How can India pursue talks with a country that glorifies 'killers': Swaraj asks world leaders

United Nations, Sept 30: Pakistan's commitment to terrorism as an instrument of state policy has not abated one bit, external affairs minister Sushma Swaraj told world leaders at the UN on Saturday and asked them how India can pursue talks with a nation that "glorifies killers" and allows the Mumbai attack mastermind Hafiz Saeed to "roam free" with impunity.

In a hard-hitting retort to Pakistan, Swaraj said India has made many efforts to hold talks with Islamabad and the only reason New Delhi has called off dialogue is because of Pakistan's behaviour.

"We are accused of sabotaging the process of talks. This is a complete lie. We believe that talks are the only rational means to resolve the most complex of disputes," she said in her address to the General Debate of the 73rd session of the UN General Assembly here.

"Talks with Pakistan have begun many times. If they stopped, it was only because of Pakistan's behaviour," she said.

The minister told the world body that after assuming power, Pakistan's new Prime Minister Imran Khan wrote to Prime Minister Narendra Modi suggesting a meeting between the countries' foreign ministers on the margins of the General Assembly. India accepted the proposal but, within hours of its acceptance, news came that terrorists had killed three Indian jawans, she said.

"Does this indicate a desire for dialogue," Swaraj asked.

She noted that various governments in India over the years have tried the peace option with Pakistan.

Prime Minister Modi, by inviting the Heads of the SAARC nations to his swearing in ceremony in 2014, had begun his attempt for dialogue on his very first day in office. Swaraj said she too had in December 2016, personally gone to Islamabad and offered a comprehensive bilateral dialogue.

"But soon after, Pakistan-sponsored terrorists attacked our air force base in Pathankot on January 2. Please explain to me how we could pursue talks in the midst of terrorist bloodshed," she asked.

The demon of terrorism now stalks the world, at a faster pace somewhere, a slower pace elsewhere, but life-threatening everywhere, Swaraj said.

"In our case, terrorism is bred not in some faraway land, but across our border to the west. Our neighbour's expertise is not restricted to spawning grounds for terrorism; it is also an expert in trying to mask malevolence with verbal duplicity," she said.

Even as the killers of the 9/11 terror attacks in New York met their fate, Swaraj said the mastermind of the 26/11 Mumbai terror attacks Hafiz Saeed "still roams the streets of Pakistan with impunity."

Swaraj, in her speech delivered in Hindi, told the world leaders that the most startling evidence of Pakistan's duplicity was the fact that Osama bin Laden, the architect and ideologue of 9/11, was given safe haven in the country and even after the world's most wanted terrorist was killed by American special forces, "Pakistan continued to behave as if nothing had happened."

"America had declared Osama bin Laden it's most dangerous enemy, and launched an exhaustive, worldwide search to bring him to justice. What America perhaps could not comprehend was that Osama would get sanctuary in a country that claimed to be America's friend and ally: Pakistan," she said.

She also pointed out that Pakistan's "commitment to terrorism as an instrument of official policy has not abated one bit. Neither has its belief in hypocrisy."

"What is heartening is that the world is no longer ready to believe Islamabad," she said citing that the Financial Action Task Force (FATF) has put Pakistan on notice over terror funding.

Swaraj also slammed Pakistan for time and again accusing India of human rights violations, saying "who can be a greater transgressor of human rights than a terrorist?

"Those who take innocent human lives in pursuit of war by other means are defenders of inhuman behaviour, not of human rights. Pakistan glorifies killers; it refuses to see the blood of innocents," she said.

Swaraj said it has become something of a habit with Pakistan to "throw the dust of deceit and deception against India in order to provide some thin cover for its own guilt."

She recalled that the United Nations had seen Pakistan's use of deceit and deception last year when its representative, using her right to reply, displayed some photographs as "proof" of "human rights violations" by India. In a major goof-up and embarrassment for Pakistan on the global stage, the photographs turned out to be from another country, the minister noted.

"Similar false accusations have become a part of its standard rhetoric," Swaraj said.

Srinagar, May 21: Two Border Security Force (BSF) personnel were killed and their weapons snatched by militants in the Pandach area on the outskirts of Srinagar yesterday.

According to IGP Kashmir Vijay Kumar, the two BSF jawans, who were on road surveillance deployment, were fired upon by two of the three terrorists on a motorcycle around 5:15 pm on the 90-Ft Road at Pandach, near Soura. 

They were critically injured and later succumbed to injuries. The terrorists escaped after taking away one AK rifle and one INSAS. Efforts were underway to trace the terrorists.

He said that two jawans, Constable Rana Mandol and Constable Ziaul Haque of ‘C’ company of 37th battalion, were injured and they later succumbed.

“The terrorists managed to take away the weapons of the martyrs. Area has been cordoned off and the search for the terrorists is on”, he said.

Residents around the spot said that the two soldiers were buying chicken for Iftar from a mutton dealer, around 300 meters away from their deployment location when three militants on a motorcycle stopped and opened fire on them.

Medical Superintendent SKIMS Dr Farooq Jan said that both the jawans were brought dead to the tertiary care hospital.

Senior Police officials said it was a “clear case of security lapse” as the two jawans had left their spot of deployment on Srinagar-Kargil-Leh road and gone to a shop 500 metres away on a different road.

They said that possibility of terror attacks and subsequently claims by the new outfit TRF had been flashed to all forces earlier this week.

The terror strike in the capital city has occurred a day after an encounter in downtown Srinagar, where two Hizbul Mujahideen militants, including the top wanted Junaid Sehrai, had been killed on Tuesday.

In the last one month, five Army and Police personnel and two militants had got killed in an encounter in Handwara area of Kupwara, a day before three CRPF men were killed in another attack.

New Delhi, Jun 3: India registered its highest single-day spike in COVID-19 cases on Wednesday with 8,909 more cases reported in the last 24 hours, taking the country's tally to 2,07,615, while the death toll rose to 5,815 according to the Union Health and Family Welfare Ministry.

The number of active COVID-19 cases stood to 1,01,497 while 1,00,303 people have been cured/discharged/migrated.

According to the Union Health and Family Welfare Ministry, out of all the states, Maharashtra has recorded the highest number of coronavirus cases with 72,300 patients followed by Tamil Nadu with 24,586 cases.

New Delhi, Jan 17: Airports in Srinagar and Jammu are to be “immediately” brought under the security cover of the CISF in view of the arrest of DSP Davinder Singh, a Jammu and Kashmir government order has said.

The two sensitive airports are to be “handed over” to the CISF by January 31, the order of the Jammu and Kashmir Home Department to the Director General of Police (DGP) said.

“This issue (CISF security at Srinagar and Jammu airports) has acquired immediacy in view of the recent developments relating to the arrest of Davinder Singh, DSP airport security, for trying to assist militants to travel to other parts of the country,” the order issued on Wednesday said.

Police had arrested Singh, a deputy superintendent of police, at Mir Bazar in Jammu and Kashmir’s Kulgam district on Saturday, along with Hizbul Mujahideen terrorists Naveed Baba and Altaf, besides a lawyer who was operating as an overground worker for terror outfits.

The two airports are guarded by the CRPF and the J-K Police at present.

The Union government had last year decided that the Central Industrial Security Force (CISF) will be handed over security of these two airports along with the one in Leh in view of their sensitive and strategic location and the threats it faced related to possible terrorist and hijack attempts.

CISF is the national civil aviation security force and at present it guards 61 airports including the ones at Delhi and Mumbai.

News agency had on January 13 reported that the Union home ministry sanctioned about 800 personnel to the CISF in order to take over security duties at the three airports of the newly created Union Territories of Jammu and Kashmir and Ladakh.

As per the original plan, the CISF was to take over Jammu airport by next month and the Srinagar and Leh airports after the spell of severe cold ends.

However, officials said, keeping in mind the arrest of the DSP and his alleged links, the latest order has been issued which also directs the J-K Police to make arrangements for accommodation, transport and other logistical requirements of the armed contingent of the CISF on a quick basis.

Once inducted at the most-sensitive Srinagar airport, the CISF will secure access control at both city and air side (tarmac area) while the CRPF will be responsible for securing the outer periphery. At the Jammu airport, the peripheral security duties will be rendered by the JK Police.

An assortment of surveillance and security gadgets like CCTVs, observation monitors, hand-held metal detectors, bullet-proof patrol vehicles and bomb detection and disposal equipment are also being provided by the airport operator, the Airports Authority of India (AAI), to the CISF.

The Union government sometime back made it clear that CISF will be the only civil airports guarding force and all such facilities in the country will be gradually brought under its command to bolster aviation security and tighten anti-terror and anti-hijack protocols.
