File RTI applications, pay fee online; govt launches portal

New Delhi, Aug 21: Taking a step towards greater transparency in governance, the government today launched an exclusive portal to enable citizens to file RTI applications online for all central government ministries. RTI

The portal--www.rtionline.gov.in-- was launched today by Minister of State for Personnel, Public Grievances and Pensions V Narayanasamy here.

"This is a very important initiative by the government. Without filling any paper or going to any office, citizens can file RTI applications online," he said after inaugurating the website.Narayanasamy said the RTI was a weapon in the hands of people and it was doing wonders across the country.

"At present, about 82 central government ministries have been covered with this portal. Soon we will bring all Public Sector Undertakings (PSUs) under it," the Minister said.

The Ministry of Personnel, which acts as administrative department for implementation of the transparency law, will also write to all state governments asking them to adopt this platform of online filing of RTI applications.

"We will be writing a letter to all state governments asking them to follow this facility," he said, adding the government intends to strengthen people by many more such steps.

The Centre's flagship Right to Information Act, which was enacted in 2005, mandates timely response-- within 30 days -- to citizen requests for government information. One has to pay a fee of Rs 10 for seeking information.

An information seeker can submit a fee of Rs 10 via Internet banking through SBI and its associated banks using the website. One can also use credit or debit cards.

At present, the text of an application that can be uploaded at the prescribed column (on the website while filing application) is confined to 3,000 characters only.

In case an application contains more than 3,000 characters, it can be uploaded as an attachment. An applicant also get an alert on his or her mobile about movement of the applications.

Secretary in the Department of Personnel and Training (DoPT), S K Sarkar, who was also present at the function, said the launch of RTI portal is a "culmination of efforts being put up by the government since 2005" towards strengthening people's right to know.

"There has been increase in filing of RTI applications. There were about 24,000 RTI applications filed in 2005-06. In 2011-12, the number has touched 6.7 lakh," he said.Central Information Commissioner (CIC) Satyanand Mishra said it was an extremely relevant contemporary step.

"The information can be sent online via database or scanning hard copies of documents. There will be no exchange of papers. Online filing of RTI applications will take away the use of papers," Mishra said.

Jammu, Jan 15: Fresh landslides kept the Jammu-Srinagar National Highway shut for the third consecutive day on Wednesday, leaving over 5000 vehicles stranded.

"There were four fresh landslides in Digdol and Panthiyal belts on the highway in Ramban district. The traffic on the highway remained closed for the third day today", a police officer told PTI.

On Monday, heavy rains triggered shooting of stones in Moumpassi, Digdole and Panthiyal areas, forcing a suspension of the traffic, the official said.

Snowfall in Kashmir side of the highway, including Jawahar Tunnel, since Sunday has resulted in blockade of the highway.

"No fresh traffic was allowed from Nagrota in Jammu for Kashmir", he said.

As a result of the blockade of the highway, over 5000 vehicles remained stranded at various places en route from Lakhanpur in Kathua district to Banihal belt of Ramban district and also on the Kashmir side.

May 18: The Central Board of Secondary Education (CBSE) on Monday announced the date sheet for the pending class 10 and 12 board exams, which will now be held from July 1 to 15.

The exams were postponed due to the nationwide lockdown imposed on March 25 to contain the spread of COVID-19.

The Class 10 board exams are pending only in the North East Delhi.

"The Class 10 exams will be staggered on four dates, starting July 1. The first paper will be Social Science, while the next day students will be required to appear for the Science exam,” said Sanyam Bhardwaj, the Controller of Examination, CBSE.

“On July 10, exams will be conducted for both courses of Hindi and on July 15 for both courses of English," he said.

On health guidelines for students, Bhardwaj said that they will be required to carry their own sanitiser bottles and wear masks to examination centres.

"Parents will have to ensure that their ward is not sick and candidates will have to strictly follow physical-distancing norms," he said.

For Class 12, the Home Science exam will be held on July 1, followed by both courses of Hindi the next day.

The Class 12 Business Studies exam has been scheduled for July 9, followed by Biotechnology on July 10 and Geography on July 11.

New Delhi, Jan 11: Chief Minister of Kerala Pinarayi Vijayan on Saturday met JNU Students' Union (JNUSU) President Aishe Ghosh here at Kerala House on Saturday.

This meeting comes at the backdrop masked mob violence by miscreants who entered the university campus recently and attacked the students and professors with sticks and rods.

"I thank the Kerela government for standing by us and extending solidarity. Its fight Citizenship Amendment Act (CAA) shows how standing is standing for its secular ethos. Students Union takes the inspiration from this struggle," said Students' Union President in a statement after meeting Kerala CM.

She also thanked "the youth and comrades of Kerela" and quoted Pinarayi as saying, "go on we will take this fight ahead."

More than 30 students, including Ghosh, were taken to the AIIMS Trauma Centre.

The Delhi Police Crime Branch investigating the case of violence in JNU had identified and released photographs of nine suspects, including that of Aishe Ghosh.

Earlier on Monday, Kerala CM had said that the "Nazi-style attack" on the students and faculty is an appalling display of intolerance running amok.
