Govt compulsorily retires tax officers over extortion, bribe, sexual harassment

New Delhi, Jun 11: The government has compulsorily retired almost a dozen senior tax officers on charges ranging from extortion, bribe and sexual harassment.

The axe has fallen on about 12 senior officers of the rank of chief commissioners, principal commissioners, commissioners of income tax department under rule FR (fundamental rule) 56 (j) of central civil services (pension) rules.

The officers include Ashok Agarwal, joint commissioner of Income Tax and former deputy director, ED; S.K. Srivastava, commissioner (Appeal, NOIDA; Homi Rajvansh, IRS 1985 batch; B.B. Rajendra Prasad; Ajoy Kumar Singh; B. Arulappa; Alok Kumar Mitra; Chander Saini Bharti; Andasu Ravinder; Vivek Batra; Swetabh Suman and Ram Kumar Bhargava.

This is major crackdown by Modi government 2.0 on bureaucrats and officials indulging in alleged corruption practices.

Among the key tax officials shown the door is Ashok Agarwal who has remained suspended from 1999 to 2014. He faced serious allegations of corruption and extortion from businessman accused of helping late 'godman' Chandraswami. Agarwal was found to have acquired ill-gotten wealth to the tune of Rs 12 crore and faced a CBI enquiry.

The 1989-batch Indian Revenue Service (IRS) officer has also been retired prematurely as he faced charges of alleged sexual harassment.

Some of the tax officers forced to exit the service acquired movable and immovable properties without obtaining required approvals.

One of the disgraced officer Homi Rajvansh had illegal acquired assets worth Rs 3.17 crore. Finance Ministry sources said Rajvansh was arrested by CBI after absconding from his headquarters to evade arrest.

Another officer B.B. Rajendra Prasad was arrested by the CBI on allegations of passing favourable order for illegal gratifications while S.K. Srivastava, Commissioner (Appeal), NOIDA is accused of sexual harassment to two women IRS officers of Commissioner rank.

In the case of Ajoy Kumar Singh, sources said that CBI, ACB, Mumbai, had registered a disproportionate assets case when Singh was Additional Commissioner of Income Tax, Mumbai. He was also arrested by the CBI in connection with the case and placed under suspension w.e.f. 25.10.2009.

Officers have also been compulsorily retired for incompetence as in the case of B Arulappa. He allegedly proved to be ineffective as a supervisory officer and failed to ensure assignment of important cases having large tax implication to senior and experienced officers. But, ministry sources said that Alok Kumar Mitra is allegedly involved in many cases of corruptions and extortion and passed many wrong and malafide assessment orders which were later on reversed by the appellate authorities.

On the other hand, Chander Saini Bharti was apprehended by CBI in connection with a trap case and the bribe money of Rs 30 lakh was recovered from 'angadiya' (courier) used by him. He was allegedly found using hawala channels for transferring the ill-gotten money.

Swetabh Suman was arrested by CBI in New Delhi on April 13, 2018 for allegedly demanding Rs 50 lakh for giving relief in a shell company matter to a businessman. The amount was recovered from a middle-man and searches were carried out by CBI on the premises linked to Shri Swetabh Suman in Guwahati, Jorhat, Shillong, Noida and Delhi.

New Delhi, May 4: The government has not talked about charging anything from migrant labourers as 85 per cent of the transportation cost is borne by the railways and 15 per cent by state governments, the Centre said on Monday amid a row over the national transporter allegedly charging the workers for ferrying them home during the COVID-19-induced lockdown.

The government also said the process of transporting the stranded migrant labourers was being coordinated by states “except for one or two states”.

Asked if the migrant labourers were being charged for being ferried home, Joint Secretary at the Health Ministry Lav Agarwal said that as far as migrant labourers are concerned, the guidelines have clearly stated that under the infectious disease management one should stay where he or she is.

“Based on the request given from states for particular cases, permission was given to run special trains. Be it government of India or the Railways, we have not talked about charging from workers. Eighty-five per cent of the transportation cost is borne by the Railways, while states have to bear 15 per cent of the cost,” he told reporters.

“Based on the request of the states the process that started, under which limited number of stranded migrant labourers have to be transported for a particular reason, is being coordinated by the state governments, except for one or two states,” Agarwal said.

At the daily briefing on the COVID-19 situation, Agarwal also said that in the last 24 hours, 1,074 COVID-19 patients have recovered, the highest number of recoveries in one day.

The recovery rate stands at 27.52 per cent with 11,706 COVID-19 patients cured till now, he said.

Agarwal said in the last 24 hours, 2,553 novel coronavirus cases were reported, taking the number of overall cases to 42,533. The total number of active cases stands at 29,453, he said.

The joint secretary also said that the COVID-19 curve is relatively flat as of now and it was not right to talk in terms of when the peak would come.

“If we collectively work then the peak might not ever come, while if we fail in any way we might experience a spike in cases,” he said.

Amitabh Kant, Chairman of the Empowered Group dealing with civil society, NGOs, industries and international partners, said in 112 aspirational districts, “we worked with the collectors and in these 112 districts only 610 cases have been reported which is two per cent of the national level infection”.

In these 112 districts, 22 per cent of India's population resides, he said.

In a few districts like Baramulla, Nuh Rachi, Kupwara and Jaisalmer more than 30 cases have been reported, while in the rest of the places very few cases are there, Kant said.

New Delhi, Mar 2: Senior Congress leader P Chidambaram on Sunday hit out at Union Home Minister Amit Shah for his comments that no one from the minority community will be affected by amended Citizenship Act and asked why then was the community excluded from the law in the first place.

Addressing a rally in Kolkata, Shah assured people of the minority community that not a single person will lose citizenship due to the Citizenship (Amendment) Act (CAA).

"The Home Minister says that no minority will be affected by CAA. If this is correct, they should tell the country who would be affected by CAA. If no one would be affected by CAA, as it currently is, why did the government pass the law?

"If the CAA aims to benefit all minorities (no one will be affected, says HM), then why are Muslims excluded from the list of minorities mentioned in the Act?," the former finance minister asked in a post on Twitter.

At his first public rally in Kolkata after the 2019 general elections, Shah said, "The opposition is terrorising the minorities. I assure every person from the minority community that the CAA only provides citizenship, does not take it away. It won't affect your citizenship."

"The opposition parties are spreading canards that refugees will have to show papers but this is absolutely false. You don't have to show any paper. We will not stop until all refugees are granted citizenship," Shah told the public.

Jan 29: Multiple organisations have called for a Bharat Bandh today in order to protest against the recently passed Citizenship Amendment Act and the proposed National Register of Citizens (NRC). The Bharat  Bandh today has been organised in Surat in Gujarat, Jharkhand and Andhra Pradesh. Increased security measures have been put in place in the three states keeping in view the call for shutdown.

According to media reports, the call for Bharat Bandh was given by Maulana Sajjad Nomani of the All India Muslim Personal Law Board (AIMPLB). This was to protest against the controversial CAA-NRC. This call is supported by an NGO based in Surat, Versatile Minorities Forum (VMF). Apart from the VMF, the call for strikes has been supported by organizations such as Bahujan Kranti Morcha, National Association of Street Vendors of India Surat chapter and the Textile Market Workers' Union.

The workers of the VMF were also spotted distributing pamphlets and urging people to support the strike. Several shopkeepers have also put up notices stating that their shops will be shut for the day.

Earlier, Bharat Bandh was called by 10 trade unions and several bank employees in order to protest against the "anti-people policies of the government" on January 8 and 9. A few violent incidents during this Bharat Bandh were reported in West Bengal.
