Govt announces OROP for ex-servicemen, pension to be revised every five years

New Delhi, Sep 5: The government has decided to implement the One Rank One Pension (OROP) scheme for veterans, Defence Minister Manohar Parrikar said here on Saturday. The pension would be refixed every five years and the scheme will be with effect from July 1, 2014.manoharparrikar

But the ex-servicemen said they were not "fully satisfied" with the government's decision. Maj Gen (retd) Satbir Singh, spearheading the campaign for OROP said they will take a decision later on whether to continue with the agitation for the implementation of the scheme.

Parrikar said that the arrears for the much-awaited scheme will be paid in four half- yearly instalments. Widows and war widows will get it first in one instalment.

"OROP will be fixed on the basis of calendar year 2013. Pension will be refixed for all pensioners on the same rank and with the same length of service as the average of minimum and maximum pension in 2013," he said.

Parrikar said that the previous government had set aside a sum of Rs.500 crores for OROP, but it was "not based on a thorough analysis".

He said experts have now estimated that the cost to the exchequer will be Rs.8,000 crores to Rs.10,000 crores. "This will increase further." The expenditure on arrears alone will be around Rs.10,000 crores to Rs.12,000 crores. Those drawing pensions above the average will be protected.

The minister said that personnel who opt for premature retirement will not be covered under the OROP scheme. "In future, the pension will be refixed every five years."

Over 25 lakh veterans would benefit from the implementation of the OROP scheme. The veterans have been protesting at Jantar Mantar for nearly three months to demand the implementation of the OROP scheme. They had said they would step up their protest if their demand was not met.

The announcement comes ahead of the upcoming Bihar assembly election. There had been intense speculation that Prime Minister Narendra Modi may announce the OROP scheme during his August 15 Independence Day address to the nation. But, he only said that the scheme had been accepted in principle.

Parrikar made the announcement in the presence of the army chief, General Dalbir Singh, the naval chief, Admiral R.K. Dhowan, the air force chief, Air Chief Marshal Aroop Raha and Defence Secretary G. Mohan Kumar.

Parrikar said that the OROP issue has been pending for four decades and this was a matter of deep anguish. He said that there were technical and financial difficulties in implementing it.

New Delhi, Apr 8: The death toll due to the novel coronavirus rose to 149 and the number of cases to 5,194 in the country on Wednesday, according to the Union Health Ministry.

While the number of active COVID-19 cases is 4,643, as many as 401 people were cured and discharged and one had migrated, it said.

The total number of cases include 70 foreign nationals.

According to the ministry's data updated at 9 a.m., 25 new deaths have been reported since Tuesday.

Sixteen deaths were reported from Maharashtra, two each from Delhi, West Bengal, Haryana and Tamil Nadu and one from Andhra Pradesh.

Maharashtra has reported the most coronavirus deaths at 64, followed by Gujarat  and Madhya Pradesh at 13 each and Delhi at 9.

Telengana, Punjab and Tamil Nadu have reported seven fatalities each.

West Bengal has registered five deaths, Karnataka and Andhra Pradesh have reported four each, Uttar Pradesh, Haryana and Rajasthan have recorded three deaths each.

Two deaths each have been reported from Jammu and Kashmir and Kerala.

Bihar, Himachal Pradesh and Odisha reported one fatality each, according to the health ministry data.

However, a PTI tally of figures reported by various states as on Tuesday 9.45 p.m. showed 5,192 testing positive across the country and at least 162 deaths.

There has been a lag in the Union Health Ministry figures, compared to the numbers announced by different states, which officials attribute to procedural delays in assigning the cases to individual states.

The highest number of confirmed cases in the country are from Maharashtra at 1018, followed by Tamil Nadu at 690 and Delhi with 576 cases.

Telengana has reported 364 COVID-19 cases followed by Kerala at 336.

Rajasthan has 328 cases, Uttar Pradesh has 326 and Andhra Pradesh reported 305 coronavirus cases.

Novel coronavirus cases have risen to 229 in Madhya Pradesh, 175 in Karnataka and 165 in Gujarat.

Haryana has 147 cases, Jammu and Kashmir has 116, West Bengal has 99 and Punjab has 91 positive patients so far. Odisha has reported 42 coronavirus cases.

Thirty- eight people were infected with the virus in Bihar while Uttarakhand has 31 patients and Assam 27.

Chandigarh  and Himachal Pradesh have 18 cases each while Ladakh has 14 positive patients so far.

Ten cases each have been reported from the Andaman and Nicobar Islands and Chhattisgarh. 

Goa has reported seven COVID-19 infections, followed by Puducherry at five cases. Jharkhand has reported four cases and Manipur two. 

Tripura, Mizoram and Arunachal Pradesh have reported one case each.

"State-wise distribution is subject to further verification and reconciliation," the ministry said on its website.

Chennai, Jun 10: DMK MLA J Anbazhagan who had tested positive for coronavirus and was on ventilator support from June 3 passed away at a hospital in Chennai on Wednesday.

Coincidently, today is the 62nd birthday of the MLA.

"Anbazhagan J, who has been fighting for his life with severe COVID 19 pneumonia rapidly deteriorated early this morning. In spite of full medical support including mechanical ventilation at our COVID facility, he succumbed to his illness. He was declared dead at 08:05 hours on the 10th of June 2020," the hospital said in a statement.

In 2001, Anbazhagan was elected from T Nagar Assembly constituency. He served for five years.

Later in 2011, he was elected to Tamil Nadu Assembly from Chepauk-Thiruvallikeni seat. The DMK leader was re-elected from the same constituency in 2016.

New Delhi, Mar 20: Prime Minister Narendra Modi on Monday appealed to state governments to ensure that rules and regulations of the coronavirus lockdown are enforced as he noted that many people are not taking the measure seriously.

"Many people are still not taking the lockdown seriously. Please save yourself, save your family, follow the instructions seriously. I request state governments to ensure rules and laws are followed," he said in a tweet in Hindi.

The Centre and state governments have decided to completely lock down 80 districts across the country where coronavirus cases have been reported.

Uttar Pradesh, Maharashtra, Punjab, Karnataka, Tamil Nadu and Kerala announced lockdown in many districts.

Delhi will be locked down from 6 am on March 23 till midnight on March 31.
