Governor's rule imposed in J and K

New Delhi, Jan 9: Governor's rule was imposed in Jammu and Kashmir today after political parties failed to muster the requisite number in the 87-member Assembly for staking claim to form the government.

The decision came after Governor N N Vohra submitted a report to the President last night stating that Omar Abdullah had requested to be relieved of the post of being a caretaker Chief Minister.

The report contained some suggestions including the option of a spell of Governor's rule in the wake of no party getting the number required to form a government after the highly- fractured verdict in the Assembly elections, official sources said here.

Union Home Minister Rajnath Singh had last night forwarded the report to the Prime Minister's Office for necessary action.

Governor's rule was imposed in the state under Section 92 of Jammu and Kashmir Constitution which allows the Governor to proclaim it in case of failure of Constitutional machinery in the state.

President Pranab Mukherjee is understood to have given his concurrence for Governor's rule which has been imposed in the state for the sixth time since 1977.

Omar had said the state needed a full-time administrator to deal with the situation along the border with Pakistan and providing relief to flood-affected people in the Kashmir Valley.

He was asked to continue as caretaker Chief Minister on December 24 after his resignation in the wake of defeat of his party, National Conference (NC), in the Assembly poll results declared on December 23.

More than a fortnight after the results have been out, neither PDP which emerged as the single largest party with 28 seats nor BJP with 25 could get the magic figure of 44 to stake claim to form a government. NC has 15 MLAs while the Congress 12.

The new Government was required to be constituted before January 19 when the term of the current Assembly expires. Omar's decision may have also hastened the Governor's decision to send a report to the Home Ministry.

The state is witnessing such a stalemate for the second time in 12 years. A similar situation had arisen when Farooq Abdullah had asked the then Governor G C Saxena to relieve him of being a caretaker Chief Minister as PDP and Congress were taking a lot of time in cobbling up numbers to form the government.

Despite intervention by the then Prime Minister Atal Bihari Vajpayee, Abdullah refused to continue as the caretaker Chief Minister and Governor's rule had to be imposed for a fortnight from October 18, 2002.

Mumbai, Aug 5: A day after the Bihar government requested for a Central Bureau of Investigation (CBI) probe into the death of Sushant Singh Rajput, the Centre has accepted the state’s request. 

The CBI, which falls under the Union Home Ministry, will now take over the probe. Solicitor General Tushar Mehta on Wednesday stated in the apex court that the Centre has accepted the request floated by the Nitish Kumar government recommending a CBI inquiry.

A bench of Justice Hrishikesh Roy observed that truth behind the 34-year-old Rajput's death should come out. "Truth should come out so far as actor's death is concerned," the SC bench said as reported by news agency.

Meanwhile, the Supreme Court is also hearing a petition filed by model-actress Rhea Chakraborty who was in a relationship with the deceased actor. In her plea, she sought the transfer of an FIR lodged in Patna by Rajput's father, K K Singh, who had accused her of abetting his suicide.

The 34-year-old actor was found hanging from the ceiling of his apartment in suburban Bandra in Mumbai on June 14.

London, May 14: Vijay Mallya on Thursday lost his application seeking leave to appeal in the UK Supreme Court, in a setback for the embattled liquor tycoon who last month lost his High Court appeal against an extradition order to India on charges of fraud and money laundering related to unrecovered loans to his now-defunct Kingfisher Airlines.

The 64-year-old businessman had 14 days to file this application to seek permission to move the higher court on the High Court judgment from April 20, which dismissed his appeal against a Westminster Magistrates' Court's extradition order certified by the UK Home Secretary.

The latest ruling will now go back for re-certification and the process of extradition should be triggered within 28 days.

The UK Crown Prosecution Service (CPS) said Mallya's appeal to certify a point of law was rejected on all three counts, of hearing oral submissions, grant a certificate on the questions as drafted, and grant permission to appeal to the Supreme Court.

The Indian government's response to the appeal application had been submitted earlier this week.

The leave to appeal to the Supreme Court is on a point of law of general public importance, which according to experts is a very high threshold that is not often met.

New Delhi, May 1: Amid the lockdown due to the COVID-19 pandemic, the University Grants Commission (UGC) and the Human Resource Development Ministry are planning to conduct the PhD and MPhil exams through online mediums in various universities across the country. The universities have been informed by the UGC and the MHRD about this.

Union Human Resource Development Minister Ramesh Pokhriyal 'Nishank' said, "Phd, MPhil exams, practicals, viva etc can be conducted through Skype or any other meeting apps."

When this system is implemented in colleges, students will not have to wait long for various types of examinations. Especially internal examinations can be taken online. Students' viva tests can also be conducted via Skype or any other similar meeting apps.

Regular classes in the universities will resume after the lockdown is removed. The classes for the first year will start from September 1 while for the second and third years the classes will start from August 1. However, students of various colleges will have to appear for basic exams in July.

A special committee constituted by the UGC has emphasized on conducting examinations online. The committee in its recommendation said that various colleges and universities should conduct online examinations including internal exams of colleges for 25 per cent marks.

The National Testing Agency (NTA), on the advice of the Ministry of Human Resource Development, has extended the date of filling the entrance examination forms for various universities.

According to the orders of the NTA, the date of filling the form for the entrance examinations of Jawaharlal Nehru University, National Council for Hotel Management 'G' and for Phd and MBA from IGNOU has been extended till May 15.
