Govt resorts to unusual step to restrict foreign aid to Zakir Naik's NGO

New Delhi, Sep 13: In what is seen as an unusual step, the government has issued a gazette notification putting Islamic preacher Zakir Naik's NGO Islamic Research Foundation (IRF) in the prior permission list for receiving funds from abroad.

The decision to issue a gazzette notification was taken after the Ministry of Home Affairs claimed that the IRF had violated provisions of Foreign Contribution Regulations Act (FCRA). The government however did not specify what the violations are. It's worth mentioning here that the investigation agencies had recently made clear that IRF had not violated any rules.

The action comes two weeks after the Ministry of Home Affairs (MHA) renewed IRF's licence to collect foreign funds in a goof-up amid the ongoing investigations.

Government sources say a gazette notification to place an NGO under section 12 (4) of FCRA act has not been done before. The section governs acceptance of foreign donations to a non-profit organisation.

Usually an NGO flouting FCRA violations is put under prior permission list - which means it needs approval from MHA before receiving foreign contributions - by a joint secretary rank officer in the ministry.

But in IRF's case, issuing a gazette notification means that the nodal ministry - in this case home minister Rajnath Singh has approved the decision and it has been further vetted by the law ministry. It is then gazetted after assent from President and placed in a "watchlist".

Officials say IRF cannot challenge a gazette notification, which is issued under section 11 (3) (I) of the Foreign Contribution Regulation Act (FCRA) 2010.

The notification said, "Whereas, IRF, registered as Trust with Charity Commission, Mumbai, vide its Registration number - B1409/Mumbai, is also a registered organisation u/s 11 (1) of FCRA, holding registration number - 083780696R."

It adds, "Whereas, IRF was authorized to accept foreign contributions for undertaking educational and social programmes in India, which are not detrimental to the national interest", and "whereas, on the basis of records available and reports received from agencies, central government is satisfied that IRF has violated certain provisions of FCRA 2010. Now, therefore, central government, in exercise of powers conferred u/s 11 (3) (I) of said act, hereby directs that IRF shall hereinafter obtain prior permission of central government before accepting any foreign contribution, until further orders".

Growing popularity of zakir in India or all over the world has become the nightmare for losers. So they have no option left than using their weapon as terrorism to attack on innocents.

BJP tried all their dummy scholars to defeat zakir naik in debate. When they faced failure continuously, now they have started their big weapon impotency and lies. Its in their blood.

Jumla government is scared because growing popularity of ZAKIR will take their vote bank. his every speech converts many non-muslims to muslims.

They come to know that its difficult to defeat zakir on the base of debate, so they are using terrorism as weapon against him. Godse used muslims dressing code to attack on bapuji, RSS used arnab as their weapon.

People like arnab will sell their mother and wife for few pennies. For million rupees its not the big deal for him to attack on zakir.

This clearly shows govt. is doing injustice to Zakir Naik so far Govt. Central and State did not find anything against him since last 2 months they are doing investigation still they are putting him under prior approval list. This clearly shows govt. is misusing power against ZN. All media also not fair coverage all are covering false report particularly Times Now,

I am following him past 20 years and he is not indulging terror and he is the man of peace and for that I appreciate and I support him. He respect other religion and he tells the people what is correct in their holy books this is for Muslims, Hindus and Christians too.

Bengaluru, Mar 7: Karnataka Chief Minister BS Yediyurappa on Friday said that the Upper Krishna Project (UKP) will be completed within the next three years.

Speaking in the Assembly, the Chief Minister said: "After discussing with the officials of the finance department, we have decided to allocate Rs 10,000 crore funds for the third phase of UKP. This project will be completed within a span of three years."

Yediyurappa also said that the government will hold talks for additional funds from the Central government.

The leader of Opposition, Siddaramaiah, interrupted and said that the CM has announced this just to gain the confidence of MLAs from north Karnataka.

"The government could have announced it in the budget itself or else the Chief Minister could have announced it at the time of discussion on the budget. Where are the funds with the government to complete the project? CM has announced this just to gain the confidence of MLAs who hail from north Karnataka," said Siddaramaiah.

Deputy Chief Minister Govinda Karajol while speaking to the media welcomed the Chief Minister's statement and said that the earlier government didn't allocate a single penny in the last seven years he added.

Bengaluru, Feb 9: Senior JD(S) leader and former prime minister H D Deve Gowda has called upon all the regional parties and secular parties to join hands with the Congress and work in tandem to take on the BJP.

Noting that mere speeches would not help, he said the regional and secular parties should enhance their strength politically in the country.

"We all need to join together with Congress and work in tandem with the available strength only then will we be able to stop them (the BJP)," the JD(S) supremo said at a public meeting organised by the party in Hassan district on Saturday.

Gowda cautioned the regional and secular parties against sitting idle watching the developments in the country.

"If the small and regional parties do not exercise the powers given by Dr B R Ambedkar to the country, they (BJP) are going to the extent of finishing them up," he said. Interestingly, the JD(S) patriarch, had in the run-up to the December bypolls to Karnataka assembly said he would not align with the Congress and dubbed it as "not trustworthy."

While it makes perfect sense for IT employees to work from remote locations via video conferencing and collaboration tools seamlessly - especially in the case of tech giants like Google or Microsoft -- workers from the non-IT companies and small and medium enterprises (SMBs) are the worst-hit in India as most of them have little or no clue about how these messaging and collaboration tools work amid the coronavirus pandemic.

Small companies -- from corporate to education verticals -- are scrambling to get their act together as new coronavirus threat has reached their premises, prompting them to send employees home who have age-old laptops, poor network and connectivity with no UPS backups and little knowledge about how to handle group chat and collaboration software like Zoom, Google Hangouts Meet, Microsoft Teams and Flock etc.

Instead of halting operations, however, businesses can choose to shift towards remote working methods with teaching non-IT staff on how to use the latest digital software to connect and work, say industry experts.

The training will take some time and may hamper productivity in the short run but is a win-win situation for the non-tech companies in the long run, in case any such global emergency arises in the future.

According to a latest report by Gartner, 54 per cent of HR leaders have cited that poor technology and/or infrastructure for remote working is the biggest barrier to effective remote working.

Sandy Shen, Senior Director Analyst, Gartner, says that with COVID-19 disrupting the business landscape, CIOs should relook at the digital fulfillment of market demand.

"The value of digital channels, products and operations is immediately obvious to companies everywhere right now. This is a wake-up call for organisations that have placed too much focus on daily operational needs at the expense of investing in digital business and long-term resilience," warned Shen.

Businesses that can shift technology capacity and investments to digital platforms will mitigate the impact of the outbreak and keep their companies running smoothly now, and over the long term.

"Videoconferencing, messaging, collaboration tools and document sharing are just a few examples of technologies that facilitate remote work. Additional bandwidth and network capacity may also be needed, given the increasing number of users and volume of communications," informed Shen.

The IT industry's apex body Nasscom has asked the government to relax norms for a month to allow work-from-home for technology and back-office employees as a measure to deal with the spread of Covid-19 in India.

Networking giant Cisco said that it has seen "significant growth" in the usage of its web conferencing and video-conferencing service Webex in India.

According to Muneer Ahmad, Business Head, ViewSonic India, due to COVID-19 pandemic, the corporate and educational sector is severely getting affected in the country.

"ViewSonic IFP has a cloud-based software which help teachers and corporates to connect through video conferencing to multiple people at the same time and can split the screen into six screens. It can also connect with various tools like Skype, Cisco WebEx, Zoom, Google Hangouts and GoToMeeting," Ahmad told IANS.

Co-working sector has also taken a hit and the industry is looking at several measures to tackle it -- from ensuring supply of juices rich in Vitamin C to supply of disinfectants and giving work from home facilities.

"The scheduled visits of the clients at our co-working offices have been postponed. Few of our clients have cancelled their outstation meetings and have now started audio/video conferencing for virtual meetings," said Nakul Mathur, MD, Avanta India.

According to reports, India has approximately 1,000 co-working locations (as of September 2019) and is the second-largest market for the co-working industry after China.
