HDK’s maiden budget announces farm loan waiver, increase in tax on fuel

Bengaluru, Jul 5: Karnataka Chief Minister H.D. Kumaraswamy is now presenting the Congress-JDS coalition government’s maiden budget. Here are the live updates:

16% of budget set aside for loan waiver

Kumaraswamy starts his budget speech at Vidhana Soudha. He announces formation of a farmers' consultation committee comprising of progressive farmers. He allocates ₹50 crore for a zero budget natural farming on the lines of Andhra Pradesh.

The focus, he says, will be on making on farming productive and ensure good prices.

Total budget size is ₹2.13 lakh crore, of which ₹34,000 crore will be set aside for the loan waiver in the budget, says the CM.

Fuel prices to go up

Kumaraswamy has included a host of tax hikes in the budget, which he has argued as necessary steps to “augment resource mobilisation” towards fulfilling the promise of loan waiver to farmers.

The budget has increased rate of tax on petrol from the present 30% to 32%, hiking petrol prices in the State by ₹1.14 per litre and rate of tax on diesel from the present 19% to 21% hiking its price by ₹1.12 per litre.

The Chief Minister said even with this hike the prices of petrol and diesel would be lower in Karnataka when compared to the neighbouring States.

School reforms

The Chief Minister also announces a package for repair of schools. He announces starting English medium government schools.

About 48,000 schools will have biometrics, within 3 years, to monitor teachers and students. And 1,000 Government schools to have English medium sections, Mr. Kumaraswamy says.

Arounf 8,530 schools that have low enrollment will be merged with schools within a kilometre. Sports will be introduced as a subject in higher education classes.

A university for sports to be set up in Tumakuru and a Homeland Security University will come up in Shivamogga. Rs. three crore has been set aside for a tourism university at Hampi on PPP model.

Overall, education department gets over ₹26,800 crore, 11% increase from February budget.

'Mathrushri scheme' for pregnant women

The CM announced a new scheme, named 'Mathrushri', to transfer money directly to the bank accounts of pregnant women from BPL families. ₹350 crore will be set aside for the same and it will be implemented from November 1.

Meanwhile, Anna Bhagya, the flashing scheme of former Chief Minister Siddaramaiah, gets a cut. The provision for 7 kg free rice has been reduced to 5 kg.

He also announced ₹25 crore for various religious institutions in the State, spread across castes.

Bengaluru, May 22: Karnataka reported 138 fresh cases of coronavirus on Friday, taking the state tally to 1743.

26 patients have been discharged on Friday and in total, 597 people have been discharged in Karnataka while total number of active cases in the state is 1,100. 41 people have succumbed to the virus, informed the state health department.

Out of the 138 cases, 111 are returnees from Maharashtra.Out of the 138 cases, 47 are from Chikkaballapura alone, 10 cases from Raichur eight cases each from Bidar and Mandya, five cases each from Bengaluru Rural and Bengaluru Urban, and 14 are from Hassan.

From Bengaluru Rural, three patients are returnees from Maharashtra. A fifty-five year old female from Bengaluru Rural, has contracted the virus and has been diagnosed with a history of SARI. She is currently under observation at a designated city hospital.

Five patients have tested positive from Bengaluru Urban. A 42-year-old woman tested positive in Bengaluru Urban and has been diagnosed with a history of Influenza-like Illness (ILI). She is currently under observation at a designated city hospital.

Two men, who have tested positive from Dharwad are returnees from Delhi. Both of them are currently under observation at a designated hospital in Hubli. A seventy-five year old male who has contracted the coronavirus has returned from Jharkhand.

Bengaluru, May 28: A complaint has been filed against BJP Karnataka state president and Lok Sabha member Nalin Kumar Kateel by the Congress Legislators charging him with issuing false information on Coronavirus to mislead the people.

The complaint was filed by MLCs Ivan D’Souza and Prakash Rathod at Vidhana Soudha police station on Thursday.

In the complaint they had alleged that “Kateel has been spreading false information that the position of World Health Organization’s (WHO) Chairman was given to India in appreciation of Prime Minister Narendra Modi’s achievement in Coronavirus management. 

In reality, the position was given to India on the basis of rotation. India’s stature gets affected because of such childish statements at the international level.”

Jeddah: The first chartered flight for repatriation passengers from Jeddah to Bengaluru organized by Karnataka NRI Forum Jeddah – Saudi Arabia was successfully landed at Bengaluru airport by 01.00 am on 19th July 2020.

Spice Jet (SG9884) departed from King Abdul Aziz International Airport Jeddah by 05.00 pm local time with 177 stranded passengers which includes 12 Pregnant Woman, 3 infants, 44 Short term visa holders, 3 medical emergency patients and 115 migrate workers and labours from various districts of Karnataka state.

Karnataka NRI Forum Jeddah, a registered charitable organization under Government of Karnataka & Indian Consulate Jeddah - Saudi Arabia, helping the Kannadigas overseas & in Karnataka State as well, has initiated major role for helping stranded Kannadigas to travel back to home. During Pandemic hundreds of stranded Kannadigas were approached to the forum and requested to arrange special chartered flight to Bengaluru from Jeddah.

Initiating from collecting the data of passengers, the forum’s special panel including its President Mr. Mohammed Mansoor, Secretary Mr. Peter Mascarenes, Vice Presidents Mr. Nasir Khurshid, Dr.Ashfaque Maniyar, Chief Coordinator Mr. Shaikh Saoud, Cultural Secretaries Mr. Arifulla Shariff and Mr. Rajesh Suvarna, Treasurer Mr. Habib Rahman and Press Secretary Mr. Baig, the forum’s members have worked very hard to conclude this task very successful. 

The forum provided food packets as refreshment, complementary PPE kitsto each passenger as precaution against the spread of any infections while travelling and also guided all passengers by supporting them in Awdha portal (Saudi Passport Department) and Seva Sindhu portal registration of Government of Karnataka.

The official travel partner ITL Travel Management Company has rendered remarkable service to the passengers not only in ticketing but also supported with top priority in confirming the aircraft from SPICE JET and availed good service from ground staff at Jeddah Airport. 

All passengers have reached safely to their homes after completing the 7 days institutional quarantine at Bengaluru. 100% passengers had NEGETIVE report on Covid-19 test made on arrival as well as after institutional quarantine.
