Govt clears proposal to acquire 814 artillery guns for Rs 15,570 crore

New Delhi, Nov 22: In a fresh bid to break the Bofors jinx, defence minister Manohar Parrikar on Saturday cleared proposal to acquire 814 artillery guns for Rs 15,750 crore while deferring the decision on joint bid by Tata Sons and Airbus to replace IAF's Avro transport fleet and also procurement of 106 Swiss Pilatus basic trainer aircraft.manohar parrikar

The artillery guns would be procured as per the "Buy and Make" procedure introduced last year under which 100 such guns would be bought off the shelf while 714 would be made in India.

The Indian Army has not acquired artillery guns in the almost three decades after the Bofors scam surfaced in 1986.

Sources said at least six tenders have been issued so far but were cancelled due to a number of reasons including blacklisting and single vendor scenario.

The plans to acquire such guns were first mooted under Army's Field Artillery Rationalisation Plan (FARP) formulated in 1999.

The decisions were taken after Parrikar chaired his maiden meeting of the Defence Acquisition Council (DAC) here this morning.

Defence ministry sources said the DAC has cleared the long pending proposal to acquire 814 mounted guns of 155mm/52 calibre.

Sources said a fresh Request for Proposal (RFP) would be issued for the procurement which will be open to public as well as private companies.

The Indian private companies that are likely to make a bid for this project include L&T, TATA and Bharat Forge.

"The Indian company, when selected, will be the lead partner now. They can either show their ability to make the product completely here or tie-up with a foreign firm and build the guns here," a source said.

Talking about the multi-crore joint bid by Tata Sons and European firm Airbus to manufacture 56 transport aircraft to replace the Avro fleet of the Indian Air Force (IAF), sources said the DAC has sought additional information.

A similar decision was also taken on the proposal to acquire an additional 106 Swiss Pilatus basic trainer aircraft for the IAF at an estimated cost of about Rs 8,200 crore.

The DAC also approved the revised payment schedule of Rs 7,160 crore for the IAF's Integrated Air Command and Control System which aims to integrate all ground and air censors.

The IAF currently has five sector headquarters (nodes) of communication and the plan is to have five four more besides 10 sub-nodes and up-gradation of the entire system.

Parrikar, who comes with an IIT background and has himself being an entrepreneur, stressed that the procurement policy should be fast and transparent.

According to the ministry sources, Parrikar said that the DAC could be held for more than a month and with lesser agenda. As of now, the ministry is aiming to hold DAC at least once a month.

During the discussion today, the issue of "Make In India" initiative of Prime Minister Narendra Modi also came up.

Sources said there would be more discussion on the matter and the effort is to make the entire process more attractive to foreign investors.

The DAC, set up in 2001 as part of the post-Kargil reforms in defence sector, approves the long-term integrated perspective plan for the forces, accords acceptance of necessity (AON) to begin acquisition proposals, and has to grant its approval to all major deals through all their important phases.

It also has the power to approve any deviations in an acquisition, and recommends all big purchases for approval of the Cabinet committee on security.

New Delhi, Jun 24: A litre of diesel on Wednesday was more expensive than a litre of petrol after the price of the former was hiked by 48 paise on the 18th successive day of fuel price revisions. While petrol price remained unchanged for the first time since June 7, diesel prices maintained upward trajectory to touch new highs.

It is for the first time in Delhi that diesel has become more expensive than petrol. A litre of the fuel now costs ₹79.88 as against ₹79.76 for a litre of petrol, as per a report in news agency ANI.

While surging fuel prices may generate much-needed revenue for governments, it would also have a detrimental impact on household budgets. The spike in diesel prices also has a wider impact on the transport and agricultural sectors which are largely dependent on the fuel.

The widest gap between the prices of the two fuels was on June 18 of 2012 when a litre of petrol was at ₹71.16 in Delhi while diesel was at ₹40.91. On June 28, the gap between the two fuels was 31.17 per litre in Mumbai. Around that time, there was a spurt in sales of diesel passenger vehicles while demand for such vehicles has come down significantly in current times. This has also led many manufacturers to ditch diesel engines completely.

The current trend of fuel price hikes are unlikely to do demand for petrol vehicles much good either.

Daily price revisions of the two fuel had been temporarily halted for 83 days till it was resumed on June 7.

India's demand for fuel doubled in May and has been steadily rising in June with the easing of restrictions. Indian refineries have already scaled up crude processing with Indian Oil Corp, the country's top refiner, looking to operate its plants at about 90% capacity in June.

The rising fuel prices, however, have resulted in political uproar with Congress leading the charge against the central government and accusing it of penalising consumers by imposing high taxes. A demand for including fuel prices under Goods and Services Tax (GST) has also been renewed by many but it is highly unlikely that it would happen. With oil companies looking to cut back on their previous loses and governments - central as well as states - aiming to generate revenue after tumultous weeks of lockdown, fuel price hikes are likely to stay till at least the end of June.

Kolkata, Jan 28: West Bengal chief minister Mamata Banerjee Tuesday said she is ready for talks with Prime Minister Narendra Modi on the issue of Citizenship Amendment Act but the Centre has to first withdraw the contentious law.

Banerjee said protesting against the decisions of the centre doesn't make opposition parties anti-national and iterated that she will not implement CAA, NRC or NPR in the state.

"It is good that the prime minister is ready for talks but the Citizenship Amendment Act (CAA) must be revoked first. They (Centre) did not call an all-party meeting before taking a decision on Kashmir and CAA.

"We are ready for talks but first withdraw this Citizenship Amendment Act," Banerjee, a staunch critic of the BJP, said addressing a protest programme against CAA through paintings.

The West Bengal assembly had on Monday passed a resolution against the CAA to become the fourth state after Kerala, Punjab and Rajasthan, to do so. The state assembly had on September 6, 2019, passed a resolution against the NRC.

New Delhi, Feb 18: Election strategist-turned-politician Prashant Kishor on Tuesday questioned the Nitish Kumar government's development model, even as he sneered at the chief minister for making ideological compromises to stay in an alliance with the BJP.

Kishor, who has been vocal about his opposition to the Citizenship (Amendment) Act (CAA), said Kumar needs to spell out whether he is with the ideals of Mahatma Gandhi or those who support Nathu Ram Godse.

"Nitish ji has always said that he cannot leave the ideals of Gandhi, JP and Lohiya... At the same time, how can he be with the people who support the ideology of Godse? Both cannot go together. If you want to stay with the BJP, I don't have any problem with it but you cannot be on both sides," he said.

"There has been a lot of discussion between me and Nitish-ji on this. He has his thought process and I have mine. There have been differences between him and me that the ideologies of Godse and Gandhi cannot stand together. As the leader of the party you have to say which side you are on," he added.

In a direct assault on Kumar's model of governance, Kishor said Bihar was the poorest state in 2005 and continues to be so.

"There has been development in Bihar during the last 15 years, but the pace has not been as it should have," he added.
