Goa Women's Congress Chief Quizzed In Molestation Victim's Identity Case

Panaji, Nov 14: Goa Pradesh Mahila Congress Committee (GPMCC) president Pratima Coutinho was questioned today in connection with a case lodged against her for allegedly revealing the identity of a sexual harassment victim, the police said.

Investigation officer police sub-inspector Sandhya Gupta questioned the Congress leader for over an hour at the Women's Police Station in Panaji.

Coutinho was booked under section 74 of the Juvenile Justice Act, section 4 of the Protection of Children from Sexual Offences (POCSO) Act and section 8 (2) of Goa Children's Act on complaints lodged by the Shiv Sena and some NGOs earlier this year.

The Congress leader had courted a controversy after she allegedly posted a picture of her with the mother of a girl who was allegedly molested by a man from Jharkhand earlier this year.

A delegation of the Mahila Congress led by Coutinho had visited the victim, after she filed a formal complaint at a local police station.

Coutinho today alleged that she was being "harassed" by the police, "as the accused in the molestation case works with an influential minister in the Goa government".

"All attempts are being made to harass me so that my voice is suppressed. I am being targeted by using police machinery because the Mahila Congress has taken up several causes, which has caused discomfort to the Goa government," she alleged.

Jan 27: The Andhra Pradesh Cabinet passed a resolution on Monday setting in motion the process for abolishing the state Legislative Council.

A similar resolution will now be adopted in the Legislative Assembly and sent to the Centre for necessary follow-up action.

With just nine members, the ruling YSR Congress is in minority in the 58-member Legislative Council. The opposition Telugu Desam Party (TDP) has an upper hand with 28 members and the ruling party could get a majority in the House only in 2021 when a number of opposition members will retire at the end of their six-year term.

The move by the Andhra Pradesh cabinet came after the Y S Jaganmohan Reddy government last week failed to pass in the Upper House of the state legislature two crucial Bills related to its plan of having three capitals for the state.

Andhra Pradesh Legislative Council Chairman M A Sharrif on January 22 referred to a select committee the two bills -- AP Decentralisation and Inclusive Development of All Regions Bill, 2020, and the AP Capital Region Development Authority (CRDA) Act (Repeal) Bill -- for deeper examination.

The chairman had said that he was using his discretionary powers under Rule 154 while referring the Bills to the select panel in line with the demand of the TDP.

Following this, the chief minister had told the Assembly, "We need to seriously think whether we need to have such a House which appears to be functioning with only political motives. It is not mandatory to have the Council, which is our own creation, and it is only for our convenience."

"So let us discuss the issue further on Monday and take a decision on whether or not to continue the Council," he had said.

In fact, the YSRC had on December 17 first threatened to abolish the Council when it became clear that the TDP was bent on blocking two Bills related to creation of a separate Commission for SCs and conversion of all government schools into English medium.

As the Legislature was adjourned sine dine on December 17, no further action was taken. But last week, the issue cropped up again as the TDP remained firm on its stand on opposing the three-capitals plan.

The YSRC managed to get two TDP members to its side, but the government failed to get the three capitals Bills passed in the Council.

"What will be the meaning of governance if the House of Elders does not allow good decisions to be taken in the interest of people and block enactment of laws? We need to seriously think about it… Whether we should have such a House or do away with it," the chief minister had said in the Assembly.

New Delhi, Jan 28: Kolkata Metro Rail Corp expects to complete its East-West project, which runs partly under the city’s iconic Hooghly river, by March 2022 after a delay of several years doubled costs.

The authority is awaiting a final installment of Rs 20 crore ($2.8 million) over the next two years from the Indian Railway Board, said Manas Sarkar, managing director at KMRC. A soft loan of Rs 4,160 crore from Japan International Cooperation Agency helps fund 48.5% of the project.

India’s oldest metro, which started in 1984 with a North-South service, was due to expand by 2014 but faced problems including squatters on the planned route. These issues have contributed to the total project cost rising to about Rs 8,600 crore for some 17 kilometers from Rs 4,900 crore for 14 km.

“About 40% of total transport demand will be tackled by these two metro services,” Sarkar said in an interview at his office in Kolkata. “It will be a relief for environmental pollution and the city should be much more decongested.”

The new line is expected to carry about 900,000 people daily, -- roughly 20% of the city’s population -- and will take less than a minute to cross a 520-meter underwater tunnel. Depending on the time of day, it takes some 20 minutes to use the ferry and anywhere upward of an hour to cross the Howrah bridge.

KMRC will repay the JICA loan over 30 years after an initial six-year moratorium. The interest rate is between 1.2% to 1.6%. The East-West metro project is 74% owned by the railway ministry and 26% by the ministry of housing and urban affairs.

“We don’t anticipate any further cost escalation now,” Sarkar said.

Thiruvananthapuram, Jan 27: Kerala Chief Minister Pinarayi Vijayan on Monday urged Prime Minister Narendra Modi to arrange for airlifting the Indians stranded in Wuhan province of China, the epicentre of coronavirus, saying the ground situation there has further worsened.

In a letter to Mr. Modi, he said since the situation in Wuhan was grave, it would be appropriate to operate a special flight to Wuhan or a nearby functional airport and airlift Indian nationals stranded there.

Mr. Vijayan also wanted the Prime Minister to give necessary instructions to the Indian Embassy in China to act pro-actively and provide necessary assistance and reassurance to Indians, including Keralites, stranded in Wuhan and Yichang.

The Chief Minister offered assistance of medical professionals from the State in case of evacuation of the Indians from Wuhan.

Chinese health authorities have announced the death toll due to coronavirus has sharply increased to 80 with 2,744 confirmed cases.

The confirmed cases of pneumonia caused by the novel coronavirus officially described as 2019-nCoV included 461 patients who are in critical condition.
