Haryana BJP govt may soon issue special licence for foreigners to eat holy cow

New Delhi, Feb 7: The BJP government of Haryana, which has imposed ban on consumption of beef, is now ready to create a special dispensation to enable foreigners to eat beef in the state. Chief Minister and BJP leader Manohar Khattar has said he is open to offering foreigners living in his Haryana relaxation from the strict beef ban imposed by his government.

“If we have to work out some facility for them [foreigners] to be able to [consume beef]… we will do it. It could be a special licence… [as] whatever is licensed, no one can oppose [under] the law,” Khattar said, according to a report published by a reputed national daily.

Asserting that the ban in the state was just imposed to keep in line with Haryanvi customs, Khattar said, “Everyone has a personal lifestyle for eating and drinking, especially those who come from abroad… we don’t have any opposition to that. In fact, we are not opposing this for anyone.”

The statement comes months after the Haryana chief minister had sparked a controversy in October 2015 with his remarks about the beef ban when he was quoted saying that Muslims will have to give up eating beef if they wanted to live in India.

The Khattar government had passed the Haryana Gauvansh Sanrakshan and Gausamvardhan legislation in March last year but got President Pranab Mukherjee’s approval only in November.

According to the Gauvansh Sanrakshan and Gausamvardhan Bill, cow slaughter in Haryana will invite rigorous imprisonment ranging from three to 10 years and a fine of up to Rs 1 lakh.

Any person who attempts to export cows for slaughter would be imprisoned for not less than three years and up to seven years. Fine between Rs 30,000 and Rs 70,000 would be imposed.

We are GHULAM to westerners, We ban consumption of BEEF in India, but, we want to EXPORT millions of tons of BEEF for foreigners. We ban consumption of BEEF in India because consumption of Muslims, But, we want to give special license to serve BEEF to foreigners.

Chikkamagaluru, May 9: Karnataka Minister for Tourism C T Ravi on Friday said that Indians who are stranded abroad are being repatriated into the country on the pre-condition of quarantine.

“The Centre is repatriating Indians who are stranded in around 37 countries, amid the lock-down, of which people from Saudi Arabia and Dubai will be brought via ship for free. These people will have to undergo the mandatory quarantine period once they land in the country,” Ravi told media here.

The government has accorded priority to the elderly and pregnant women during the repatriation process. The state government has held due discussions with the Centre in this regard, he added.

Bengaluru, May 12: Former chief minister and senior Congress leader Siddaramaiah on Tuesday said that the Central and Karnataka government have failed in containing the coronavirus spread despite having enough time for preparations.

"Central and state government failed in properly controlling COVID-19. The first coronavirus case was reported in Kerala on January 30. Lockdown was imposed on March 24. Both Centre and state had enough time for preparations," Siddaramaiah said in a press meet here.

He said that the Central government did not stop the airline services on time.

"Karnataka government might have been able to stop COVID-19 properly. However, both the state and central government are playing politics over the issue and blaming Tablighi Jamaat for the spread, which is a political strategy painted by the RSS," Siddaramaiah said.

"Who gave the licence to Tablighi's international convention? Who gave them permission in Delhi? They didn't control it. Central government is directly responsible for the increasing numbers of COVID-19 cases in India," he added.

Siddaramaiah said that the lockdown was imposed without any preparation, which he said caused huge problems for the migrant workers across the country.

"Now, the government is collecting ticket fare and looting migrant workers. They don't have jobs or food, they don't have money, and they earn every day to survive. How will they pay for the tickets? Why the government is not arranging for free trains?" the Congress leader said.

He said that around Rs 35,000 crore have been credited to PM CARES fund, Rs 3,000 crore of which was credited from Karnataka alone. "Why are they not using that money?" he asked.

Siddaramaiah said that the party is demanding for the Centre to arrange for migrant workers to return to their native places across the country free of cost.

"We asked Chief Minister to call an all party meeting. We gave many suggestions, which this government did not consider. We also took a delegation and gave a memorandum about farmers, daily wage workers, road side vendors, barbers, problems faced by the unorganized sector. But this government didn't consider any of it," he said.

Questioning the Central government's suggestion to States to amend their Agricultural Produce Market Committee (APMC) Acts, Siddaramaiah said that the move is against the federal system of the country and claimed that it harms the interests of small scale farmers.

He said that the BJP-led state government has also decided to postpone the Gram panchayat elections in the state and is trying to nominate their party workers for village panchayat elections.

"The Government must continue with the present members of the Gram panchayat. If BJP tries to nominate their party members to village panchayats, we will take to streets to protest despite the lockdown," Siddaramaiah added.

Newsroom, June 5: The union health ministry has announced new rules for shopping malls which have been permitted to open from June 8, except those falling in containment zones.

The guidelines will come into effect from Monday and cinema halls, gaming arcades and children play areas in these establishments will remain closed.

Here is the complete list of standard operating procedures issued by the ministry to be followed in shopping malls to contain the spread of COVID-19.

•   Thermal screening of all visitors mandatory at entry point, along with compulsory hand hygiene. Only asymptomatic visitors will be allowed to enter the shopping mall .

•  It will be mandatory for all visitors as well as workers to wear face masks at all times inside the mall. 

•  Posters and audio-visual media on preventive measures about COVID-19 should be displayed prominently.

•  Visitor entry to shopping malls should be allowed in a staggered manner and adequate manpower be deployed by mall management for ensuring social distancing norms.

•  All employees who are at higher risk like elderly, pregnant women and those having underlying medical conditions should take extra precautions. They should preferably not be exposed to any front-line work requiring direct contact with the public.

•   Proper crowd management in the parking lots and outside the premises – duly following social distancing norms shall be ensured. Preferably, separate entry and exits for visitors, workers and goods/supplies shall be organised.

•   The staff for home deliveries should be screened thermally by the shopping mall authorities prior to allowing home deliveries and required precautions while handling supplies, inventories and goods in the shopping mall must be ensured.

•   Physical distancing of a minimum of 6 feet, when queuing up for entry and inside the shopping mall should be maintained as far as feasible while the number of customers inside the shop should be kept at a minimum, so as to maintain the physical distancing norms.

•   The number of people in the elevators should be restricted and use of escalators with one person on alternate steps should be encouraged.

•   Effective and frequent sanitation within the premises shall be maintained with particular focus on lavatories, drinking and hand washing stations/areas

•   Cleaning and regular disinfection of frequently touched surfaces  to be made mandatory in all malls in common areas as well as inside shops, elevators, escalators etc.

•   In the food-courts, adequate crowd and queue management is to be ensured and not more than 50 per cent of seating capacity should be permitted.

•   Food court staff should wear mask and hand gloves and take other required precautionary measures, the seating arrangement should ensure adequate social distancing between patrons as far as feasible and tables should be sanitized each time a customer leaves.

•   Gaming arcades, children play areas and cinema halls inside shopping malls shall remain closed.

•   Spitting should be strictly prohibited and installation and use of Aarogya Setu App shall be advised to all.

•   The ministry advised persons aged above 65, those having comorbidities, pregnant women and children below the age of 10  to stay at home, except for essential and health purposes.
