For the first time in Saudi Arabia, women authorized to issue fatwas

Riyadh, Sept 29: Saudi woman are now allowed to issue fatwas following a vote in the Shoura Council.

The historic move was approved by 107 votes and ends 45 years of only specialist men being able to issue fatwas in the Kingdom.

The female muftis are to be chosen by a royal decree.

The Shoura Council approved the recommendation, made by one of its members, during its 49th meeting, calling on the General Presidency of Scholarly Research and Ifta, the only governmental body authorized to issue fatwas in the Kingdom, to open independent sections for women.

Women members of the Council last March had demanded that the issuing of fatwas should not be limited to men, through the involvement of female academies specialized in the study of jurisprudence in issuing fatwas.

The Council called on the General Presidency to appoint specialists for the issuance of fatwas, and provide the necessary human and material requirements, asking it to involve specialists in the Islamic Shariah sciences in some of its works.

The Council also called for the establishment of Ifta-affiliated endowments, and work to develop a mechanism to follow up the implementation of the order to organize the fatwa.

The Shoura Council’s decision was welcomed by specialists in Islamic law and jurisprudence, as well as the majority of the population.

Professor of Juristic Policy at the Naif College for National Security, Saad Al-Quwaie, told Al Hayat newspaper that the involvement of women in Islamic jurisprudence and their participation in scientific activities was one of the key issues in the Kingdom.

“Confirming the work of women in the General Presidency of Scholarly Research and Ifta is an important requirement of Islamic law and jurisprudence. It is governed by the rule of warding off evils takes precedence over bringing benefits for the sake of gender balance, without forgetting that each one has its own role,” he said.

He also said that “the work of women in the General Presidency will be in the field of dissemination of science and awareness.”

He added that the recommendation opened up new horizons regards solving the problem of unemployment among women, guaranteeing the right of women to have a flexible and safe working environment, as permitted by Shariah.

Al-Bishi, a specialist in Shariah policy said that women are central in Islamic communities and the move allowing them to issue fatwas would benefit society.

“This recommendation coincides with the Kingdom’s comprehensive renaissance in the fields of social, economic, political, scientific and juristic.” Al-Bishi said.

He added that the global and regional fluctuations and transformations have forced the Ifta institutions and the scientific and research centers to develop their programs and originate new specialties compatible with the changing course.

“It also imposed the need to introduce women with jurisprudential skills and expertise in emerging cases to repel external interference from those who deal with Saudi women’s issues contrary to Shariah law and the system of this country,” he said.

New Delhi, Feb 1: Activist Sharjeel Imam's mobile phone and laptop along with some anti-CAA posters have been seized from his house in Bihar's Jehanabad and rented flat in Vasant Kunj, police said on Friday.

Imam was arrested by the Delhi Police's Crime Branch from Jehanabad in a sedition case and he is being questioned by police for his alleged inflammatory speeches in Aligarh and at the Jamia Millia Islamia University here.

During investigation, a laptop and a desktop belonging to Imam were recovered from his rented flat at Vasant Kunj, Deputy Commissioner of Police (Crime) Rajesh Deo said.

His mobile phone was recovered from his house at his native place in Jehanabad's Kako area on the instance of his brother, he said.

Imam had prepared anti-CAA and anti-NRC pamphlets with "misleading and intimidating facts" and then distributed them in various mosques, the copy of which have been recovered, police said.

The shop from where he made photocopies of the pamphlets has also been identified, they added.

Imam was arrested on Tuesday. He was brought to Delhi on Wednesday and produced at the residence of Chief Metropolitan Magistrate Purushottam Pathak in the evening amid tight security after which police were granted his five-day custody.

The PhD scholar at the Jawaharlal Nehru University's Centre for Historical Studies has been booked for sedition and other charges in several states after videos of his alleged inflammatory speeches, made during protests against the Citizenship (Amendment) Act (CAA), were circulated on the social media.

An FIR was registered against Imam by the Delhi Police on January 25 under IPC sections 124A (sedition) and 153A (promoting or attempting to promote disharmony or feelings of enmity on grounds of religion, race, place of birth, residence, language, caste or community or any other ground whatsoever) among others.

Mumbai, May 14: The Shiv Sena on Thursday raised questions over the Centre's Rs 20 lakh crore stimulus package announced to revive the COVID-hit economy, and asked if India is not a "self-reliant" country at present.

An editorial in Sena mouthpiece 'Saamana' wondered how Rs 20 lakh crore will be raised, and opined that an environment needs to be created where industrialists, trade and business sectors are encouraged to invest.

On the path of new self-reliance, India cannot afford industrialists running away, and for that "political institutions like the ED and CBI need to be put in lockdown for some time," it said.

Prime Minister Narendra Modi on Tuesday announced new financial incentives on top of the previously announced packages for a combined stimulus of Rs 20 lakh crore, saying the COVID-19 crisis has provided India an opportunity to become self-reliant and emerge as the best in the world.

The Sena said the country is being told that the package will be beneficial for MSMEs (micro, small and medium enterprises), poor labourers, farmers and the tax-paying middle class.

"The package (as per the Centre) will reach 130 crore Indians and the country will become self-reliant. Does this mean India is not a self-reliant country at present?" the Marathi daily asked.

It is good that PPE kits and N95 masks are now being manufactured in India, it said.

"Any country progresses ahead while learning from crisis and through struggle. Before Independence, not even a needle was manufactured in India but in 60 years, India became self-reliant in science, technology, agro business, defence, manufacturing and atomic science," it said.

An institution like the Indian Council of Medical Research (ICMR), which is helping in the manufacturing of PPE kits, is part of the self-reliant India, it noted.

Wondering how Rs 20 lakh crore, as announced in the central package, will be raised, the Sena said an "environment needs to be created where industrialists, trade and business sectors will be encouraged to invest".

"India, on path of new self-reliance, cannot afford industrialists running away, and for that political institutions like the Enforcement Directorate (ED) and the Central Bureau of Investigation (CBI) need to be put in lockdown for some time," the paper said.

Despite announcing the 'lockdown-4' and the economic package, why its impact has not been reflected in the share market? it asked.

"Investors are in a dilemma. The prime minister and chief ministers must show them trust and support," it said.

"Earlier it was Pandit Nehru and now it is Modi. If (former prime minister) Rajiv Gandhi had not laid the foundation of a digital India, there wouldn't be video conference of PM, CMs and bureaucracy in times of coronavirus," the Uddhav Thackeray-led party said.

It agreed with Modi that coronavirus will stay for long, and lives need not revolve around it.

"We need to get back on our feet again," the Sena said.

Bidar, Jan 31: In a disturbing development, the police have arrested two women – a schoolteacher and mother of two students – in connection with staging a play against the Citizenship Amendment Act and National Register of Citizens at a prestigious school in Karnataka’s Bidar.

The arrested have been identified as Farida Begum, headmistress of Shaheen Urdu Medium Primary School, and Navida, the mother of a student who played a role in the play.

The development comes days after police filed a sedition case against the management of Shaheen School following a complaint lodged by the ABVP claiming that play contained objectionable dialogues against Prime Minister Narendra Modi. The drama was performed during an annual function of the school on January 21.

Bidar SP Sreedhara T confirmed the arrest of Farida Begum and Navida, and said the accused were remanded to judicial custody on Thursday.

Sreedhara said that based on the complaint by one Neelesh Rakshal, the police filed an FIR under sedition charges, initially against the headmistress and management of the school on Saturday. He said that the police have questioned about 50 people, including the members of the management committee of Shaheen Urdu Medium Primary School, staff of the school, audience, parents and students. Based on the statements and evidence, the headmistress and the parent have been arrested.

The SP said that as per the statements and evidence collected, they came to know that the headmistress played a major role in organising the controversial play. The students practised the drama for a week and the headmistress knew about its script containing controversial dialogues against the Prime Minister and senior BJP leaders.

Considering this, she has been booked for creating communal disharmony and abetting sections. The SP said that when a dialogue of slapping the Prime Minister was said on the stage, Navida gave her chappals to the child, to be used while saying the dialogue. She has been arrested for abetting.

Expressing shock over sedition case and arrests, Dr Abdul Qadeer, the chairman of Shaheen Group of Institutions, said that the school management would fight out legally.
