Guv returns KPSC appointments file, seeks more details

Bengaluru, Jan 5: The filling up of vacant posts in the Karnataka Public Service Commission (KPSC) may have to wait. Governor Vajubhai R Vala is yet to give his nod on the list of names suggested by the state government.vaju

Acting on complaints by various organizations, including the state BJP, that persons recommended by the government are politically affiliated and embroiled in other controversies, the governor on Saturday sought more details from chief secretary Kaushik Mukherjee. The chief secretary's office confirmed it had replied to Raj Bhavan and also intimated chief minister Siddaramaiah about the developments.

Siddaramaiah had recommended V R Sudarshan, a former MLC, for the post of KPSC chairman. The names of IPS officer Syed Ulfat Hussain, activist Prof Govindaiah, Channapatna politician Ragunandan Ramanna, CM's personal physician M Ravikumar, academician Nagabhai Bulla and forest department officer Michael Simon were proposed as KPSC members.

To take legal advice: As on January 2, the state BJP unit petitioned Vala not to consider the names.

The governor is expected to take legal advice before clearing or rejecting the file.

This controversy comes in the wake of allegations of corruption a nd favouritism hitting the K PSC over selection of candidates to various government services.

The Bharatiya Janata Party has been opposing the names, arguing that Sudarshan and Raghunandan Ramanna were active politicians, while Govindaiah, Ravikumar and Hussain face various charges.

Vala, in his letter, mentioned the apex court’s observation that appointing persons to constitutional positions only on the basis of political or party affiliations and without administrative experience does not go well for the state’s apex recruiting agency. He quoted the ARC report that stipulated eligibility criteria for appointing official and non-official members.

“A member selected from among government officers should have held office under a State government or the Union government for at least 10 years and should have occupied the position of a head of department or secretary to government in a State or a comparable position in an institution of higher education. Member selected from non-official category should have practised at least for 10 years in any of the recognised professions like teaching, law, medicine, engineering, science, accountancy or administration,” the letter stated.

It also refers to the advice by the governor in 2007 to submit a report of vigilance clearance for the names. “In future, it will be proper if vigilance clearance is vetted by the Lokayukta, too,” said the letter.

New Delhi, Feb 18: Election strategist-turned-politician Prashant Kishor on Tuesday questioned the Nitish Kumar government's development model, even as he sneered at the chief minister for making ideological compromises to stay in an alliance with the BJP.

Kishor, who has been vocal about his opposition to the Citizenship (Amendment) Act (CAA), said Kumar needs to spell out whether he is with the ideals of Mahatma Gandhi or those who support Nathu Ram Godse.

"Nitish ji has always said that he cannot leave the ideals of Gandhi, JP and Lohiya... At the same time, how can he be with the people who support the ideology of Godse? Both cannot go together. If you want to stay with the BJP, I don't have any problem with it but you cannot be on both sides," he said.

"There has been a lot of discussion between me and Nitish-ji on this. He has his thought process and I have mine. There have been differences between him and me that the ideologies of Godse and Gandhi cannot stand together. As the leader of the party you have to say which side you are on," he added.

In a direct assault on Kumar's model of governance, Kishor said Bihar was the poorest state in 2005 and continues to be so.

"There has been development in Bihar during the last 15 years, but the pace has not been as it should have," he added.

Patna, Jun 25: At least 83 people died due to thunderstorms in Bihar in the last 24 hours, according to Chief Minister's Office.

Bihar Chief Minister Nitish Kumar announced Rs 4 lakhs each for the families of deceased.

Thirteen people died in Gopalganj, 8 each in Madhubani and Nawada, 6 each in Baghalpur and Siwan, 5 each in Darbhanga, Banka, East Champaran and 3 each in Khagaria and Aurangabad.

Due to thunderstorms, two people each lost their lives in West Champaran, Kishanganj, Jamui, Jahanabad, Purnia, Supaul, Buxar, Kaimur while one death each was reported in Samastipur, Shivhar, Saran, Sitamarhi and Madhepura.

Kanpur, Jan 18: Kanpur has witnessed an Unnao-like incident as the out on bail accused in rape case attack the family members of the victim. The mother of the victim, who later died in the hospital, was brutally attacked by the accused. The accused reportedly attacked the victim's mother and her aunt on January 8.

The actual rape case goes back to 2018 when a group of men abducted a minor girl from her own society. The accused had reportedly raped her and also beaten up her mother.

A video of mother being beaten up reportedly went viral soon after.

The mother of the victim had reportedly filed a complaint against one of the accused for abducting and molesting her daughter two years ago at a tannery falling under jurisdiction of Chakeri police station. The main accused along with five others was booked under section 354 of the IPC (sexual assault of children) and sent to jail. Around two weeks ago, the accused got bail and on January 9 they attacked the deceased and her sister.
