Geopolitics allow Myanmar govt to cover up Rohingya massacre

A humanitarian crisis of near genocidal proportions is taking place in Myanmar’s Rakhine State, yet the world’s reaction is confined to mere condemnation instead of sanctions or direct intervention.  Although international journalists are not allowed to visit the troubled province that has for the past five years been witnessing state-sponsored terror against the hapless Rohingya, a Muslim ethnic minority living in Rakhine bordering Bangladesh, information pours in through social media. It indicates that another Rwanda or Srebrenica or Darfur is in the making. 

If the international community and the United Nations had reacted at the first signs of the troubles, one  million minority Tutsis would not have been massacred by the Hutu dominated regime in Rwanda from April 7 to mid-July 1994, more than 8,000 Bosnian men and boys would not have been executed by Ratko Mladic’s Serb army a year later, and more than 300,000 people would not have perished in Darfur from 2003 to 2010.

Post-conflict measures such as taking the perpetrators to war crime tribunals may serve as a warning to killer regimes. Post-conflict UN reports lamenting the world body’s failure to protect civilians caught up in war cannot bring back to life the innocent people killed for the simple reason that they had a different identity to that of the majority within a state.

But immediate intervention under the responsibility to protect (R2P) principle can save life though the concept is highly abused. Powerful states have taken cover behind R2P to justify their self-centred interventions.  Yet, a UN-led R2P initiative is the best option available to save the Rohingyas.

The Rohingyas have faced severe persecution and violence at the hands of the state for decades. They have been stripped of their nationality in terms of a 1982 law, though they have been living in Myanmar for generations. They have no access to state education and employment.  Successive Myanmar governments have denied the existence of the Rohingya as an ethnic group, calling the most oppressed people on Earth “illegal Bengalis” instead. However, Bangladesh strongly disputes Myanmar’s claim.  

Myanmar’s strategic importance gives it licence to violate international humanitarian laws and still call itself a fledgling democracy. In other words, geopolitics undermines R2P.

The United States, China and India are in a competition to bring Myanmar under their sphere of influence. They were like three men on their knees proposing to one damsel. They would not mind that she has reddened her lips by sucking the blood of Rohingyas and darkened her eyebrows with charred remnants of Rohingya’s wooden huts.  

Geopolitics is why the US condemnation is not commensurate with the crime being committed against 1.3 million Rohingyas.  Myanmar during the latter part of military strongman Than Shwe’s administration (1992-2011) adopted an equidistance policy vis-à-vis China, the US and India, after being under China’s economic protection for decades.  The visit of the then US President Barack Obama to Myanmar took bilateral relations to a new level where human rights abuses are largely ignored, and if they warrant a mention, the criticism appeared mere routine.  With the aim of reducing Myanmar’s economic dependency on China, the US has increased economic aid to Myanmar following the country’s transition to democracy.  

Entangling the Rohingya case in big power politics is China’s bid to build a deep sea port at Kyauk Pyu in the troubled Rakhine state – close to Maungdaw -- and an oil pipeline extending from there across Myanmar upto China’s hinterland – a shorter energy supply route that circumvents the arduous Malaca Strait.  China has won the contract for the port, but is negotiating for an 85 percent stake in the project instead of the 50 percent that formed the basis of the negotiations.  The Chinese port project together with an industrial park has ruffled feathers in India’s security circles as the port is overlooking India’s northeast. Also, Rakhine is believed to be rich in resources, including natural gas.

It was to counter China’s strategic foothold in Myanmar that India’s Prime Minister Narendra Modi was in Myanmar this week. This is why India has not condemned Myanmar’s atrocities against the Rohingyas.  Throwing human rights principles into the dustbin of self-centred politics,  Modi during his visit sought to enhance cooperation on intelligence sharing amid politically motivated s claims that linked Rohingya rebels with ISIS terrorists following the August 25 rebel attack on police posts.  India and Myanmar are also to ink a deal on a 1640 km highway project that would connect India with Myanmar and Thailand – a highway which India describes as its gateway to Southeast Asia and its response to China’s One-Belt-One-Road initiative. 

With big powers in a scramble to improve relations with Myanmar, the new government which came to power promising to strengthen democracy and uphold human rights, finds itself in a comfort zone from where it could spurn international criticism on the armed forces’ oppression against the Rohingyas, whom Pope Francis in a speech in February described as “our brothers and sisters”, while calling on Myanmar to stop the persecution.

It is while sitting in this comfort zone of crime that Myanmar is counting on China to block moves to bring the Rohingyas issue before the UN Security Council, and Myanmar’s de facto leader Aung San Suu Kyi could dismiss international criticism and irrefutable video evidence as “fake news”.   The story being churned out by the Suu Kyi’s government is that the Rohingyas killed Rohingyas.  Journalists who were taken on a guided tour on Wednesday under police escort were told the Rohingyas fled because the Rohingya rebels were burning their villages. The hard-to-believe story does not provide answers to questions over refugees who bore gunshot wounds, women who were raped and mutilated bodies found in Rakhine jungles.

Suu Kyi’s government has blocked UN aid agencies from delivering vital supplies of food, water and medicine to the besieged Rohingyas.  A few months ago, a dozen Nobel peace prize winners signed a petition calling on fellow Nobel laureate Suu Kyi to protect the Rohingyas. This week, the youngest Nobel Peace Prize winner, Malala Yousafzai, in a statemnent called Suu Kyi to condemn the “tragic and shameful treatment” of the Rohingyas.

But Suu Kyi’s conduct is unbecoming of a Nobel laureate. On the one hand she refuses to defy the military, which is the ultimate power in Myanmar -- a situation that makes the so-called transition to democracy a charade. On the other, if she acts against the perpetrators, she runs the risk of being labelled unpatriotic by the military and extremists led by monk Ashin Wirathu.  She failed to act against the extremists, though she had an opportunity in May this year when the Sangha Maha Nayaka Committee, Myanmar’s highest Buddhist authority, issued a declaration ordering Wirathu and his Ma Ba Tha organisation to end their activities. Unperturbed, Wirathu continues his hate campaign, while Suu Kyi plays politics with the lives of the Rohingyas.

The Rohingyas crisis is a humanitarian issue. It is not a Muslim issue, though Myanmar’s persecution of the Rohingyas has triggered a series of protests in the Islamic world, with Turkey, Pakistan and other Muslim countries issuing strong statements. 

Humanitarianism is beyond race, religion and other considerations. If Myanmar cannot solve the Rohingya crisis in a civilized manner, then the international community should intervene.  Let the R2P initiative begin with an international conference on the Rohingya crisis.

Washington, Mar 18: Hundreds of distressed Indian students, stuck in the Philippines, are seeking help through video messages as they are unable to fly back home due to the travel restrictions imposed by India to contain the spread of the deadly novel coronavirus, according to friends and relatives of some of these students in the US.

The Indian government on Tuesday banned the entry of passengers from Afghanistan, Philippines and Malaysia to India with immediate effect amid stepped up efforts against the spread of COVID-19.

In a video message by one of these students Akhil Bala Nair, around 200 Indian students had booked their flight tickets for India in the next few days. But all of them have been cancelled due to the new policy.

Most of the students, she said, had booked their flights for March 17 and rest were schedule to travel to India on March 19 and 20. But the flights were cancelled and scores of Indian students are now stuck at the airport in Manila, Nair said in the video message sent to Prem Bhandari, head of the Jaipur Foot USA.

“It is need of the hour that the Indian government send a plane to bring these Indian students back home,” Bhandari, who in the past has worked for the cause of the Indian diaspora, and who was approached by these students told PTI.

According to these students, some 100 of them have been at the airport since Tuesday.

They all have confirmed tickets but the airport authorities are not allowing them to check in because of the new travel regulations.

While the airport authorities have asked them to go back to their respective place of residence, the students said they were unable to travel because of the absence of local taxi or shared ride services.

The students said that they are running out of time as the Philippines government has given them 72 hours time to exit the country, which started from March 16, after which the country will go into lockdown.

“This means we would not be able to travel anywhere outside Philippines after March 20,” Nair said in her message.

The students said that there are many of them who have applied for renewal of their visas and are unable to travel to India.

There are nearly 1,000 Indian students presently in Manila who are willing to travel back home, they said.

Meanwhile, the Indian Embassy in Manila, in a tweet, said that they, along with the Ministry of External Affairs, are trying to work out a solution.

“It is requested to all to kindly have patience,” the embassy said.

New Delhi, May 24: New rules for domestic travel during the lockdown were released by the government today, including advising passengers to download the Aarogya Setu application on their mobile devices and asking states to ensure thermal screening at departure point of airports, railway stations and bus terminals. The guidelines were shared by Civil Aviation Minister Hardeep Singh Puri, who also shared new rules for international travel.

The minister had recently said that international flight operations may start by mid-June or end-July if the COVID-19 virus "behaves in a predictable manner".

"Prescribed clinical protocol will be followed in case any domestic or international traveller shows symptoms of COVID-19. States can also develop their own protocol for quarantine and isolation as per their own assessment," Mr Puri said.

The guidelines come a day before the resumption of air travel after nearly two-months hiatus following lockdown to prevent the spread of coronavirus.

The Indian Railways has also issued a list of 100 pairs of trains that it will operate from June 1, putting in operation popular trains such as Durontos, Sampark Krantis, Jan Shatabdis and Poorva Express.

Dos and Don'ts shall be provided along with tickets to travellers by agencies concerned, said the Health Ministry's guidelines for domestic travel (air/train/inter-state bus travel).

Travellers shall give 14-day quarantine undertaking before boarding

The states and Union Territories shall ensure that all passengers undergo thermal screening at the point of departure and only asymptomatic passengers are allowed to board the flight, train or bus. Asymptomatic passengers, however, will be permitted to travel after they give an undertaking to self-monitor for 14 days, the ministry said.

Those having moderate or severe symptoms will be admitted to dedicated COVID health facilities and managed accordingly, the guidelines said.

Those having mild symptoms will be given the option of home isolation or isolated in the COVID Care Centre (both public and private facilities) as appropriate and tested as per ICMR protocol, they said.

"If positive, they will continue in COVID Care Centre and will be managed as per clinical protocol. If negative, the passenger may be allowed to go home, isolate himself/herself and self-monitor his/her health for further 7 days," the health ministry said.

In case, any symptoms develop they shall inform the district surveillance officer or the state or the national call centre (1075), it said.

Use of face covers, following respiratory hygine during travel

During boarding and travel, all passengers shall use face covers or masks and will also follow hand hygiene, respiratory hygiene and maintain environmental hygiene, the ministry said in its guidelines.

At airports, railway stations and bus terminals, required measures to ensure social distancing shall be taken, the guidelines said.

Airports, railway stations and bus terminals should be regularly sanitised or disinfected and the availability of soaps and sanitisers shall be ensured, the health ministry said.

The ministry said that states can also develop their own protocol with regards to quarantine and isolation as per their assessment.

Guidelines for International Travel

The guidelines for international travel include mandatory undertaking for quarrantine for 14 days. "Only for exceptional and compelling reasons such as cases of human distress, pregnancy, death in family, serious illness and parent(s) accompanied by children below 10 yrs, as assessed by the receiving states, home quarantine may be permitted for international travellers for 14 days," the Civil Aviation minister said.

Asymptomatic travelers will be allowed to board flight/ship

At the time of boarding the flight or ship, only asymptomatic travellers will be allowed to board after thermal screening, the health ministry said.. Passengers arriving through land borders will also have to undergo the same procedure, it said.

"Self-declaration form in duplicate shall be filled by the person in the flight/ship and a copy of the same will be given to Health and immigration officials present at the airport/seaport/landport. The form will be made available through the Aarogya Setu app," the new order said.

Passengers found to be symtomatic during screening shall be immediately isolated and taken to medical facility as per health protocol. "These passengers will be kept under institutional quarrantine for a minimum period of 7 days and should undergo necessary tests as per ICMR protocol," the guidelines said.

Sanitisation and disinfection must inside flights

Authorities must take adequate measures to such as environmental sanitation and disinfection at the airports as well as within the flights, the guideline said.Suitable announcement about COVID-19 including precautionary measures to be followed shall be made at airports/ports, it added.

While on board flight, ships, passengers and crew required precautions such as wearing of masks, environmental hygiene, respiratory hygiene, hand hygiene, the ministry said.

This morning, India registered the biggest-single day jump in the number of coronavirus cases as 6,767 new patients were reported in the last 24 hours. This is the third consecutive day that India has reported more than 6,000 COVID-19 cases with a record number of new patients each day. The county has officially logged 1,31,868 cases, 3,867 deaths linked to the highly infectious illness since the pandemic began. Of these, 147 patients died in the last 24 hours. The global number of novel coronavirus cases has passed 5.25 million with more than 339,000 deaths. Since the outbreak first emerged in China in December, 5,260,970 cases have been recorded across 196 countries and territories, with 339,758 deaths attributed to the virus.

Noam Chomsky is one of the leading peace workers in the world. In the wake of America’s attack on Vietnam, he brought out his classic formulation, ‘manufacturing consent’. The phrase explains the state manipulating public opinion to have the public approve of it policies—in this case, the attack of the American state on Vietnam, which was then struggling to free itself from French colonial rule.

In India, we are witness to manufactured hate against religious minorities. This hatred serves to enhance polarisation in society, which undermines India’s democracy and Constitution and promotes support for a Hindu nation. Hate is being manufactured through multiple mechanisms. For example, it manifests in violence against religious minorities. Some recent ghastly expressions of this manufactured hate was the massive communal violence witnessed in Mumbai (1992-93), Gujarat (2002), Kandhamal (2008) and Muzaffarnagar (2013). Its other manifestation was in the form of lynching of those accused of having killed a cow or consumed beef. A parallel phenomenon is the brutal flogging, often to death, of Dalits who deal with animal carcasses or leather.

Yet another form of this was seen when Shambhulal Regar, indoctrinated by the propaganda of Hindu nationalists, burned alive Afrazul Khan and shot the video of the heinous act. For his brutality, he was praised by many. Regar was incited into the act by the propaganda around love jihad. Lately, we have the same phenomenon of manufactured hate taking on even more dastardly proportions as youth related to Hindu nationalist organisations have been caught using pistols, while police authorities look on.

Anurag Thakur, a BJP minster in the central government recently incited a crowd in Delhi to complete his chant of what should happen to ‘traitors of the country...” with a “they should be shot”. Just two days later, a youth brought a pistol to the site of a protest at Jamia Millia Islamia university and shouted “take Azaadi!” and fired it. One bullet hit a student of Jamia. This happened on 30 January, the day Nathuram Godse had shot Mahatma Gandhi in 1948. A few days later, another youth fired near the site of protests against the CAA and NRC at Shaheen Bagh. Soon after, he said that in India, “only Hindus will rule”.

What is very obvious is that the shootings by those associated with Hindu nationalist organisations are the culmination of a long campaign of spreading hate against religious minorities in India in general and against Muslims in particular. The present phase is the outcome of a long and sustained hate campaign, the beginning of which lies in nationalism in the name of religion; Muslim nationalism and Hindu nationalism. This sectarian nationalism picked up the communal view of history and the communal historiography which the British introduced in order to pursue their ‘divide and rule’ policy.

In India what became part of “social common sense” was that Muslim kings had destroyed Hindu temples, that Islam was spread by force, and that it is a foreign religion, and so on. Campaigns, such as the one for a temple dedicated to the Hindu god Rama to be built at the site where the Babri masjid once stood, further deepened the idea of a Muslim as a “temple-destroyer”. Aurangzeb, Tipu Sultan and other Muslim kings were tarnished as the ones who spread Islam by force in the subcontinent. The tragic Partition, which was primarily due to British policies, and was well-supported by communal streams also, was entirely attributed to Muslims. The Kashmir conflict, which is the outcome of regional, ethnic and other historical issues, coupled with the American policy of supporting Pakistan’s ambitions of regional hegemony, (which also fostered the birth of Al-Qaeda), was also attributed to the Muslims.

With recurring incidents of communal violence, these falsehoods went on going deeper into the social thinking. Violence itself led to ghettoisation of Muslims and further broke inter-community social bonds. On the one hand, a ghettoised community is cut off from others and on the other hand the victims come to be presented as culprits. The percolation of this hate through word-of-mouth propaganda, media and re-writing of school curricula, had a strong impact on social attitudes towards the minorities.

In the last couple of decades, the process of manufacturing hate has been intensified by the social media platforms which are being cleverly used by the communal forces. Swati Chaturvedi’s book, I Am a Troll: Inside the Secret World of the BJP’s Digital Army, tells us how the BJP used social media to spread hate. Whatapp University became the source of understanding for large sections of society and hate for the ‘Other’, went up by leaps and bounds. To add on to this process, the phenomenon of fake news was shrewdly deployed to intensify divisiveness.

Currently, the Shaheen Bagh movement is a big uniting force for the country; but it is being demonised as a gathering of ‘anti-nationals’. Another BJP leader has said that these protesters will indulge in crimes like rape. This has intensified the prevalent hate.

While there is a general dominance of hate, the likes of Shambhulal Regar and the Jamia shooter do get taken in by the incitement and act out the violence that is constantly hinted at. The deeper issue involved is the prevalence of hate, misconceptions and biases, which have become the part of social thinking.

These misconceptions are undoing the amity between different religious communities which was built during the freedom movement. They are undoing the fraternity which emerged with the process of India as a nation in the making. The processes which brought these communities together broadly drew from Gandhi, Bhagat Singh and Ambedkar. It is these values which need to be rooted again in the society. The communal forces have resorted to false propaganda against the minorities, and that needs to be undone with sincerity.

Combating those foundational misconceptions which create hatred is a massive task which needs to be taken up by the social organisations and political parties which have faith in the Indian Constitution and values of freedom movement. It needs to be done right away as a priority issue in with a focus on cultivating Indian fraternity yet again.
