maken also weighed in with his view and said both the Kejriwal government and the Centre were responsible for the fall in ridership

"The Delhi chief secretary was a part of the fare fixation panel. Kejriwal government gave DMRC chief Mangu Singh an extension of four years. The panel's report had come on September 2016. Was the Kejriwal government sleeping all this while?" he said on Twitter.

New Delhi, Feb 14: AAP convenor Arvind Kejriwal has invited Prime Minister Narendra Modi to his swearing-in ceremony scheduled to take place at the Ramlila Maidan on February 16, senior party leader Gopal Rai said on Friday.

Rai, the convenor of the Aam Aadmi Party's Delhi unit, said a letter was sent to the prime minister on Friday morning.

All seven Delhi MPs and eight newly-elected BJP MLAs have also been invited for the oath-taking ceremony, Rai told news agency.

No chief minister or political leaders from other states will be part of the event as it will be a "Delhi-specific" ceremony, Rai had said on Thursday.

Kejriwal, through front-page advertisements in newspapers, has urged Delhiites to attend his oath-taking ceremony as he is set to become the chief minister of Delhi for the third consecutive term.

Kejriwal will take oath as Delhi Chief minister along with his cabinet at Ramlila Maidan at 10 am on Sunday.

New Delhi, Jan 16: In trouble brewing for the Gautam Adani-led M/S Adani Enterprises, the Central Bureau of Investigation (CBI) on Thursday said that it has registered a case against former officials of the National Co-operative Consumer Federation (NCCF) and others over alleged irregularities in supply of coal to the Andhra Pradesh Power Generation Corporation (APGENCO) in 2010.

The CBI in its FIR has named Virendra Singh, the then Chairman of the NCCF, G P Gupta, the then MD of the NCCF, S C Singhal, the then Senior Advisor of NCCF, Adani Enterprises Ltd and other unknown public servants and others for criminal conspiracy, cheating and criminal misconduct by public servants.

According to CBI, the case was filed on Wednesday after the preliminary enquiry revealed the crime by the officials named in the FIR and the Adani Enterprises was found to be true.

The FIR alleged that on June 26, 2010, APGENCO floated a tender enquiry for supply of six lakh metric tonnes of imported coal "on free on rail destination" basis to Dr Narla Tata Rao Thermal Station (NTTPS), Vijaywada and Rayalasaleema Thermal Power Plant (RTTP), Kadapa, Andhra Pradesh/RTPP via Kakinada-Vizag-Chennai-Krishnapatnam or any other ports

The same was forwarded by the Chief Engineer, APGENCO to seven PSUs -- PEC Limited, STC Limited, MSTC Limited, NCCF, MMTC, Coal India Limited and SCCL Limited.

The FIR alleged that during the probe, the Adani Enterprises used a proxy company to get the supply contract. It said, "NCCF received bids from six companies -- Adani Enterprises Ltd, Maheshwari Brothers Coal Limited (MBCL), Vyom Trade Links Pvt. Ltd, Swarana Projects Pvt. Ltd, Gupta Coal India Ltd and Kyori Oremen Ltd.

During investigation it was found that Gupta Coal India Ltd had quoted the NCCF margin of 11.3 percent, while the MBCL quoted the margin of 2.25 percent and rest did not quote any margin to the NCCF.

The FIR said the quotes of the Gupta Coal India Ltd, Kyori Oremen Ltd and Swarana Projects Pvt. Ltd were rejected by the NCCF as they were not found to be fulfilling the tender conditions.

"Post tender negotiation was done by senior officials of NCCF to give undue favour to Adani Enterprises Ltd despite it not qualifing the tender (terms)," the FIR said, adding instead of cancelling the bid of Adani Enterprise Ltd, senior management of NCCF conveyed the offer margin to the company through one of its representative -- Munish Sehgal, who was sitting in the NCCF head office. It is prima facie evident that when the bids were being processed at NCCF head office in Delhi, a representative of Adani Enterprises Ltd. was informed regarding their imminent rejection due to non-submission of NCCF margin and also that MBCL was eligible bidder quoted 2.25 percent margin," it alleged.

The CBI in its FIR, further alleged that Adani Enterprises Ltd. had given an unsecured loan of Rs 16.81 crore to Vyom Trade Links Ltd in 2008-09. "And further it was revealed that the bank guarantees of the Adani Enterprises Ltd. and Vyom Trade Links Ltd. were issues by the same branch of the State Bank of India and at the same time," it said.

"It was clear that Adani Enterprises Ltd. presented Vyom Trade Links Ltd. as a proxy company in this particular tender and Vyom Trade Links Ltd. later withdrew its offer on flimsy ground," the CBI FIR said.

"The aforesaid acts of commissions and omissions on the part of the senior management of the NCCF disclose that during their tenure, they acted in a manner unbecoming of public servants and committed irregularities by way of manipulation in the selection of bidders, thereby giving undue favours to Adani Enterprises Ltd. in award of work for supply of coal to APGENCO despite its disqualification," it added.

Meerut, Jan 8: Hangman Pawan Jallad, who officials say is being considered to carry out the execution of the four Nirbhaya gangrape case convicts, on Tuesday said he is ready for the job which will send out a strong message in the society.

He said executing those who were involved in the horrific crime will bring "great relief" to him, Nirbhaya's parents and everybody else.

Earlier in the day, a Delhi court issued death warrants against all the four convicts in the Nirbhaya gangrape-murder case and ordered that they are hanged on January 22 at 7 am in Tihar jail.

The death warrant, also known as a black warrant, addressed to the office of the Tihar jail chief, was issued by Additional Sessions Judge Satish Kumar Arora against Mukesh (32), Pawan Gupta (25), Vinay Sharma (26) and Akshay Kumar Singh (31).

"I do not have any information regarding the execution, nobody has spoken to me yet. If anyone approaches me, I am ready to do the job. Earlier, I was asked to be ready for the execution on December 16," Pawan Jallad told reporters here.

"Those who were involved in this brutal incident must be hanged, which will send out a strong message in the society," he said.

"Hanging the Nirbhaya gangrape case convicts will certainly bring great relief to me, her parents and everybody else," he added.

Nirbhaya, a 23-year-old paramedic student, was gang-raped and brutalised on the intervening night of December 16-17, 2012, inside a moving bus in south Delhi by the four men, along with two others, before being dumped on the road.

She died on December 29, 2012, at Mount Elizabeth Hospital in Singapore.

Of the six persons convicted, one allegedly committed suicide in jail and another, a juvenile, was released from a reformation home after serving a three-year term.

When contacted, Jail Superintendent of Meerut prison V P Pandey said he has not yet received any letter from Tihar authorities.

"Last month, we had received a letter asking us to keep Pawan Jallad ready but there is no fresh communication. The Delhi court warrants were issued this evening, maybe we will get the letter for sending him by tomorrow (Wednesday)," he said.

The gangrape of 23-year-old, who came to be known as 'Nirbhaya', the fearless one, sparked outrage across the country. Repulsed, people took to the streets across the country, demanding justice for her and better safety measures for women.

The case led to toughening of India's rape laws.
