Govt creating 'fake controversy' on Ishrat affidavits: Chidambar

New Delhi, Jun 16: Congress leader and former Home Minister P Chidambaram today accused the Modi government of creating a "fake controversy" over two affidavits filed in the Ishrat Jahan case and preparing a "doctored" report on the missing files.

chidhuIn a statement after a report suggested that the panel probing to find the missing files related to Ishrat Jahan case "tutored" a witness, Chidambaram said the news report "comprehensively exposed the fake controversy" created by the NDA government on the two affidavits filed by the central government in the case.

"The moral of the story is that even a doctored report (of the Inquiry Officer) cannot hide the truth. The real issue is whether Ishrat Jahan and three others were killed in a genuine encounter or a fake encounter.Only the trial of the case, pending since July 2013, will bring out the truth," he said.

Home Ministry Additional Secretary B K Prasad led one-man inquiry committee yesterday submitted its report where it said that four of the five missing documents continue to be untraceable.

The panel said that as per the then Joint Secretary, the papers were part of the file which went to his seniors but not found when the file returned to him.Chidambaram was the Home Minister then.

The Congress leader said the news report completely vindicated the position that he had taken on the two affidavits.

The first affidavit (August 6, 2009) disclosed the "intelligence inputs" that had been shared by the central government with the state government.

Chidambaram said Judge S P Tamang in his report (September 7, 2009) found that Ishrat Jahan and three others had been killed in a "fake encounter".

"The report caused an uproar in Gujarat and elsewhere.The first affidavit was misinterpreted and misused to defend the encounter. It was, therefore, necessary to clarify the first affidavit.

"Hence, a 'further affidavit' was filed on September 29, 2009) clarifying that intelligence inputs 'do not constitute conclusive proof and it is for the state government and the state police to act on such inputs'," he said.

Chidambaram said the contents of the 'further affidavit' (especially paras 2 and 5) are absolutely clear and correct. It is unfortunate that most people who commented on the matter had not cared to read the 'further affidavit'.

"The five 'missing' documents completely vindicate the position I had taken. The sequence of events conclusively establish that we had acted in a totally transparent manner," he said.

The former Home Minister said the draft of the 'further affidavit' was vetted by the Attorney General, the highest law officer of the country, before it was filed. The file passed through the hands of the Home Secretary at least 3 or 4 times. Ultimately, the 'further affidavit' was filed in Court on the orders of the Home Secretary.

"Of course, I take full responsibility for filing the 'further affidavit' which was absolutely the correct thing to do," he said.

A report in a newspaper today alleged that inquiry panel chief Prasad not only told a witness the questions he would ask but also suggested to him what answers he should give -- that he had not seen any of the missing documents.

New Delhi, May 15: Microsoft founder Bill Gates on Friday thanked Prime Minister Narendra Modi for the interaction and stressed that combating the coronavirus pandemic requires global collaboration.

"Thank you for the conversation and partnership PM Narendra Modi. Combating the pandemic requires global collaboration. India's role is key as the world works to minimize social and economic impact, and pave the way to vaccine, testing, and treatment access for all," Bill Gates said.

Prime Minister Narendra Modi on Thursday interacted with philanthropist and Microsoft co-founder Bill Gates and discussed the global response to Covid-19 and the importance of global coordination on scientific innovation to combat the pandemic.

The Prime Minister underlined the conscious approach that India has adopted in its fight against the health crisis - an approach based on ensuring public engagement through appropriate messaging, a PMO release said.

He explained how this people-centric bottom-up approach has helped win acceptability for physical distancing, respect for frontline workers, wearing of masks, maintaining proper hygiene, and respecting lockdown provisions.

They agreed that given India's willingness and capacity to contribute to global efforts, particularly for benefit of fellow developing countries, it was important for India to be included in the ongoing global discussions for coordinating responses to the pandemic.

The Prime Minister also suggested that the Gates Foundation could take the lead in analyzing the necessary changes in lifestyles, economic organisation, social behaviour, modes of disseminating education and healthcare, that would emerge in the post-Covid world, and the associated technological challenges that would need to be addressed.

He said that India would be happy to contribute to such an analytical exercise based on its own experiences.

New Delhi, Feb 17: Two alleged criminals were killed in an exchange of fire with the Special Cell of Delhi Police at Pul Pehlad Pur area in New Delhi on Monday morning, officials said.

The encounter took place around 5 am, they said.

Raja Qureshi and Ramesh Bahadur, who were injured during the encounter, were rushed to a nearby hospital, where they were declared brought dead by doctors, Deputy Commissioner of Police (Special Cell) P S Kushwah said.

According to police, the two men were involved in multiple cases of murder and robbery.

New Delhi, Apr 28: Outstanding loans amounting to Rs 68,607 crore of top 50 wilful bank loan defaulters in the country including firms of Mehul Choksi and Vijay Mallya have been technically written off till September 30, 2019, the Reserve Bank of India said in a RTI reply.

Absconding dimantaire Choksi's company Gitanjali Gems tops the list of these defaulters with a whopping amount of Rs 5,492 crore, according to the list.

This is followed by REI Agro with Rs 4,314 crore and Winsome Diamonds with Rs 4,076 crore.

Rotomac Global Private Limited has funded advances of Rs 2,850 crore which have been technically written off and Kudos Chemie Ltd with Rs 2,326 crore, Ruchi Soya Industries Limited, now owned by Ramdev's Patanjali, with Rs 2,212 crore and Zoom Developers Pvt Ltd with Rs 2,012 crore being the other companies.

Mallya's Kingfisher Airlines figures in the list at number 9, with outstanding of Rs 1943 crore which have been technically written off by the banks.

Forever Precious Jewellery and Diamonds Private Limited has loans of Rs 1,962 crore written off while Deccan Chronicle Holdings Limited have Rs 1915 crore written off loans.

Choksi's other firms Gili India and Nakshatra Brands also have loans of Rs 1,447 and Rs 1109 crore respectively written off.

REI Agro of Jhunjhunwala brothers is already under the scanner of ED. The CBI and ED are also probing alleged fraud by the owners of Winsome Diamonds.

Vikram Kothari's Rotomac is the fourth in the list. He and his son Rahul Kothari were arrested by the CBI for bank loan default.

In the last Parliament session, Rahul Gandhi had asked the government to provide a list of top 50 bank loans defaulters in the country, leading to sharp exchanges and uproar in the Lok Sabha.

"The information on top 50 wilful defaulters and their sum of funded amount outstanding and amount technically/prudentially written off as on September 30, 2019 reported in CRILC by banks, is provided," the RBI said in its written response dated April 24.

In his application, RTI activist Saket Gokhale had sought the list of defaulters as on February 16, but the RBI said the requested information is not available.

The RBI said that according to section 8 (1)(a) of RTI Act 2005 read with para 77 of Supreme Court judgement of December 16, 2015 in Jayantilal N Mistry case, information on overseas borrowers is exempted from public disclosure.

"Data is as reported by banks and RBI will not be held responsibly or accountable for any misreporting and/or incorrect reporting by the reporting entities," the RBI said in the written reply to the RTI query.
