In a first, BRICS Declaration names Pakistan-based LeT, JeM; condemns terrorism

Xiamen, Sept 4: In a major diplomatic win for India, a joint declaration adopted by the BRICS member states on Monday unanimously condemned terrorism in all its forms and manifestations.

''We deplore all terrorist attacks worldwide, including attacks in BRICS countries, and condemn terrorism in all its forms and manifestations wherever committed and by whomsoever and stress that there can be no justification'', the BRICS Xiamen Declaration said.

''We express concern on the security situation in the region and violence caused by the Taliban, ISIL/DAISH, al Qaeda and its affiliates including the Haqqani network, Lashkar-e-Toiba, Jaish-e-Mohammad, TTP and Hizb ut-Tahrir'', the Xiamen Declaration further said.

Shifting focus to North Korea, the BRICS leaders said, ''We strongly deplore the nuclear test conducted by DPRK (Democratic People's Republic of Korea).''

In a bid to tackle terrorism, the BRICS leaders also called on the UN General Assembly to take urgent steps aimed at preventing the financing of various terrorist outfits across the globe.

'We call for expeditious finalization and adoption of Comprehensive Convention on International Terrorism (CCIT) by UNGA'', the BRICS Declaration added.

The move is significant as it is for the first time that there has been a specific listing of terrorists outfits at the BRICS Summit, according to Preeti Saran, MEA Secretary (East).

Leaders called on states to prevent financing of terrorist networks and stern action against those from their territories, Saran added.

Prime Minister Narendra Modi had earlier emphasized the need for cooperation among the BRICS member nations for peace and development.

"Cooperation is important for peace and development. A strong BRICS partnership on innovation and digital economy can help spur growth, promote transparency and support the SDGs (sustainable development goals)," Modi said while speaking at the plenary session of the bloc's three-day summit here.

He started his address by thanking Chinese President Xi Jinping for the warm reception and excellent organisation of the 9th edition of the annual summit.

The Prime Minister stressed for accelerating track of cooperation in smart cities, urbanisation and disaster management - continuing dialogue at Goa in India and said that "we are in mission-mode to eradicate poverty, to ensure health, sanitation, skills, food security, gender equality, energy, education".

He said that the BRICS countries - Brazil, Russia, India, China, South Africa - can work closely with ISA (International Solar Alliance) to strengthen the solar energy agenda and that affordable, reliable and sustainable access to energy is crucial for development of our nations.

"Renewable energy is particularly important," Modi added.

Appreciating a boost in ''people-to-people exchanges'', Modi stated that such inter-mingling would consolidate their links and deepen their understanding.

He said that BRICS has developed a robust framework for cooperation, contribute stability and growth in a world drifting towards uncertainty.

The Prime Minister welcomed cooperation for capacity building between BRICS and African countries in area of skills, health, infra, manufacturing and connectivity.

He also asked to grab the youths in mainstream in the joint initiatives, scaled up cooperation in skill development and exchange of best practices.

Modi arrived in Xiamen on Sunday for the summit.

India's COVID-19 tally raced past the seven lakh-mark with 22,252 fresh infections on Tuesday, five days after crossing the six lakh post, while the death toll climbed to 20,160 as 467 more people succumbed to the disease, according to the Union health ministry.

With this, the country has recorded over 20,000 cases of the infection for the fifth consecutive day.

India's coronavirus infection caseload stands at 7,19,665, the ministry's data updated at 8 am showed.

With a steady rise, the number of recoveries stands at 4,39,947, while there are 2,59,557 active cases of coronavirus infection in the country.

"Thus, around 61.13 % of patients have recovered so far," an official said.

The total number of confirmed cases also includes foreigners.

Of the 467 deaths reported in the last 24 hours, 204 are from Maharashtra, 61 from Tamil Nadu, 48 from Delhi, 29 from Karnataka, 24 from Uttar Pradesh, 22 from West Bengal, 17 from Gujarat.

Telangana and Haryana reported 11 deaths each; Madhya Pradesh nine; Andhra Pradesh seven; Jammu and Kashmir six; Rajasthan and Punjab five each; Bihar, Kerala and Odisha two each; and Arunachal Pradesh and Jharkhand one each.

Jaipur, Jan 27: Senior Congress leader Shashi Tharoor said that if the Citizenship Amendment Act leads to the implementation of the NPR and the NRC, it would be a complete victory for Pakistan's founding father, Muhammad Ali Jinnah.

He said that Jinnah's idea of a country was already winning in India with the contentious Citizenship Amendment Act (CAA) coming into effect, but asserted that there was still a choice available.

"I would not say Jinnah has completely won, but I would say Jinnah is winning. There is still a choice available to the nation between Jinnah's idea of a country and Gandhiji's idea of a country," he said on the sidelines of the Jaipur Literature Festival on Sunday.

The CAA came into force in India in December amid protests across the country and around the world.

The MP from Thiruvananthapuram said that the amended Citizenship Act took Jinnah's logic by declaring that religion shall be the basis of nationhood, reaffirming that Gandhi's idea is that all religions are equal .

"The CAA is, if you are talking Tennis, you would say one set up or big first set lead for Jinnah. But the next step would be if the CAA would lead to the National Population Register (NPR) and the National Register of Citizens (NRC). If that happens, then you would consider that Jinnah's victory is complete," he said.

The CAA seeks to grant citizenship to migrants belonging to Hindu, Sikh, Buddhist, Christian, Jain and Parsi communities who came to India from Pakistan, Bangladesh and Afghanistan on or before December 31, 2014.

On the BJP's defence that the NPR was carried out during the UPA regime, Tharoor said that the Congress government had utilised a decision of the NDA government led by former prime minister Atal Bihari Vajpayee.

"It never asked where were your parents born. It never authorised the enumerators to note on the margin 'dubious citizenship', a term used in the NPR rules crafted by this government. That is purely BJP's invention," he said.

If we go around this country authorising people to interview all the citizens, or identify some who have 'dubious citizenship', you can be pretty sure which Indians are going to be found on the 'dubious citizenship', he said.

"That will principally be one community that is not mentioned in the CAA. And if that happens, then it is indeed Jinnah's victory.

"From wherever he is, he can point to this place and say, 'see I was right in the 1940. We are separate nations and Muslims deserved their own country because Hindus cannot be just'," Tharoor said.

Speaking about the Delhi election, the three-time MP said that the maximum development in the national capital happened under the Congress government.

"What Sheila Dikshit did in her 15 years as Chief Minister of Delhi, no other leader could do it before or after her," he said.

New Delhi, Jan 11: Islamic preacher Zakir Naik has revealed that the Bharatiya Janata Party-led government offered to drop false money-laundering charges against him and provide with a "safe passage to India" in return for his support to the government's move to revoke Article 370 of the Constitution.

In a statement issued by Naik's PR team on Saturday, the Islamic preacher said that he was approached by a representative of the Indian government in September, who offered him the said deal on Kashmir, which he refused.

"Three and a half months before, the Indian officials approached me for a private meeting with a representative of the Indian government. When he came to Putrajaya (a Malaysian city), in the fourth week of September 2019, to meet me, he said that he is coming after personally meeting and under the direct instructions of the Prime Minister of India Narendra Modi and the Home Minister of India Amit Shah," Naik said in a video statement released by his Mumbai-based PR team.

Naik, who has been living in Malaysia for the last three years, is facing charges of inciting communal disharmony and committing unlawful activities in India.

"(The representative) said that he wanted to remove the misconceptions and miscommunications between myself (Naik) and the Indian government, and wants to provide me a safe passage to India," he added. "He (the representative) said that he would like to use my connections to better the relationship between India and the other Muslim countries."

"The meeting lasted for several hours. He told me that he wanted me to support the BJP government when they revoked Article 370 in Kashmir. And I flatly refused," he added.

Naik said that after he refused the offer, he was further asked to not make public statements against the BJP or Prime Minister Narendra Modi.
