Goa Cabinet to go for a Rejig after 10 Cong MLAs Jump Ship, Four Ministers to be Sworn in Today

Panaji, Jul 13: Goa Chief Minister Pramod Sawant said late on Friday night that he would reshuffle the cabinet on Saturday replacing four ministers and the swearing-in ceremony would be held at 3 pm.

Ten Congress MLAs had on Wednesday joined the BJP increasing the strength of the party to 27 on the floor of the House.

The chief minister said the three members from coalition partner Goa Forward Party and an Independent MLA Rohan Khaunte would be dropped from the cabinet.

He refused to name the MLAs who would be inducted but said all the four would be from the BJP, with three of them from the legislators who joined the party on Wednesday.

Speculations are rife that former leader of opposition Chandrakant Kavlekar, Philip Nery Rodrigues and Atanasio Monserratte would be inducted in the cabinet along with Deputy Speaker Michael Lobo.

Sawant said the swearing-in ceremony would be held at 3 pm Saturday.

This would the second cabinet reshuffle by Sawant since he took over as the chief minister three months ago. In his first cabinet reshuffle, Sawant had inducted MGP's breakaway MLA Deepak Pauskar after dropping then deputy chief minister Sudin Dhavalikar.

Asked why allies are being dropped from the cabinet, the chief minister said the decision has been taken as per directives of the central leadership.

"I don't want to go into details. We have taken this decision to give good governance to the people," he said.

Sawant has the support by three MLAs from the Goa Forward Party and an Independent.

Goa Forward Party (GFP) chief and Deputy Chief Minister Vijai Sardesai had during the day said they are hoping for an amicable solution to the crisis.

"The GFP is a part of the NDA and had joined the BJP-led government after talks with the saffron party's national leadership," Sardesai said, adding, "The present state BJP leaders were not part of the discussions then. As such, we will take appropriate steps only after talking to NDA leadership at the Centre."

"We have not yet received any official communication from the BJP leaders. On the contrary, we have received indications that the matter will be sorted out amicably," he said.

Ten of the 15 Congress MLAs, led by Leader of Opposition Chandrakant Kavlekar, switched sides and joined the Bharatiya Janata Party (BJP) Wednesday.

While the 10 MLAs and Lobo returned here from Delhi, Sawant stayed back to attend a high-level meeting on Friday evening on the issue of mining in Goa, which has come to a standstill following a February 2018 Supreme Court order.

New Delhi, Jan 22: The BJP on Wednesday cited statements of several opposition leaders to accuse them of "abusing" Hindus for their appeasement politics and referred to the Congress as "Muslim League Congress".

Seeking apologies from Congress president Sonia Gandhi and NCP chief Sharad Pawar, BJP spokesperson Sambit Patra said leaders of these parties have used the ongoing protests against the amended citizenship law to "abuse" Hindus.

Chavan has said in a public meeting that the Congress decided to join hands with the Shiv Sena to form government in Maharashtra as Muslims wanted the party to stop the BJP, Patra stated, claiming that it shows the opposition party has nothing to do with people belonging to other religions, including Hindus.

Patra also referred to a statement from an NCP leader to attack the opposition.

Asked about Congress leader Mallikarjun Kharge's reported jibe at the RSS for its "non-participation" in the freedom movement, the BJP leader shot back, asking if parents of Sonia Gandhi, who is of Italian origin, had fought in India's independence struggle.

The Indian National Congress, he said referring to the opposition party's full name, should be called "Muslim League Congress".

New Delhi, Jul 29: The new National Education Policy (NEP) approved by the Union Cabinet on Wednesday is set to usher in a slew of changes with the vision of creating an education system that contributes directly to transforming the country, providing high-quality education to all, and making India a global knowledge superpower.

The draft of the NEP by a panel headed by former Indian Space Research Organisation (ISRO) chief Kasturirangan and submitted to the Union Human Resource Development Minister Ramesh Pokhriyal when he took charge last year. The new NEP replaces the one formulated in 1986.

Some of the key highlights of the New Education Policy are:-

The policy aims to enable an individual to study one or more specialized areas of interest at a deep level, and also develop character, scientific temper, creativity, spirit of service, and 21st century capabilities across a range of disciplines including sciences, social sciences, arts, humanities, among others.

It identified the major problems facing the higher education system in the country and suggested changes such as moving towards multidisciplinary universities and colleges, with more institutions across India that offer medium of instruction in local/Indian languages, a more multidisciplinary undergraduate education, among others. 

The governance of such institutions by independent boards having academic and administrative autonomy has also been suggested.

Under the suggestions for institutional restructuring and consolidation, it has suggested that by 2040, all higher education institutions (HEIs) shall aim to become multidisciplinary institutions, each of which will aim to have 3,000 or more students, and by 2030 each or near every district in the country there will be at least one HEI.

The aim will be to increase the Gross Enrolment Ratio in HEIs including vocational education from 26.3 per cent (2018) to 50 per cent by 2035.

Single-stream HEIs will be phased out over time, and all will move towards becoming vibrant multidisciplinary institutions or parts of vibrant multidisciplinary HEI clusters.

It also pushes for more holistic and multidisciplinary education to be provided to the students.

The statement of the 92-year-old former deputy prime minster was recorded through video conferencing in the court of special Judge S K Yadav.

On Thursday, the court recorded the statement of BJP veteran Murli Manohar Joshi in the case.
