Get ready for paperless air travel as DGCA puts in place 'Digi Yatra' norms

Mumbai, Jan 23: Aviation regulator DGCA has put in place norms for the roll-out of the much-awaited "digi yatra" facility, which will make air travel paperless and hassle-free.

An initiative of the civil aviation ministry and the Bureau of Civil Aviation Security (BCAS), the facility seeks to minimise paperwork for air travel under a digital system or e-boarding process for airport entry and boarding flights using documents such as a passenger's Aadhaar number and mobile phone, among others.

In this regard, the Directorate General of Civil Aviation (DGCA) has issued the Civil Aviation Requirement (CAR) on procedures and requirements for the implementation of e-boarding process (digi yatra).

The airlines will make a provision to collect the digi yatra ID of the passenger for domestic travel as per Digi Yatra policy at the time of the booking irrespective of the channel, according to the norms.

The passenger will have the option to offer any one of the approved identification document (ID) such as passport, voter card, Aadhaar or m-Aadhaar, PAN card, driving licence, service photo identity card issued by state/central government, PSUs, local bodies or public limited companies, among others, as per the CAR.

According to the DGCA, the digi yatra ID created will be authenticated during the first travel by the passenger at an airport which offers such a facility.

In the authentication process, the ID of the passenger will be verified and validated by an authorised security officer and this will activate the digi yatra ID.

At the same time, according to the norms, the airline will ensure that e-tickets are issued with a 2D/QR barcode following "one person, one ticket & one code" rule so that each passenger, even in a group booking, is issued with individual ticket having unique code.

The airlines will also have to collect passport number for all international travel, the norms stated.

Notably, the Mumbai airport from this month has introduced a digital boarding process for domestic flights from its terminal 2 (T2), thereby eliminating many pre-flight boarding checks. Under the system, security personnel wouldn't have to stamp the boarding pass.

Instead, commuters verify their boarding pass at the security checkpoint by scanning the 'boarding pass barcode' or 'QR code' on their phones.

"Airlines shall share the passenger data, including digi yatra ID, with biometric boarding system of airport operators at least six hours before the flight on a secure link for the purpose of ticket validation and ID validation, following appropriate agreement for data sharing," as per the norms.

"In case the passenger prefers to use Aadhaar as ID proof, the system shall comply with all regulatory requirement of UIDAI for Aadhaar capturing and authentication. The system shall not collect or store Aadhaar number or Virtual Aadhaar number," the norms stipulate.

The airline operator and the airport operator shall comply with data protection and data privacy requirements as per the applicable regulations, it stated.

"The airline operator and the airport operator may follow the detailed procedure for uniform implementation of e-boarding system as per the Digi Yatra policy, if they plan to operationalise digi yatra for passengers who have voluntarily opted to provide required details at the time of the booking of the air tickets," according to the CAR.

12 special flights to reach India on Day 6 of 'Vande Bharat Mission'

New Delhi, May 12: A total of 12 special evacuation flights from across the globe will bring home stranded Indians on the sixth day of 'Vande Bharat Mission' on Tuesday.

The special flights include Air India flight from Manila to Ahmedabad, London to Hyderabad, Newark-Mumbai-Ahmedabad, AI flight from Singapore to Delhi, AI flight from Dhaka to Srinagar, Dammam to Kochi, Kuala Lumpur to Mumbai, Manila to Delhi, Muscat to Chennai, Dubai to Kannur, Dubai to Mangalore and Singapore-Bengaluru-Kochi.

Amidst the coronavirus pandemic, India is conducting 'Vande Bharat' Mission -- its biggest ever repatriation exercise since independence -- to bring back stranded Indians from abroad, including from the US, the UAE and the UK.

On the fifth day of Vande Bharat Mission, as many as 1,667 Indian nationals were repatriated from different countries in eight special flights.

Muslim population rose in India because they got 'special rights': Yogi Adityanath

Jan 15: Uttar Pradesh Chief Minister Yogi Adityanath said on Tuesday that the Muslim population in India increased manifold since the partition because they were given special rights and facilities, according to a report by The Indian Express.

"The Muslim population in India has increased manifold since 1947, it has gone up by seven to eight times. No one has any objection. If they, as citizens of the country, work for development, they are welcome. Their population has increased because they have been given special rights and facilities. All possible steps were taken to ensure their growth," Adityanath said while addressing a rally in Gaya organised by the BJP in support of the Citizenship (Amendment) Act.

He asked the audience, "But what happened in Pakistan?" Claiming that the Hindu population in Pakistan had decreased since 1947, he asked why it was so.

Yogi said that the countrywide anti-CAA protests are a "conspiracy" hatched from afar by those resentful of a united and grand India and these are being aided by a "crooked" opposition. He further charged that those opposing the legislation were committing the "paap" (sin) of working against national interests.

"For taking such a step, Prime Minister Narendra Modi and Home Minister Amit Shah deserve acclaim. Instead, they are being attacked", Yogi lamented.

He himself contradicts his statements. He claims the Muslim population rose 8-9 (according to him) times since 1947. If he was educated its simple 73 years have passed the population grows. Still, the Muslim population is only a minority against the majority. He talks about special rights and facilities given yes agreed but not by him it's by the Constitution of India and for all the minorities. So it's not you its Constitution of India. The majority of the people are against the act CAA is against the very fundamental of the Constitution of India which PM & HM are taking away from the people. If you disagree, disrespect, go against it then you are against the country itself in Hindi deshdruhi.

Notice To 127 People Nothing to Do With Citizenship: Aadhaar Authority

New Delhi, Feb 19: The UIDAI on Tuesday said its Hyderabad office has sent notices to 127 people for allegedly obtaining Aadhaar numbers on "false pretences" but asserted these have nothing to do with citizenship.

The notices were issued after reports from the police, the Unique Identification Authority of India (UIDAI) said.

"Aadhaar is not a document of citizenship and UIDAI has been mandated under the Aadhaar Act to ascertain residency of a person in India for 182 days prior to applying for Aadhaar," the nodal body, which issues the 12-digit biometric ID, said in a statement.

The Supreme Court, in its landmark decision, has directed the UIDAI not to issue Aadhaar to illegal immigrants, it said.

"It may be noted that the regional office Hyderabad received reports from the state police that 127 people have obtained Aadhaar on false pretences, as in their preliminary enquiry they were found illegal immigrants who were not qualified to obtain an Aadhaar number," the UIDAI said.

As per the Aadhaar Act, such Aadhaar numbers are liable to be cancelled.

"Therefore, the regional office Hyderabad has sent notices to them to appear in person and to substantiate their claims for getting an Aadhaar number," it said.

The UIDAI emphasised that these notices have "nothing to do with citizenship and cancellation of Aadhaar number is in no way related to the nationality of any resident".

In case it is found and proved that any of them obtained Aadhaar by submitting false documents or through false pretences, their Aadhaar is liable to be cancelled or suspended depending on the severity of the transgression, UIDAI said.

"Severe errors like forged documents, etc., will lead to appropriate actions, including suspending /cancelling the Aadhaar," it cautioned.

"Sometimes it becomes necessary to cancel the Aadhaar number when it is found that a resident has obtained it by submitting false biometrics or documents. It is a routine quality improvement process that the UIDAI takes up regularly," the authority said.

The 127 people have been asked to appear before the UIDAI deputy director in Hyderabad for a personal hearing on February 20.

Additional time has been given to allow them to collect the requisite documents, "Since it may take them some more time to collect the original documents that they had submitted for obtaining Aadhaar, as informed by the state police, the UIDAI has postponed the personal hearing to May 2020," it added.
