Govt to set up NIMHANS-like institutes; every 20th Indian depressed: Nadda

New Delhi, Apr 8: Every 20th Indian is in the grip of depression, said Union Minister of Health JP Nadda on Friday and assured more NIMHANS (National Institute of Mental Health and Neuro Sciences)-like institutes would be set up in the country.

depressedSpeaking at an event here to mark the World Health Day, Nadda also assured greater government focus on civil society organisations engaged in mental healthcare.

The health minister said that proper implementation of the Mental Health Policy would be ensured.

"Focus should be on pluralism, cross references and sharing of various practices covering geriatric, palliative and rehabilitative care. As part of its renewed strategy for mental healthcare services, the government is strengthening Public Health Centres (PHCs) and Community Health Centres (CHCs)," said Nadda.

"Extensive training is being provided to ASHAs (Accredited Social Health Activists) and ANMs (Auxiliary Nurse Midwives) at PHCs and CHCs, so that they can become the transformers, translators and change-makers within the community," he added.

The World Health Day, which falls on April 7 had Depression as its theme this year.

Highlighting the most progressive features of the Mental Health Bill, Nadda said: "Decriminalisation of suicide is another significant facet of the Mental Health Bill, which will ensure proper management of severe stress as a precursor for suicide attempts."

Globally, 322 million people were estimated to be suffering from depression in 2015, equivalent to 4.3 per cent of the world's population. Depression is ranked by the World Health Organisation (WHO) as the single-largest contributor to global morbidity and the estimated number of people living with depression increased by 18.4 per cent between 2005 and 2015.

The situation in India is more grave with over 20 million Indians suffering from depression.

Henk Bekedam, the WHO Representative to India, said that depression being the single-largest cause of morbidity globally, it is a public health priority and health concern for us.

"While the government legislates, creates an enabling environment and makes professional services available, the onus is on each one of us to reach out, be it a friend, a colleague, a neighbour or family and make a difference, even save a life. It is equally important for patients to seek help when depressed," said Bekedam.

According to WHO, globally nearly 800,000 people die every year, accounting for close to 1.5 per cent of all deaths, bringing it to the top 20 leading causes of death.

It is estimated that in 2012, India had over 258,000 suicides, with the age group of 15-29 years being the most affected.

In this context, Bekedam highlighted some recent developments that bode well for India in the area of mental health, including the mental health policy.

"The National Health Policy 2017 prioritises mental health services as a component of addressing non-communicable disease and decriminalises attempt to suicide and has a rights-based approach," said Bekedam.

At the function, Nadda also launched the Report Book on the Centre for Well Being at NIMHANS.

Scientists have designed a “catch and kill” air filter which they say can trap the novel coronavirus and neutralise it instantly, an invention that may reduce the spread of COVID-19 in closed spaces such as schools, hospitals and health care facilities, as well as public transit environments like airplanes.

According to the study, published in the journal Materials Today Physics, the device killed 99.8 per cent of the novel coronavirus, SARS-CoV-2, in a single pass through its filter. It said the device, made from commercially available nickel foam heated to 200 degrees Celsius, also killed 99.9 per cent of the spores of the deadly bacterium Bacillus anthracis which causes the anthrax disease.

“This filter could be useful in airports and in airplanes, in office buildings, schools, and cruise ships to stop the spread of COVID-19,” said Zhifeng Ren, a co-author of the study from the University of Houston (UH) in the US.

“Its ability to help control the spread of the virus could be very useful for society,” Ren added.

The researchers said they are also developing a desk-top model for the device which is capable of purifying the air in an office worker’s immediate surroundings. According to the scientists, since the virus can remain in the air for about three hours, a filter that could remove it quickly was a viable plan, and with businesses reopening across the world, they believe controlling the spread in air conditioned spaces was urgent.

The study noted that the novel coronavirus cannot survive temperatures above 70 degrees Celsius, so by making the filter temperature far hotter — about 200 degree Celsius, the researchers said they were able to kill the virus almost instantly.

Ren said the nickel foam met several key requirements. “It is porous, allowing the flow of air, and electrically conductive, which allowed it to be heated. It is also flexible,” the researchers noted in a statement.But they added that nickel foam also had low resistivity, making it difficult to raise the temperature high enough to quickly kill the virus.

The researchers said they solved this problem by folding the foam, connecting multiple compartments with electrical wires to increase the resistance high enough to raise the temperature as high as 250 degrees Celsius. By making the filter electrically heated, rather than heating it from an external source, they said the the amount of heat that escaped from the filter is minimised, allowing air conditioning to function with very low strain.

When the scientists built and tested a prototype for the relationship between voltage/current and temperature, they said it satisfies the requirements for conventional heating, ventilation, and air conditioning (HVAC) systems, and could kill the coronavirus.

“This novel biodefense indoor air protection technology offers the first-in-line prevention against environmentally mediated transmission of airborne SARS-CoV-2, and will be on the forefront of technologies available to combat the current pandemic and any future airborne biothreats in indoor environments,” said Faisal Cheema, another co-author of the study from UH.

The researchers have called for a phased roll-out of the device, “beginning with high-priority venues, where essential workers are at elevated risk of exposure.” They believe the novel device will both improve safety for frontline workers in essential industries and allow nonessential workers to return to public work spaces.

Researchers have found that patients with peripheral artery disease or stroke were less likely to receive recommended treatments to prevent heart attack than those with coronary artery disease. All three are types of atherosclerotic cardiovascular disease.

Depending on the location of the blockage, atherosclerosis increases the risk for three serious conditions: coronary artery disease, stroke and peripheral artery disease.

"Our study highlights the need for public health campaigns to direct equal attention to all three major forms of atherosclerotic cardiovascular disease," said senior study author Erin Michos from the Johns Hopkins University in the US.

"We need to generate awareness among both clinicians and patients that all of these diseases should be treated with aggressive secondary preventive medications, including aspirin and statins, regardless of whether people have heart disease or not," Michos added.

Since atherosclerosis can affect arteries in more than one part of the body, medical guidelines are to treat coronary artery disease, stroke and peripheral artery disease similarly with lifestyle changes and medication, including statins to lower cholesterol levels and aspirin to prevent blood clots.

Lifestyle changes include eating a healthy diet, being physically active, quitting smoking, controlling high cholesterol, controlling high blood pressure, treating high blood sugar and losing weight.

What was unclear was if people with stroke and peripheral artery disease received the same treatments prescribed for those with coronary artery disease.

This study compared more than 14,000 US adults enrolled in the 2006-2015 Medical Expenditure Panel Survey, a national survey of patient-reported health outcomes and conditions, and health care use and expenses.

Slightly more than half of the patients were men, the average age was 65, and all had either coronary artery disease, stroke or peripheral artery disease.

These individuals were the representative of nearly 16 million US adults living with one of the three forms of atherosclerotic cardiovascular disease.

Compared to participants with coronary artery disease, participants with peripheral artery disease were twice more likely to report no statin use and three times more likely to report no aspirin use.

Additionally, people with peripheral artery disease had the highest, annual, total out-of-pocket expenditures among the three atherosclerotic conditions.

The findings showed that participants with stroke were more than twice as likely to report no statin or aspirin use.

Moreover, those with stroke were more likely to report poor patient-provider communication, poor health care satisfaction and more emergency room visits.

"Our study highlights a missed opportunity for implementing life-saving preventive medications among these high-risk individuals," Michos said.

The study was presented in the virtual conference at the American Heart Association's Quality of Care & Outcomes Research Scientific Sessions 2020.
