Govt to implement controversial SC/ST promotion protection bill

Bengaluru, Jan 31: The HD Kumaraswamy cabinet on Wednesday decided to implement the reservations in promotions Act, despite the Supreme Court directing the government to maintain “status quo” on the issue.

This effectively means the government will go against the SC directive not to carry out any changes to the present seniority scale of the government employees. Krishna Byregowda, rural development and panchayat raj minister, said the issue was debated in detail at the cabinet meeting on Wednesday, and eventually, the “will” of the cabinet prevailed.

“Legal opinion by Mukul Rohatgi, the senior lawyer who is appearing on behalf of the government, clearly states the government has no choice but to implement the decision of the legislature which passed the Act [Karnataka Extension of Consequential Seniority to Government Servants Promoted on the Basis of Reservation Act of 2017], protecting promotion of government employees based on reservation,” Byregowda said.

However, Byregowda said it will take some time before the government restores demotions and promotions which have been kept pending as the seniority list has to be redrawn.

“While the Act will come into effect immediately, the chief secretary has been asked to redraw the seniority list to reflect promotion of employees based on reservation,” the minister said. “It is necessary to redraw the list since some officials have retired.”

Asked if the government will face a financial burden if it implements the Act as the government has insisted it will be “fair” to both parties, Byregowda said the costs would be negligible. “The government is already adhering to a revised pay scale for all those who have been demoted or promoted,” he said. He said the pension scale of employees demoted will now be in retrospective effect — from the date of retirement from the post.

Sources say there was heated debate on the issue as PWD minister HD Revanna and some others in the cabinet had opposed implementation of the Act. Byregowda said objections were part of a “healthy” debate. “Ultimately, the will of the cabinet was to implement the Act,” he said.

CM Kumaraswamy is said to have directed chief secretary TM Vijay Bhaskar to ensure affected parties are also accommodated. Byregowda hinted at the possibility of other category personnel being given either a similar scale/posting and/or maintain an increased pay scale.

Asked why the Act was being implemented in a hurried manner since the SC order is scheduled to be heard next week, the minister said 22 additional petitions have been filed in the SC and therefore the final verdict could be delayed. “The Act will be implemented subject to the apex court’s final verdict,” he said.

Riyadh, Apr 22: In an extraordinary initiative, the government of the Kingdom of Saudi Arabia has decided to facilitate the travel of expatriates who have an exit and reentry visa or final exit visa to return to their countries.

This is in line with the order of Custodian of the Two Holy Mosques King Salman, according to the Saudi Press Agency.

According to the initiative, called “Auda” (return), expatriates can apply seeking permission for travel to their countries through the Absher portal of the ministry.

Announcing this, Saudi's Ministry of Interior said that the initiative will be implemented in cooperation with a number of relevant government agencies.

Requests for travel from expatriates will be received and approved in coordination with the relevant authorities to complete their travel procedures on board international flights.

As per the initiative, a text message will be sent to the beneficiary stating the travel date, ticket number and reservation details, and by which the beneficiary can obtain his travel ticket and complete the travel procedures.

Clarifying the procedures for the travel, the ministry said that the applicant shall select the icon (Auda) after visiting the Absher portal and fill the following fields: iqama (residency permit) number, date of birth, mobile number, departure city and airport of arrival.

It is not mandatory for the expatriate to have his own Absher account for availing of the service, the ministry said, adding that this facility is to enable expatriates to benefit from this initiative.

The departure will be through the following airports: King Khalid International Airport in Riyadh, King Abdulaziz International Airport in Jeddah, Prince Muhammad International Airport in Madinah, and King Fahd International Airport in Dammam.

Those expatriates who are outside these cities can benefit from the service through entering airport of departure after completion of their travel procedures in sufficient period of time.

Bengaluru, Jan 18: The searches by income-tax officials at the residence of south Indian actress Rashmika Mandanna at Virajpet in Kodagu district were concluded on Friday.

The searches, conducted since Thursday by sleuths from Bengaluru, were concluded on Friday morning, the family said.

Speaking to reporters outside the house, the actress's mother Suman said: "We all cooperated with the officials since Thursday. The officials asked some questions which we answered properly."

Rashmika, who was not at the residence when the I-T officials arrived, joined them on Thursday night, she added.

According to sources, IT officials from Bengaluru who arrived in three cars on Thursday verified documents pertaining to properties, bank accounts and investments.

Rashmika has acted in several Kannada and Telugu movies. Her recent film 'Sarileru Neekevvaru' opposite popular Telugu actor Mahesh Babu is in the theatres now.

Mangaluru, Jun 28: In an attempt to curb fast spreading Coronavirus and to bring discipline among the public to follow the guidelines and also as it was found difficult to control the visitors, the City Corporation Mayor Diwakar has ordered closure of the office for one week with immediate effect from Monday.

Public will be banned from entering the MCC building for a period of one week from Monday, he said.

In a circular the Mayor has requested the public to co-operate and help the administration to contain the spread of the coronavirus.

However, a help desk will be set up outside the MCC building where people can submit their applications and requests.
