Gold amnesty scheme soon to overcome limited success of earlier IDS

New Delhi, Oct 31: The government may soon announce an amnesty scheme for gold to bring hordes of black money used in buying the yellow metal considered a safe investment option in India.

According to sources, the new amnesty scheme would allow gold hoarders to come clean on investment made using black money by declaring their possession and paying tax on it.

The tax will have to be paid on entire value of gold declared by an individual that has been purchased without any receipt.

Though the rate of tax is yet to be worked out by the government, sources indicated that the thinking is to keep the rate at around 30 per cent level with an effective rate of around 33 per cent including education cess.

The new scheme is being considered as yet another attempt to unearth lakhs of crores of black money still lying in the system in the form of unaccounted gold.

It would also try to overcome limited success of an earlier amnesty scheme Pradhan Mantri Garib Kalyan Yojana (PMGKY), also known as IDS-II, launched in 2017, post the demonetisation exercise.

"The idea of the scheme is good but its effective implementation is difficult. People have amassed gold over times and on many occasions the yellow metal has been inherited leaving no transactional details.

"It would be hard to push people to declare if they have lost almost a third of the value," said an analyst who did not wish to be named as he was not aware of contours of the amnesty scheme.

Also, there is fear that after declaration of the wealth, an individual may be prone to harassment by tax officials.

It happened during the last two income declaration schemes (IDS) where tax officials were found to be seeking response from people making declarations to explain their source of income. In fact, lakhs of SMSs were sent by tax officials seeking response from cash depositors during the time of demonetisation.

The industry had suggested a new model for gold amnesty scheme to ensure its success as paying up front taxes on the value assets would attract few takers.

It had said that in return for declared gold, the government could issue 10 year zero coupon bonds with yield on it lower than prevailing rates. The gap in yield could take care of the tax that the declarer has not paid on the black money used to buy gold.

Just like the Income Tax amnesty scheme, this gold amnesty scheme is also expected to be open for a definite time period.

It is being worked out as part of a comprehensive gold policy that is being worked upon per Niti Aayog's suggestions two years ago.

It is estimated that the total stock of gold held by Indians will be in the region of 20,000 tonne. However the actual holding after taking into account unaccounted imports, ancestral holdings etc should actually be in the region of 25,000-30,000 tonne.

The value of this gold at current prices will be in excess of $1 trillion and $1.5 trillion respectively.

One of the charges that the Opposition levelled against the Modi government in this year's general elections was about failure of the Centre on bringing back black money.

The gold scheme would be yet another attempt to channelise a large portion of undeclared wealth into normal channels.

The Modi government has taken a slew of decisions ever since it came to power to clamp down on black money -- one of the main planks in General Election of 2014.

It has brought amnesty schemes for both black money held in foreign countries and domestically. The fight in November 2016 culminated to demonetising the high value Rs 500 and Rs 1,000 notes.

The government hoped that time that out of Rs 15.4 lakh crore of these notes being in circulation, about Rs 2-3 lakh crore may not be deposited in bank accounts as this was black money.

However, this never happened as almost entire quota of outlawed notes were deposited in bank accounts casting doubts over efficacy of the move.

The government is unperturbed from it and plans to take more measures to clamp down on black money. In the case of gold, it is expected to go a lot softer on holders of unaccounted wealth.

New Delhi, Jun 2: Congress leader Rahul Gandhi on Monday took a jibe at Prime Minister Narendra Modi over Moody's Investors Service downgrading India's sovereign rating to the lowest investment rate and said that the global rating agency has rated his handling of the country's economy "a step above junk".

"Moody's has rated Modi's handling of India's economy a step above JUNK. Lack of support to the poor and the MSME sector means the worst is yet to come," the Congress leader tweeted citing a media report on Moody's downgrading the nation.

On Monday, Moody's downgraded the country's rating to "Baa3" from "Baa2". This comes at a time when the government is facing criticism from the Opposition over its handling of the COVID-19 situation and measures to boost the economy.

The government has already announced a stimulus package of Rs 20 lakh crore to deal with the situation.

New Delhi, Feb 5: Taking on Delhi Chief Minister Arvind Kejriwal after Shaheen Bagh shooter Kapil Baisala was identified as an AAP worker by police, BJP chief J P Nadda on Tuesday said it exposed the party and Kejriwal who were playing with the country's security.

The Aam Aadmi Party hit back, questioning the police investigation.

In a series of tweets, Nadda said people of the country and Delhi today have seen the "dirty face" of AAP.

"For political longing, Kejriwal and his people even sold the security of the country. Earlier, Kejriwal used to insult the Army and advocate terrorists, but today relations with those who carry out their terrorist activities came to light," he said.

Nadda said he wanted to make it clear to Kejriwal that this country is bigger than any election, any government, and "this nation will not forgive those who play with its security. Kejriwal and his entire team have been exposed. The people of Delhi will give a befitting reply".

He claimed the entire country has seen "photos of Imam Hussain, the MLA and former minister of the Delhi government, with a radical terrorist organisation, PFI".

Days before Delhi goes to polls, police claimed that Baisala is a member of the Aam Aadmi Party. They said Baisala joined the party in early 2019 along with his father.

Police said it had photos of Baisala purportedly joining AAP along with his father Gaje Singh last year.

AAP's Rajya Sabha MP Sanjay Singh alleged that photos which were part of investigation were leaked to the BJP. He also said the party will approach the Election Commission to raise this issue, which has cropped up four days before the polling date.

"On whose instance, the police is giving statement? How did the photos which were part of the investigation reach the BJP? Before the news came out, Manoj Tiwari in the morning stated that the accused was from AAP. How did Manoj Tiwari get this news," Singh questioned in a press conference.

Union minister and BJP's in-charge for the Delhi polls, Prakash Javadekar, in a press conference alleged that "their (AAP's) designs are very clear from the beginning and they are trying every trick".

The whole conspiracy of AAP is to "divide society, cause fear in a community and create a vote bank," he charged.

Javadekar also claimed that photos of Baisala were recovered by police from his mobile phone although they were erased.

He also claimed that Baisala and his father were welcomed by Sanjay Singh at their joining of AAP.

"This proves AAP misleads youth and pushes them on the wrong path. AAP's strategy is to divide two communities, they want to instigate riots in Delhi," Javadekar alleged.

He further alleged that AAP leader Sanjay Singh had said violence would take place in Delhi. Their "conspiracy has been exposed by Delhi Police," he claimed.

"We condemn this politics of AAP," he said.

Javadekar also claimed this was "not an isolated incident" as AAP member Amanatullah Khan made a "very provocative speech" and the party supported Shaheen Bagh and did not give permission for the prosecution of members of the "tukde-tukde gang".

He hinted the BJP could approach the Election Commission against AAP over the issue.

New Delhi, Jun 18: Republican Party of India (RPI-A) leader Ramdas Athawale on Thursday urged Indians to boycott Chinese food and asked for a ban on all restaurants which serve the cuisine.

"Restaurants selling Chinese food should be banned. Restaurants should be closed by the order of the state government. I appeal to people who consume Chinese food to boycott it," Athawale told ANI here.

The Union Minister also said that both the products which come from China and its literature should also be banned in the country.

"The Chinese literature should also be banned, its products too should be banned and its companies too should not be given business here. We should develop such companies in the country which can manufacture the same products here," he added.

Athawale also warned China to reconsider its actions and stop its nefarious activities on the border by saying, "You took Buddha from us but we don't want yuddha (war) with you. A war will prove to be costly for both countries, economically and loss of lives will also occur. If we (Indians) are not crossing the border then why are you doing so?"

Athawale's statements came after at least 20 Indian Army personnel, including a Colonel rank officer, lost their lives in the violent face-off in the Galwan valley area of Ladakh on June 15.

The clash happened as a result of an attempt by the Chinese troops to "unilaterally change" the status quo during de-escalation in eastern Ladakh and the situation could have been avoided if the agreement at the higher level been scrupulously followed by the Chinese side, India said on June 16.
