Hafiz Saeed, 4 others put under house arrest

Lahore, Jan 31: With the Trump administration mounting pressure, Pakistani authorities tonight put Mumbai attack mastermind and Jammat-ud-Dawa chief Hafiz Saeed and four others under detention under an Anti-Terrorism Act. Saeed was at Masjid-e-Qudsia Chauburji in Lahore when police descended there to implement the order of detention issued by Punjab Province's Interior Ministry yesterday in pursuance to a directive from the Federal Interior Ministry on January 27, JuD activists and Pakistani media said.

HafizSaeedHe "is at Masjid-e-Qudsia Chauburji and a heavy contingent of police has surrounded the JuD headquarters," JuD official Ahmed Nadeem, who was present at the premises of the outfit, told PTI by phone. "The commanding police officer told us that he has with him the house arrest order of the JuD chief issued by the Punjab Home Department," Nadeem said.

"We are going to shift Hafiz Saeed from Masjid Al-Qudsia Chauburji to his Jauhar Town residence to place him under house arrest on the order of the government," a senior police officer told PTI. Saeed's residence has been declared sub-jail, he said. National flags were hoisted at the JuD offices in Lahore, instead of party flags, on the directives of provincial home department, local media reports said.

The provincial authorities have also started to remove the banners of JuD from the roads of Lahore, the reports said. Nadeem said the Pakistani government had been under pressure from the United States to take action against Saeed or face sanctions. "This government has buckled under the pressure," he said.

Three days back, Punjab's Ministry of Interior had included names of Saeed and four others -- Abdullah Ubaid, Zafar Iqbal, Abdur Rehman Abid and Qazi Kashif Niaz -- in the Watch List as per UNSC 1267 Sanctions and ordered their preventive detention.

Ubaid, Iqbal, Abid and Niaz were also also taken into preventive custody, Pakistani media reported.

Punjab government's action comes amidst pressure on Pakistan from the Trump administration that it must take action against JuD and Saeed to avoid sanctions. JuD is the front for the banned Lashkar-e-Taiba (LeT) terror outfit which is responsible for numerous terror attacks in India, including the Mumbai terror strike of November 26,2008, which was masterminded by Saeed.

In a notification issued on January 27, Pakistan's Interior Ministry had said "...on the basis of report sent by Ministry of Foreign Affairs ..., the Federal government, having reasons to believe, that Jamaat-ud-Dawa (JuD) organisation is engaged in certain activities which could be prejudicial to peace and security and in violation of Pakistan's obligations to the United Nations Security Council Resolution No 1267."

It directed the Punjab government to put the organisation on the Watch List. In a similar order, the Federal government directed putting Falah-e-Insaniat Foundation (FIF) on the Watch List for a period of 6 months, which is extendable.

Citing these directives from the Federal governent, Punjab's Ministry of Interior had issued an order yesterday, in which it "placed Falah-e-Insaniat Foundation (FIF) and Jamaat-Ud-Dawa (JUD) on the Watch List and have listed these organizations in the Second Schedule of the ATA 1997 (as amended)". Under this section of ATA, the government has the power to arrest and detain suspected persons.

"Hafiz Muhammad Saeed, Abdullah Ubaid, Zafar Iqbal, Abdur Rehman Abid and Qazi Kashif Niaz are reportedly active members of the aforementioned organizations within the meaning of Section 11EEE(1) of the ATA 1997 (as amended). As such, they must be placed under preventive detention," the order said.

The notification asked the Home Secretary to "kindly direct the concerned agencies to move and take necessary action" as the matter "is most urgent". Earlier during the day, Interior Minister Chaudhry Nisar Ali Khan said the PML-N government was taking steps to "fulfil our obligations" with regard to JuD.

“The organisation [JuD] has been ‘under observation' since 2010-11. Since it has also been listed by the UN Security Council [Sanctions Committee], we are bound to take some steps. We are taking those steps to fulfill our obligations,” he told reporters after inaugurating a passport office in Islamabad. JuD has already been declared as a foreign terrorist organisation by the United States in June 2014. Saeed also carries a reward of USD 10 million announced by the US for his role in terror activities.

A few hours before his detention, Saeed said he does not care if his organisation faces any "curbs" for raising voice for "oppressed Kashmiris". "I don't care if the government places some curbs on us on the pressure of the United States and India. India is putting pressure on Pakistan through the US to take action against us," Saeed said while talking to a group of senior journalists here at a local hotel this afternoon.

He warned the Nawaz Sharif government that the JuD would move court if any curbs were placed on it. Saeed said the JuD would hold a march from Lahore to Islamabad and Karachi to Islamabad to put pressure on the government to raise the issue of Kashmir at international fora.

As Peru begins to ease its strict coronavirus lockdown, the country's biggest LGBTQ nightclub opened its doors on Tuesday, but there will be no nighttime revellers; its dance floor will instead be filled with shelves stocked with groceries.

Instead of slinging cocktails at the bar or dancing on stage, ValeTodo Downtown's famed staff of drag queens will sell customers daily household products as the space reopens as a market while nightclubs are ordered to remain closed.

The Peruvian government will lift the lockdown in most regions of the country at the beginning of July but will keep borders closed, as well as nightclubs and bars.

The lockdown has been a struggle for the club's 120 employees like drag queen Belaluh McQueen. Her life completely changed when the government announced the quarantine. Her nights were spent at home, rather than performing as a dancer at the club in vivid-coloured costumes.

"I was very depressed because I have been doing this art for years, but you have to adapt to new challenges for the future," said McQueen, who is identified by her stage name.

Now McQueen is back to work as a grocery store employee, wearing a sequined suit, high heels and a mask. A DJ will play club music as patrons shop. "We have a new job opportunity," McQueen added.

Renamed as Downtown Market, the club, which has been a mainstay hallmark of the local LGBTQ community, ushered in its reopening with an inauguration ceremony.

"Before, I used to come here to dance and have a good time, but now we come to buy," said Alexandra Herrera, a regular attendee of the club. "The thing is to reinvent yourself."

The club's general manager, Claudia Achuy, said that the pandemic impacted the heart of Lima nightlife, but she chose to reopen as a market rather than risk cutting staff. "If we had just stayed as a nightclub we did not have a close horizon or a way of working," Achuy said.

Peru's confirmed coronavirus cases rose to 282,364 with 9,504 associated deaths on Monday, according to government data. It has the second-highest outbreak in Latin America after Brazil, according to a Reuters tally.

Washington, Mar 28: A US-based lab has unveiled a portable test that can tell if someone has COVID-19 in as little as five minutes, it said in a statement Friday.

Abbot Laboratories said the US Food and Drug Administration (FDA) had given it emergency authorization to begin making the test available to healthcare providers as early as next week.

The test, which is the size of a small toaster and uses molecular technology, also shows negative results within 13 minutes, the company said in a press statement.

"The COVID-19 pandemic will be fought on multiple fronts, and a portable molecular test that offers results in minutes adds to the broad range of diagnostic solutions needed to combat this virus," said Abbot president and chief operating officer Robert Ford.

The test's small size means it can be deployed outside the "traditional four walls of a hospital in outbreak hotspots," Ford said, and Abbott is working with the FDA to send it to virus epicenters.

The test has not been cleared or approved by the FDA, and has only been authorized for emergency use by approved labs and healthcare providers, the company said.

Washington, Apr 24: President Donald Trump has favoured a phased reopening of the US economy, devastated by the coronavirus pandemic, which has claimed nearly 50,000 lives and infected over eight lakh people in the country.

More than 95 per cent of the country's 330 million people are under stay-at-home order as a result of the social mitigation measures, including social distancing, being enforced till May 1.

Trump on Thursday indicated that the stay-at-home order might be extended beyond May 1, but vehemently advocated the need to gradually open up the economy.

In the past few weeks, more than 26 million Americans have filed for unemployment benefits and the figure is soon likely to cross 40 million.

Both the World Bank and the International Monetary Fund (IMF) have projected a negative growth in the US in 2020.

To keep America gaining momentum, every citizen needs to maintain the vigilance, and we all understand that very well we've gone over it many, many times this includes practising good hygiene, maintaining social distance, and the voluntary use of face covering, Trump said.

Safe and phased reopening of our economy -- it's very exciting, but it does not mean that we are letting down our guard at all in any way; on the contrary, continued diligence is an essential part of our strategy to get our country back to work to take our country back, he told reporters at his daily White House news conference on coronavirus.

The data and facts on the ground suggest that the US is making great progress, he said.

In 23 states, new cases have declined. In the peak week, 40 per cent of the American counties have seen a rapid decline in new cases. As many as 46 states report a drop in patients showing coronavirus-like symptoms, he said.

Trump said the US is very close to finding a vaccine for COVID-19.

We are very close to testing... when testing starts it takes a period of time but we will get it done, he said.

According to Vice President Mike Pence, data continues to show promising signs of progress in the New York Metro area, New Jersey, Connecticut, Detroit and New Orleans. All appear to be passed their peak and we are seeing consistent declines in hospitalisation and cases in regions across the country, he said.
