Govt mulls 2-kg LPG bottles; starts e-booking for connections

August 30, 2015

New Delhi, Aug 30: After providing LPG in easy-to- carry 5-kg cylinders, the government is planning to launch 2-kg bottles at local kirana stores even as it introduced online booking of new connections for subsidised cooking fuel.LPG

LPG is traditionally available in 14.2-kg cylinders, which are not very convenient to carry and its cost at Rs 418 is considered high for poor and rural population.

A 5-kg cylinder priced at Rs 155 was introduced in October 2013.

"We are now planning to introduce a 2-kg cylinder that can be easily carried... this will be particularly beneficial for the rural people and poor who cannot afford to pay the price of a 14.2-kg or even 5-kg cylinder," Oil Minister Dharmendra Pradhan said here.

To begin with, the penetration of 5-kg cylinder will be increased. New subsidised connections of 5-kg cylinders in rural as well as far flung areas will be issued in first place.

Pradhan was speaking at the launch of online booking of LPG connections.

"Consumers can now book a new connection online. It will be verified within 48 hours and a person from the nearest LPG agency will deliver a new connection at the door-step in next 3-4 days," he said.

He said the online booking will end hassles customers face in running to gas agencies for getting a new LPG connection. Already, a refill can be ordered online.

The 2-kg cylinder will cater to the LPG requirements for all sections of society including economically weaker families, students and migrant labourers who do not have proof of address due to acquiring residence on temporary basis. Such people can buy 5 Kg LPG cylinder at market price.

He also said about 25 lakh people have voluntarily given up subsidy on LPG, helping widen the reach the scarce fuel.

"On an average 50,000 people from all works of life are giving subsidy... the target set by Prime Minister Narendra Modi is one crore," he said.

Also, the scheme to pay subsidy directly in bank accounts of customers, called the Direct Benefit Transfer on LPG, has been recognised by the Guinness Book of World Records as the largest cash transfer programme in the world, he said adding it has eliminated "middle-men and black marketers" and ensured the fuel is delivered to right people.

Since the launch of DBTL, now named PAHAL, domestic LPG all over the country is sold at market price. Households get cash subsidy in their bank accounts to make good the difference between old subsidised rate and market price.

Out of 15.65 crore active domestic LPG consumers, 13.8 crore have joined the DBTL and are getting subsidy in their bank accounts.

The scheme was launched in 54 districts on November 15, 2014, and extended to all over the country from January 1, 2015 with a view to cut diversion and subsidised fuel being consumed by unintended segments like restaurants and other commercial establishments.

LPG subsidy payout from Union Budget in 2014-15 was Rs 40,591 crore as against Rs 52,231 crore in 2013-14, a saving of Rs 11,640 crore.

Pradhan said Modi had requested the well-off people who can afford to pay market price, to voluntarily give up their subsidy to help extend its reach to the most needy.

"About 25 lakh people have given up LPG subsidy voluntarily and against these 22 lakh new connections to the needy have already been issued," Pradhan said.

Assuming that each of these consume an average of eight cylinders per annum and at the average subsidy rate of Rs 200 per bottle, the saving amounts to about Rs 320 crore.

Presently, a household is entitled to receive subsidy to buy up to 12 cylinders of 14.2-kg each or 34 cylinders of 5-kg each every year. Cash advance is transfered into the beneficiary account on first enrolment and another instalment is given the moment it is used to buy a LPG refill.

New Delhi, Jun 20: A rare celestial event, annular solar eclipse, which is popularly known as the "ring of fire" eclipse, will be visible this Sunday in India.

It will be the first solar eclipse of this year takes place on the summer solstice, which is the longest day in the Northern Hemisphere.

While people living along the path annular eclipse passing through Anupgarh, Suratgarh, Sirsa, Jakhal, Kurukshetra, Yamunanagar, Dehradun, Tapowan and Joshimath will be able to see the annular phase, people in rest of India can witness a partial eclipse, said the Ministry of Science and Technology.

When Moon comes between the Sun and Earth, the shadow falls on the surface of the Earth. The Sun is entirely covered by the Moon for a brief period. Those places that are engulfed by the dark, dense umbral shadow of the Moon experience the total solar eclipse. In the regions that plunge into the soft diffused penumbral shadow of the Moon experience the partial eclipse.

"Annular solar eclipse is a particular case of the total solar eclipse. Like the total solar eclipse, the Moon is aligned with the Sun. However, on that day, the apparent size of the Moon happens to be a wee smaller than the Sun. Hence the Moon covers the central part of the Sun, and the rim of the Sun appear like a 'ring of fire' in the sky for a very brief moment" explains Samir Dhurde of The Inter-University Centre for Astronomy and Astrophysics, Pune.

During the solar eclipse, the apparent size of the Moon is smaller than that of the Sun by 1 per cent, the expert said.

Allying rumours that the eclipse will mark the end of coronavirus, Aniket Sule, Chairperson, Public Outreach and Education Committee of the Astronomical Society of India, said: "Solar eclipse is caused when the Moon comes in front of the Sun for a short time. As seen from Earth eclipses occur somewhere in the Earth 2 to 5 times a year. Eclipses do not impact microorganisms on Earth. Likewise there no danger in eating of stepping out during an eclipse. No mysterious rays come out of the Sun during an eclipse."

New Delhi, Feb 12: Delhi Chief Minister-designate Arvind Kejriwal was on Wednesday elected as the leader of AAP legislative party, a day after he led the party to an emphatic victory in the Delhi Assembly elections.

Kejriwal was elected as the AAP legislative party leader during a meeting called by him with the newly-elected party MLAs. The meeting was held at the AAP chief's residence.

Atishi, AAP's winning candidate from Kalkaji constituency said after the meeting, "It is definitely a validation of the work that has been done by AAP in the last five years, be it education, health care, water or electricity."

Kejriwal is slated to take oath as the Delhi Chief Minister for the third time at Ramlila Maidan on February 16.

AAP galloped to a landslide victory by winning 62 of the 70 seats in the Delhi Assembly elections in the face of a high-voltage campaign by the BJP, which fielded a battery of Union Ministers and Chief Ministers in its electioneering, spearheaded by Home Minister Amit Shah.

The BJP marginally improved its tally, managing just eight seats from its 2015's tally of three seats. The Congress, which drew a blank in the previous elections, failed to open its account yet again.

New Delhi, Feb 24: India and the US are committed to defend their people from radical islamic terrorism, resolved to significantly expand defence ties and are working on a "fantastic" trade deal, said US President Donald Trump on Monday while asserting that his country "loves" and is "loyal" to India.

Addressing a huge crowd at 'Namaste Trump' event at the Motera stadium here, the US president, accompanied by his wife Melania and Prime Minister Narendra Modi, talked about India's great tradition of embracing individual freedom, rule of law, dignity of every human being and where people worship side-by-side in harmony.

On his maiden visit, Trump, who was welcomed by Modi on his arrival here, said his country will remain a "loyal" friend of India and called the Prime Minister an "exceptional leader" who works day and night for the country.

"India and the US are committed to fight terrorists and their ideology; that is why my government is working with Pakistan to crack down on terror groups," Trump said in the presence of his family -- daughter Ivanka, son-in-law Jared Kushner-- and top brass of his administration.

"The US will always be faithful and loyal friend of India. Thank you for the spectacular welcome," he added.

He also announced that the two countries will firm up defence deals worth USD 3 billion on Tuesday and that the US will become India's premier defence partner.

"India and US have natural and enduring friendship," Trump said to a cheering crowd.

"We are quickly revitalising our alliances all around world," he said.

Trump said both countries are working on a "fantastic trade" deal, and observed that Modi is a "tough negotiator".

The US president also heaped praises on Modi, saying the Prime Minister is a "living proof" of what an Indian can achieve with hard work as Trump referred to his humble background as a tea-seller, who had a landslide win in the 2019 Lok Sabha polls.

On his part, Modi welcomed Trump to "world's largest democracy" and said a "new history" was being created.

Modi also praised Trump's leadership in containing terrorism.

Trump said as the world's largest economy, India gives hope to all humanity and has become an economic giant.

"There is a difference between a nation that rises by coercion and one that rises by setting its people free -- that is India. India and the US have natural and enduring friendship," he said.

He also touched on India's cultural diversity and riches as he highlighted the success of its blockbuster movies like DDLJ (Dilwale Dulhania Le Jayenge) and Sholay, and its sporting icons like Sachin Tedulkar and Virat Kohli.

He highlighted the boom in the US economy under his presidency and added that India will soon be home to the biggest middle class as it will eliminate extreme poverty in in next 10 years.

On his part, Modi said ties between India and the US are no longer just another partnership but have touched far greater heights.

Welcoming Trump, he said a "new history" is being created.

Visit of President Trump to India with his family shows strong ties between India and the US, said Modi.
