HC strikes down Centre's proposal on quota for minorities

Hyderabad, May 28: In a setback to government, the Andhra Pradesh High Court today struck down its proposal to give 4.5 per cent reservation to minorities within OBC quota in central educational institutions and jobs, saying that the decision was based on religious grounds and not on any other consideration.

Slamming the Centre for handling the issue in a "casual" manner", a division bench conspiring Chief Justice Madan B Lokur and Justice Sanjay Kumar set aside the Office Memoranda (OM) for carving out the quota from the 27 per cent reservation for OBCs issued in December 2011.

"In fact, we must express our anguish at the rather casual manner in which the entire issue has been taken up by the central government.

"No evidence has been shown to us by the learned Assistant Solicitor General to justify the classification of these religious minorities as a homogeneous group or as more backward classes deserving some special treatment," the bench said.

"We must, therefore, hold that Muslims, Christians, Sikhs, Buddhists and Zoroastrians (Parsis) do not form a homogeneous group but a heterogeneous group," the court observed.

According to K Ramakrishna Reddy, senior counsel who argued for the petitioner R Krishnaiah-- a backward caste leader from Andhra Pradesh, the High Court judgement may affect the admissions that have already been made in central educational institutions such as IITs.

The first OM states that the 4.5 per cent sub-quota is carved out of socially and educationally backward classes of citizens "belonging to minorities" as defined in Section 2(c) of the NCM Act.

The resolution and the second OM created a sub-quota "for minorities".

The very use of the words "belonging to minorities" or "for minorities" indicates that the sub-quota has been carved out only on religious lines and not on any other intelligible basis, the bench observed.

"We have, therefore, no option but to set aside the carving out of a sub-quota of 4.5 per cent in favour of backward classes belonging to minorities out of the 27 per cent reservation for OBCs in both the OMs dated 22.12.2011 and the Resolution dated 22.12.2011. We do so accordingly," the court said.

Mumbai, Apr 20: At least 53 media persons from Mumbai have tested positive for coronavirus, a city civic official said on Monday.

During a special camp organised at the Azad Maidan here on April 16 and 17 for COVID-19 testing of scribes, the Brihanmumbai Municipal Corporation (BMC) collected swab samples of 171 mediapersons, including electronic and print media journalists, photographers and cameramen.

“Out of the 171 mediapersons, 53 tested positive for coronavirus,” BMC spokesperson Vijay Khabale said, adding that most of those who tested positive are asymptomatic at present.

All the mediapersons found infected with coronavirus will be kept in isolation and a process was underway to find out suitable places to the purpose, he said.

Efforts were also on to trace their high and low risk contacts.

Till Sunday, Mumbai recorded 2,724 coronavirus cases and 132 deaths due to the disease.

New Delhi, Jul 5: World's largest, 10,000-bed Sardar Patel COVID Care Centre and Hospital (SPCCCH) at Radha Soami Satsang Beas in Chhatarpur area of the national capital has made operational on Sunday.

Inaugurated by Lieutenant Governor of Delhi, Anil Baijal, the facility has been created on an emergency basis by the South Delhi District Administration with support of the Ministry of Home Affairs in a record time of 10 days.
Notably, this coronavirus treatment centre which is set up in Chhatarpur area of the national capital is said to be the "largest" of its kind in the world.

"The Sardar Patel COVID Care Centre and Hospital has been developed to help the citizens of Delhi and NCR who are affected by the coronavirus. Our team of doctors and medical staffs will take care of this facility. Sardar Patel COVID Care Centre and Hospital will have 10 per cent of beds with oxygen facility," the Delhi LG said after the inaugural.
Talking about the facilities at the new coronavirus centre, Baijal further stated, "We have counsellors for mentally traumatised patients. We have a team of good psychiatrists and specialists in medicine."

The facility will function as an isolation centre for mild and asymptomatic COVID positive patients. 10 per cent of the beds will have oxygen facility in case the patient develops severe breathlessness and requires tertiary hospital care, read a statement.

Operationally, the facility has been linked to the Deen Dayal Upadhyay Hospital and Madan Mohan Malviya Hospital. The referral tertiary care hospitals are Lok Nayak Jai Prakash Narayan Hospital and Rajiv Gandhi Super Speciality Hospital.

ITBP will be running the first 2,000 beds with their 170 doctors/specialists and more than 700 nurses and paramedics, the statement added.
Most of the basic infrastructure such as beds, mattresses and linen has been donated by various civil society organisations and non-governmental organisations. 

A recreational centre has been made available to the patients along with a library, board games and skipping ropes. People admitted to the facility will be provided five healthy meals a day along with immunity-boosting chawanprash, juices and hot kadha, the statement added.

New Delhi, May 9: With 3,320 coronavirus cases and 95 deaths reported in the last 24 hours, India's COVID-19 cases rose to 59,662 on Saturday, informed the Union Ministry of Health and Family Welfare.

The total number of active cases in the country now stands at 39,834 while the number of cured/discharged/migrated stands at 17,847.

The country has reported 1,981 deaths so far, added the Ministry.

Maharashtra has the highest number of cases with 19, 063 followed by Gujarat with 7,402 cases and Delhi with 6,318 cases.

Meanwhile, the country continues to remain in a lockdown slated to end on May 17.
