Govt to ban cash transactions over Rs 3 lakh?

New Delhi, Aug 22: The government is set to ban cash transactions over Rs 3 lakh as it seeks to clamp down on black money in the economy following recommendations from the Supreme Court-appointed Special Investigation Team.

The government, however, is yet to decide on the SIT's other proposal to bar cash holdings over Rs 15 lakh due to opposition from trade and industry, sources said. "There are concerns that this will result in harassment by tax officials," an officer said.

The Rs 3 lakh-limit is aimed to ensure that transactions are made using credit or debit cards, cheques or drafts which can be easily tracked. Despite the crackdown on unaccounted money, authorities continue to unearth several transactions involving purchase of jewellery or even cars in all-cash deals.

The finance ministry is also trying to promote use of plastic money and recently did away with transaction charges+ for government services. In the past, businesses have cited payments to workers, especially smaller players, to justify large cash holdings. But the argument is seen to have become weak in the wake of a spurt in number of bank accounts, especially after Jan Dhan was launched two years ago.

The government has already initiated several steps, including banning cash advance of more than Rs 20,000 for property transactions. The move came after income tax raids revealed unaccounted cash was often attributed to "recently concluded property transactions". A similar limit has been placed on repayment of bank loans. The SIT had suggested the twin moves citing examples of countries such as France and Italy, that allow transactions up to a certain limit.

The panel argued that cash transactions of over Rs 20,000 were rampant and often tax was not being deducted at source as prescribed under the law. "Question of levying penalty will arise only when such transaction comes to knowledge of I-T department because it is difficult to find out or locate the same," the SIT said in its report.

Bengaluru, Jan 31: Karnataka Chief Minister B S Yediyurappa on Friday got the green signal from the BJP central leadership for the much-awaited cabinet expansion in the state and he is mostly likely to induct 11 ministers. Yediyurappa said the date of swearing-in will be decided in a day or two, although he indicated that it would most likely be held on February 3.

Currently, there are 18 ministers, including the chief minister, in the cabinet that has a sanctioned strength of 34. Sixteen berths are vacant. "Many of our suggestions have been accepted by Home Minister Amit Shah and BJP national president J P Nadda. If there are differences, we will discuss in Bengaluru and finalise it," Yediyurappa told reporters after meeting Shah in the Parliament Complex here.

Except for one or two, most of the disqualified JDS-Congress MLAs who got re-elected in the bypolls on BJP tickets will be made ministers, he said, adding there won't be any additional deputy chief ministers. However, sources said, a total of 11 ministers would be inducted into the cabinet.

"We discussed yesterday and now also. Shah has agreed to almost everything," Yediyurappa said, adding he is returning back "happy" after getting the nod for the cabinet expansion. "I am going happy," he said.

Yediyurappa had been anxiously waiting for the party high command's approval to expand his ministry amid intense lobbying by the aspirants. Opposition parties have been critical of the BJP and Yediyurappa over the delay in the cabinet expansion, alleging he was weak and that his administration had collapsed.

Mangaluru, Aug 2: Former Minister and Mangaluru City MLA U T Khader has gone into self-quarantine after former MLC Ivan D’Souza tested positive for coronavirus. 

Mr D’Souza had met Mr Khader and many other Congress leaders a day before receiving his throat swab test results. 

Mr Khader announced on twitter: “Have gone into self-quarantine with immediate effect after receiving the news about #Covid_19 positive test of Former MLC Ivan D’Souza & his wife Dr Kavitha. Being COVID Incharge DK District taskforce committee, I am one among Ivan's primary contact.”

“I am going to discharge my duties from home for the next few days. You can reach out over phone at any point of time. I appeal to all my colleagues and friends who may have come in contact with us in the last few days to get tested for #Covid_19” he tweeted.

It identified the deceased as Pradeep G Bailoor (37).

He was working as the District JD(S) spokesperson for many years.
