Govt gives Rs 36Kcr to farm sector; agri-credit at Rs 9lk cr

New Delhi, Feb 29: Aiming to double farmers income by 2022, Finance Minister Arun Jaitley today announced an allocation of nearly Rs 36,000 crore for the farm sector while raising the agri-credit target to Rs 9 lakh crore for the next fiscal.

farmHe also allocated Rs 15,000 crore for interest subvention on the farm credit, Rs 5,500 crore for the new crop insurance scheme and Rs 500 crore to boost pulses output.

Jaitley also said that a unified agricultural market will be launched on April 14 and soil health cards will be provided to all 14 crore farmers by March 2017.

"We are grateful to our farmers for being the backbone of the country's food security. We need to think beyond food security and give back to our farmers a sense of income security," Jaitley said while unveiling Budget 2016-17 in Lok Sabha today.

The government would reorient its intervention in the farm and non-farm sector to double the income of farmers by 2022, he added.

"Our total allocation on agriculture and farmers welfare is Rs 35,984 crore," Jaitley said. Asserting that a special focus has been given to ensure adequate and timely flow of credit to farmers, the minister said:"Against the target of Rs 8.5 lakh crore in 2015-16, the target of agricultural credit in 2016-17 will be all-time high of Rs 9 lakh crore."

To reduce the burden of loan repayment on farmers, he said a provision of Rs 15,000 crore has been made in the budgetary estimate of 2016-17 towards interest subvention.

Jaitley said the government has provided a path breaking crop insurance scheme 'Prime Minister Fasal Bima Yojana', for which Rs 5,500 crore has been allocated for effective implementation in 2016-17.

Stating that irrigation is critical for increasing the agricultural production and productivity, he said,"the Pradhan Mantri Krishi Sichai Yojana has been strengthened and implemented in mission mode."

He said 28.5 lakh hectare will be brought under irrigation under this scheme. A dedicated long-term irrigation fund will be created in NABARD with an initial corpus of Rs 20,000 crore to build irrigation facilities, Jaitley said.

"Implementation of 89 irrigation projects under Accelerated Irrigation Benefits Programme (AIBP), which have been languishing, will be fas-tracked," he said, adding that this would help to irrigate 80.6 lakh hectare.

These 89 projects required Rs 17,000 crore next year and Rs 86,500 crore next five years. The government will complete at least 23 of these projects before March 31, 2017.

Kota, Jan 4: Following the death of an infant in the morning, the death toll in JK Lon Hospital here has risen to 107, officials said on Saturday.

A three-member state government committee of doctors, who was sent to investigate the matter on December 23 and 24, found that Kota's JK Lone Hospital is short of beds and it requires improvement.

However, the committee gave a clean chit to the doctors for any lapses over the recent death of infants admitted there.

A Central government team reached the hospital on Saturday to take stock of the situation.

As per the government report, at least 91 infants lost their lives at the government hospital in December last year.

Meanwhile, the National Human Rights Commission (NHRC) has issued a notice to Chief Secretary of Rajasthan to submit a detailed report within 4 weeks about the steps being taken to address the issue.

The Commission also asked the Chief Secretary to ensure that such deaths of the children do not recur in future due to lack of infrastructure and health facilities at the hospitals.

Ahmedabad, Aug 6: In a major incident, a fire broke out in a Covid-designated hospital in Ahmedabad killing eight coronavirus patients. The mishap occurred in the wee hours of Thursday.

All the victims were in the ICU ward, where the fire is said to have started. Officials said that they all died on the spot while 41 other patients were shifted to other hospitals following a rescue operation. One paramedic staff of the hospital who tried to douse the fire sustained burn injuries.  

Deputy Chief Minister Nitin Patel, who is also the health minister, said that primary information has revealed that fire was caused by the short circuit in the ICU ward where eight patients were under treatment. 

He said that 41 other patients were shifted to Sardar Vallabhbhai Patel hospital. The incident happened at Shrey Hospital in Navrangpura which is one of the Covid-19 designated hospitals. Over 300 patients have recovered at the hospital in the last two months.

Among the victims were five men and three women. They have been identified as Arif Mansuri, Narendra Shah, Manu Rami, Leelvati Shah, Navneet Shah, Jyoti Sindhi, Manu Rami and Ayesha Tirmizi  

Following the incident, Prime Minister Narendra Modi tweeted, "Saddened by the tragic hospital fire in Ahmedabad. Condolences to the bereaved families. May the injured recover soon. Spoke to CM @vijayrupanibjp Ji and Mayor
@ibijalpatel Ji regarding the situation. Administration is providing all possible assistance to the affected."

Soon after the tweet, Chief Minister Vijay Rupani ordered a probe into the matter to be conducted by Additional Chief Secretary (ACS), Home, Sangeeta Singh and ACS (Urban Development) Mukesh Puri. 

They have been asked to submit a report in three days. Meanwhile, the hospital building has been sealed for further investigation. 

The chief minister has ordered a report within three days.

Dehradun, Jan 6: Universities are centres of learning and will not be allowed to become "addas" of politics, HRD Minister Ramesh Pokhriyal 'Nishank' has said.

The minister was replying to questions from reporters in Haldwani on Sunday about protests against the amended Citizenship Act across university campuses.

"Universities are centres of learning where the country's future is in the making. We cannot let them become addas of politics," Nishank said.

He accused the opposition parties of trying to turn the universities into hotbeds of politics.

The new legislation passed by Parliament aims to grant citizenship to persecuted religious minorities from Pakistan, Bangladesh and Afghanistan who had taken refuge in India and there is nothing wrong in it, the Union Minister said

"When Pakistan was created, the population of religious minorities there stood at 22 per cent. Today it is a minuscule 3.7 per cent. Persecuted on the basis of their religion, they sought sanctuary in India. The CAA is meant only to grant them citizenship," he said.

Terming the law humanitarian, the minister said it was going to make no difference to the status of Muslims in India and wondered why the Congress was making such a hue and cry about it.

Nishank's press conference in Haldwani was part of the BJP's campaign to create awareness in favour of the amended Citizenship Act.
