H-1B Visa: US Govt Allows Fast Processing For Some Applications

Washington, Jul 25: The US government said on Monday it would resume fast processing of H-1B visas requested by institutions of higher education and nonprofit and governmental research organisations, while leaving in place a longer approval time for companies that use the visas.Visa

US President Donald Trump campaigned on a promise to crack down on immigrants, whom he said were taking jobs from US citizens, and signed an executive order in April calling for a review of the H-1B program. The visa allows foreigners with certain skills to work temporarily in the United States.

US companies often use the visas to hire graduate-level workers in several specialised fields, including information technology, medicine, engineering and mathematics. The visas are heavily used in the tech sector.

On April 3, the US Citizenship and Immigration Services (USCIS) suspended "premium processing" of the visas for up to six months. Under the expedited procedure, applicants can be eligible for visa approvals within 15 days, instead of a regular review period that can last several months.

The United States currently caps H-1B visas at 65,000 a year, with an additional 20,000 allowed for those who have earned advanced college degrees in the United States.

The overall suspension remains in place but USCIS said on Monday in a statement that premium processing would resume for some applications from educational and research-oriented organisations exempt from the cap.

The agency resumed premium processing for physicians working under a specific waiver program on June 26.

The USCIS has said that suspending premium processing was necessary to reduce a backlog of long-pending visa petitions and thus reduce overall H-1B processing times.

Jun 1: The new coronavirus is losing its potency and has become much less lethal, a senior Italian doctor said on Sunday.

"In reality, the virus clinically no longer exists in Italy," said Alberto Zangrillo, the head of the San Raffaele Hospital in Milan in the northern region of Lombardy, which has borne the brunt of Italy's coronavirus contagion.

"The swabs that were performed over the last 10 days showed a viral load in quantitative terms that was absolutely infinitesimal compared to the ones carried out a month or two months ago," he told RAI television.

Italy has the third-highest death toll in the world from COVID-19, with 33,415 people dying since the outbreak came to light on Feb. 21. It has the sixth-highest global tally of cases at 233,019.

However new infections and fatalities have fallen steadily in May and the country is unwinding some of the most rigid lockdown restrictions introduced anywhere on the continent.

Zangrillo said some experts were too alarmist about the prospect of a second wave of infections and politicians needed to take into account the new reality.

"We've got to get back to being a normal country," he said. "Someone has to take responsibility for terrorizing the country."

The government urged caution, saying it was far too soon to claim victory.

"Pending scientific evidence to support the thesis that the virus has disappeared ... I would invite those who say they are sure of it not to confuse Italians," Sandra Zampa, an undersecretary at the health ministry, said in a statement.

"We should instead invite Italians to maintain the maximum caution, maintain physical distancing, avoid large groups, to frequently wash their hands and to wear masks."

A second doctor from northern Italy told the national ANSA news agency that he was also seeing the coronavirus weaken. "The strength the virus had two months ago is not the same strength it has today," said Matteo Bassetti, head of the infectious diseases clinic at the San Martino hospital in the city of Genoa.

"It is clear that today the COVID-19 disease is different."

Bueno Aires, Apr 25: Dozens of prisoners at a jail in Argentina's capital Buenos Aires rioted on Friday demanding urgent health measures after confirmation of a coronavirus case inside the facility.

Police surrounded the prison, which holds around 2,200 inmates, as explosions were heard, news agency reporters at the scene said.

A group of prisoners managed to climb onto a roof, burn mattresses and throw objects at security guards trying to quell the uprising.

Authorities have yet to comment on the riot or whether there are any injuries.

Inmates could be heard shouting demands for a judge to hear their case and for better protection against the pandemic, just a few days after a warden at the Villa Devoto prison was confirmed to have contracted the novel coronavirus.

"COVID-19 in Devoto, genocidal judges," read a banner hung from the prison roof. "We refuse to die in prison," read another.

The inmates are demanding, among other things, that releases that were pending before the pandemic be processed.

Several other riots broke out in prisons last week, including in Florencio Varela in Buenos Aires province where one inmate died and 20 were injured.

Argentina has been in lockdown since March 20 and has recorded more than 3,400 coronavirus cases and 167 deaths.

San Francisco, Mar 14: Microsoft on friday announced that co-founder Bill Gates has left its board of directors to devote more time to philanthropy.

The 64-year-old stopped being involved in day-to-day operations at the firm more than a decade ago, turning his attention to the foundation he launched with his wife, Melinda.

Gates served as chairman of Microsoft's board of directors until early in 2014 and has now stepped away entirely, according to the Redmond-based technology giant.

“It's been a tremendous honor and privilege to have worked with and learned from Bill over the years,” Microsoft chief executive and company veteran Satya Nadella said in a release.

Nadella said Microsoft would continue to benefit from Gates' “technical passion and advice” in his continuing role as a technical advisor.
“I am grateful for Bill's friendship and look forward to continuing to work alongside him,” he added.

Gates left his CEO position in 2000, handing the company reins to Steve Ballmer to devote more time to his charitable foundation.

He gave up the role of chairman at the same time Nadella became Microsoft's third CEO in 2014.

Regularly listed among the world's richest people, William H. Gates was a geeky-looking young man when he and Paul Allen co-founded Microsoft in 1975.

Gates went on to turn his attention from software to fighting disease and other humanitarian challenges with his wife, under the auspices of the Bill and Melinda Gates Foundation.
