Human rights violation by security forces a matter of concern: SC

New Delhi, Sep 7: With the government stoutly defending the role of security forces in Jammu and Kashmir and insurgency-hit Manipur, the Supreme Court today said it was more concerned about human rights violations happening in the heart of capital cities like Imphal.

Referring to an earlier constitution bench judgement in the Naga People's Movement of Human Rights case, the bench said law in this regard has already been settled, as it has ruled that though an internal disturbance is a cause for concern, it does not threaten the security of the country.

While NHRC counsel and senior advocate Gopal Subramaniam contended that there was "no accountability" in case of human rights violations, Rohatgi said the security personnel have to act "in a particular way" on the LoC or during an insurgent operation.

"Truth of human rights violations if any can be found through criminal trials. It is a serious situation. Security personnel at a Line of Control (LOC) or during an insurgent operations has to act in a particular way. How else we do it," Rohatgi said.

He said what happened in the 1980's and retrospective enquiry into those incidents will have serious effect on the Army, whether in Manipur or in Jammu and Kashmir.

On the other hand, Subramaniam said "if there are abrogation of human rights, then accountability has to be fixed on the erring personnel. Here there is no accountability".

The army or security agencies refuse to give any details about cases if there are allegations of human rights violation and asserted that under the Armed Force Special Powers Act (AFSPA) or any other law this cannot be done.

"In Manipur, it took three years to get an information regarding a case of alleged human rights violation. NHRC is a responsible fact-finding body. No government can say it is not accountable for violation of human rights," Subramaniam said.

Kolkata, Jan 27: The West Bengal government on Monday tabled a resolution against the Citizenship (Amendment) Act in the Assembly.

The resolution appeals to the Union government to repeal the amended citizenship law and revoke plans to implement NRC and update NPR.

As per reports, state Parliamentary Affairs Minister Partha Chatterjee introduced the resolution in the House around 2 pm.

Three states - Kerala, Rajasthan and Punjab - have already passed resolutions against the new citizenship law.

The law has emerged as the latest flashpoint in the state, with the TMC opposing the contentious legislation tooth and nail, and the BJP pressing for its implementation.

New Delhi, Aug 6 : With a single-day spike of 56,282 new COVID-19 cases and 904 deaths in the last 24 hours, India's COVID-19 tally reached 19,64,537 on Thursday.

With the increase of 904 deaths, the toll due to the disease now stands at 40,699 in the country, according to the Union Ministry of Health and Family Welfare (MoHFW).

The COVID-19 count includes 5,95,501 active cases and 13,28,337 cured/discharged/migrated patients.

Meanwhile, as per the MoHFW, the percentage of discharged patients stands at 67.62, while the active cases are at 30.31 in the country as of today.

The deaths reported due to the infection are currently at a little above two per cent of the total confirmed cases in the country.

Maharashtra with 1,46,268 active cases and 3,05,521 cured and discharged patients continues to be the worst affected. The state has also reported 16,476 deaths due to the infection.

Tamil Nadu has 54,184 active cases while 2,14,815 patients have been discharged after treatment in the state. 4,461 deaths have been reported due to COVID-19 in the state.

Andhra Pradesh with 80,426 active cases is the third on the list. There are 1,04,354 cured and discharged patients and 1,681 deaths reported from the state.

The national capital's active cases tally once again crossed the 10-thousand mark with 175 new cases being reported. Delhi now has 10,072 active cases and 1,26,116 cured and discharged patients. 4,044 people have lost their lives due to the disease in the Union Territory so far.

New Delhi, Mar 24: Nearly 500 coronavirus cases have been reported in India so far, according to Health Ministry data on Tuesday.

According to the data updated Tuesday morning, the total number of COVID-19 cases rose to 492, including 446 active cases.

The figure includes 41 foreign nationals and the nine deaths reported so far, the Health Ministry said.

West Bengal and Himachal Pradesh reported a casualty each on Monday while seven deaths were earlier reported from Maharashtra (two), Bihar, Karnataka, Delhi, Gujarat and Punjab.

Thirty-seven people have been cured/discharged/migrated, it added.

The number of active cases at 446 saw an increase of 22 from last night's figure.

As cases of the viral infection surged, authorities have put almost the entire country under lockdown, banning gathering of people and suspending road, rail and air traffic till March 31.

Kerala has reported the highest number of COVID-19 cases so far at 95, including eight foreign nationals, followed by Maharashtra which recorded 87, including three foreigners, according to the ministry data.

Karnataka has reported 37 cases of coronavirus patients, while cases in Rajasthan increased to 33, including two foreigners.

Uttar Pradesh has 33 positive cases, including a foreign national.

Telangana has so far reported 32 cases, including 10 foreigners.

Cases in Delhi rose to 31, including one foreigner, while Gujarat has reported 29 cases.

In Haryana, there are 26 cases, including 14 foreigners, while Punjab has reported 21 cases.

Ladakh has 13 cases, while Tamil Nadu has reported 12 cases, including two foreigners.

West Bengal, Madhya Pradesh and Andhra Pradesh have reported seven cases each so far.

Chandigarh has six cases, while Jammu and Kashmir has four cases.

Uttarakhand and Himachal Pradesh have reported three cases each, while there are two cases each in Bihar and Odisha.

Puducherry and Chhattisgarh have reported a case each.
