Head of Global Finance Watchdog FATF Hints at Pak 'Blacklist' Over Terror

Washington, Jun 25: Outgoing Financial Action Task Force or FATF president, Marshall Billingslea, has hinted about the possibility of blacklisting Pakistan after the international financial watchdog's meeting in Paris over terror financing.

"Pakistan had 'significant' work to do. With regard to an action plan agreed in June 2018, they are 'lacking in almost every respect'," Mr Billingslea said at a press briefing.

He added, "Pakistan was cautioned in February at the plenary that they had missed almost all of their January milestones. They were urged to not fail to meet the milestones in May. Unfortunately, Pakistan has yet again missed its May milestones."

FATF has come down heavily on Pakistan for its "lack" of compliance with the 26-point action plan prepared for Islamabad to demonstrate its sincerity in fighting and ending terrorism.

Mr Billingslea said that if Pakistan fails to implement the action plan, FATF will consider the next course of action. The FATF president said that Pakistan is far behind and there is much that the country must do by September this year.

"Now the action plan itself is set to complete in September. So this (the June 16-21 Orlando plenary) was not the plenary where we would discuss a blacklisting issue. This was the plenary where we examine how far behind Pakistan is on its action plan... I must say they are far behind," he said.

On June 23, Pakistan's Army Chief General Qamar Javed Bajwa claimed that the country is doing its best and utilising all available sources to eliminate terrorism from its soil (and areas under its illegal occupation), adding that Islamabad has been moving towards attaining sustainable peace and stability.

"We are doing our best, utilising all available sources to wipe out the enemies of peace and prosperity but it is fact that peace and stability in South Asia was dependent on the resolution of conflicts and disputes in the region", Pakistan's The Nation quoted General Bajwa as he was speaking at the International Institute for Strategic Studies in London.

Pakistan is currently on the "grey list" of countries that have been grossly inadequate in curbing money laundering and terror financing. The country has already missed two prior deadlines -- in January and May 2019 -- to complete their action plan.

Colombo, Aug 7: Sri Lankan President Gotabaya Rajapaksa's party and its allies won an overwhelming two-thirds majority in a parliament election, results showed on Friday, giving him the power to enact sweeping changes to the constitution.

The governing Sri Lanka Podujana Peramuna and its allies had won 150 seats in the 225-member parliament, according to the tally published by the election commission from Wednesday's vote.

Rajapaksa had sought a two-thirds majority in parliament to be able to restore full executive powers to the presidency, which he says are necessary to implement his agenda to make the tiny island economically and militarily secure.

He is likely to install his older brother and former President Mahinda Rajapaksa as the next prime minister. The brothers are best known for crushing the Tamil Tiger rebels fighting for a separate homeland for minority Tamils during the elder Rajapaksa's presidency in 2009.

On a congratulatory phone call from Prime Minister Narendra Modi of India, which is keen to check Chinese influence on its southern neighbour, Mahinda Rajapaksa vowed to deepen ties between the two countries.

"With the strong support of the people of Sri Lanka, I look forward to working with you closely to further enhance the long-standing cooperation between our two countries," he told Modi. "Sri Lanka and India are friends and relations."

The tourism-dependent nation of 21 million people has been struggling economically since deadly Islamist militant attacks on hotels and churches last year followed by lockdowns to slow the spread of the coronavirus.

Miami, Mar 12: The NBA has suspended its season "until further notice" after a Utah Jazz player tested positive Wednesday for the coronavirus, a move that came only hours after the majority of the league's owners were leaning toward playing games without fans in arenas.

Now there will be no games at all, at least for the time being. A person with knowledge of the situation said the Jazz player who tested positive was center Rudy Gobert. The person spoke to The Associated Press on condition of anonymity because neither the league nor the team confirmed the test.

"The NBA is suspending game play following the conclusion of tonight's schedule of games until further notice,'' the league said in a statement sent shortly after 9:30 p.m. EDT. "The NBA will use this hiatus to determine next steps for moving forward in regard to the coronavirus pandemic.''

The test result, the NBA said, was reported shortly before the scheduled tip-off time for the Utah at Oklahoma City game on Wednesday night was called off. Players were on the floor for warmups and tip-off was moments away when they were told to return to their locker rooms. About 30 minutes later, fans were told the game was postponed ``due to unforeseen circumstances."

Shutdown for two weeks?

Those circumstances were the league's worst-case scenario for now -- a player testing positive. A second person who spoke to AP on condition of anonymity said the league expects the shutdown to last a minimum of two weeks, but cautioned that time-frame is very fluid.

"It's a very serious time right now," Miami Heat coach Erik Spoelstra said. "I think the league moved appropriately and prudently and we'll all just have to monitor the situation and see where it goes from here."

The Jazz released a statement saying a player -- they did not identify Gobert -- tested negative earlier Wednesday for flu, strep throat and an upper respiratory infection. That player's symptoms diminished as the day went along, but the decision was made to test for COVID-19 anyway. That test came back with a preliminary positive result.

"The individual is currently in the care of health officials in Oklahoma City," the Jazz said, adding that updates would come as appropriate.

Tokyo, Feb 26: Two more Indians onboard quarantined cruise ship -- Diamond Princess -- were tested positive for novel coronavirus, the Indian embassy here said on Tuesday, adding that those Indians not infected by the virus will be repatriated to the homeland on February 26.

A total of 16 Indian nationals onboard the luxury ship -- quarantined off the coast of Japan since February 5 -- have been tested positive for coronavirus so far, the embassy informed.

"A chartered flight is being arranged to repatriate Indian nationals onboard #DiamondPrincess, provided they have (a) consented; (b) not tested positive for #COVID19; (c) cleared by the medical team. An email advisory to this effect, with details, has been sent to them," the embassy tweeted.

The repatriation of the Indian nationals will be facilitated by the Indian government.

"PCR test results for ALL Indian nationals declared-02 more Indians tested positive to #COVID19, taking the total to 16. Those fulfilling conditions and consenting to repatriation to India on 26 Feb being facilitated by the Indian Government. Details shared with them," the following tweet read.

A total of 138 Indians, including 132 crew and 6 passengers, were among the 3,711 people on board the luxury cruise ship which was quarantine off Japan on February 5 after it emerged that a former passenger had tested positive for the virus.
