‘Hand over his body to Bangladesh’: Family of Chandra Paul declared foreigner in Assam

Guwahati, Oct 17: The family of a mentally unstable man who died on Sunday while in detention after being declared a foreigner in Assam's Tezpur, has refused to accept his body unless the administration declares him a citizen.

65-year-old Dulal Chandra Paul, who was from Alisinga village of Sonitpur district, died at Guwahati Medical College on Sunday after an illness.

The state government has ordered a probe into the matter after over 10,000 locals blocked roads and staged dharnas.

"Since the state has declared him a foreigner, they should hand over his body to Bangladesh. We will accept the body only if the government issued a statement that Paul was not a foreigner but an Indian," the man's eldest son Ashish told NDTV.

The family says Dulal Chandra Paul was declared a foreigner in 2017 in an ex-parte judgment despite being mentally unstable.

The state government has sent several delegations to his village for past four days to convince the family members and the villagers to accept the body.

"He has been declared a foreigner by the tribunal so it is beyond the scope of the administration to even discuss on their demand. We can help them with legal aid if their want to challenge the tribunal decision in higher court. We are trying for headway in this case," Sonitpur Deputy Commissioner Manvendra Pratap Singh told NDTV.

According to official sources, Mr Paul was being treated for diabetes and psychiatric ailments and was examined by doctors of the Tezpur Medical College and Hospital (TMCH) on October 11 and brought back to the detention centre the same day.

What has angered his family and villagers the most is the fact that the prison department officials came with a document to hand over the body which allegedly mentioned him as a 'declared foreigner'. His residential address column was left blank.

"They know the address very well yet kept it empty. We presume that later they would put some fictitious address in Bangladesh. So if he is Bangladeshi, why sent his to us? They should send the body to Bangladesh," his son added.

The administration is now looking at options to wait for a day or two and see what previsions are there to cremate the body without the consent of the family, official sources further added.

Over 19 lakh people have been left out of the National Register of Citizens; the window period for final appeal at tribunals is expected to start in November.

Mumbai, Jan 17: A 68-year-old convict of the 1993 Mumbai serial blasts case, Jalees Ansari, went missing on Thursday morning while being on parole, officials said.

Ansari, a resident of Mominpura in Agripada here who is serving a life term, is suspected to be involved in many bomb blast cases across the country, an official said.

He was on parole for 21 days from the Ajmer Central Prison, Rajasthan, and was expected to surrender before prison authorities on Friday, he said.

During the parole period, he was ordered to visit the Agripada Police Station everyday between 10.30 am and 12 pm to mark his attendance, he said.

However, Ansari did not visit the police station on Thursday during the designated time, the official said.

In the afternoon, his 35-year-old son Jaid Ansari approached the police station with a complaint about his “missing” father, he said.

According to the complaint, Jalees Ansari woke up in the early hoursand told family members he is going to offer namaz, but did not return home.

On his complaint, the Agripada Police registered a missing case, he said.

The Crime Branch of the Mumbai Police and the Maharashtra ATS have launched a massive manhunt to trace him, he said.

Jalees, who is known as Doctor Bomb, was allegedly connected with terror outfits like SIMI and Indian Mujahidin and taught terror groups how to make bombs, he said.

He was also questioned by the NIA in 2011 in connection with the 2008 bomb blast in Mumbai, he said.

Aboard Air Force One, Jan 6: US President Donald Trump threatened sanctions against Baghdad on Sunday after Iraq's parliament called on US troops to leave the country, and the president said if troops did leave, Baghdad would have to pay Washington for the cost of the air base there.

"We have a very extraordinarily expensive air base that's there. It cost billions of dollars to build, long before my time. We're not leaving unless they pay us back for it," Trump told reporters on Air Force One.

Trump said that if Iraq asked US forces to leave and it was not done on a friendly basis, "we will charge them sanctions like they've never seen before ever. It'll make Iranian sanctions look somewhat tame."

Lucknow, May 24: The Yogi Adityanath government in Uttar Pradesh has banned Corona patients from keeping mobile phones inside isolation wards of COVID-19 hospitals in the state.

Patients admitted in dedicated L-2 and L-3 COVID hospitals will no longer will allowed to take mobile phones along with them in the isolation wards in order to check the spread of the infection.

According to an order issued by the state government late on Saturday night, two mobile phones will now be available with the ward in-charge of the COVID care centres so that patients and talk to their family members and administration if required.

Further, the orders specify that the mobile numbers should be communicated to the family members of the patients also.

Director General Medical Education, K.K. Gupta, who issued the order, has informed all concerned officials and directors of dedicated COVID hospitals.

"To facilitate the communication between COVID-19 patients admitted in clinics, with their family members, or anyone else, ensure that two dedicated mobile phones while adhering to infection prevention norms, are kept with ward in-charge of COVID care centre," the order said.

According to the latest data available on the website of the Ministry of Health and Family Welfare, Uttar Pradesh now has 5,735 cases of Corona positive patients and the numbers have been growing steadily since the past ten days.
