Hundreds missing in Laos after hydropower dam collapse

Bangkok, Jul 24: Hundreds of people are missing and an unknown number believed dead after a partly constructed hydropower dam in southeast Laos collapsed, sending flash floods surging through six villages, state media reported Tuesday.

Communist Laos is traversed by a vast network of rivers and there are several dams being built or are planned in the impoverished and landlocked country, which exports most of its hydropower energy to neighbouring countries like Thailand.

Laos News Agency said the accident happened on Monday evening at a dam in the country's far south, close to the border with Cambodia, releasing five billion cubic metres of water -- more than two million Olympic swimming pools.

The agency said there were "several human lives claimed, and several hundreds of people missing" while some 6,600 people had been made homeless as authorities scrambled to evacuate villagers from the devastation.

Aerial footage posted on the Facebook page of local news outlet ABC Laos showed a vast brown inundation swamping houses and jungle alike over a huge area.

Another video showed families waiting for rescue on the rooftop of their house, with a nearby Buddhist temple partially submerged.

Nearly 24 hours after the dam's collapse local authorities said they were struggling to gauge the extent of the disaster.

"We do not have any formal information yet about any casualties or how many are missing," an official in Attapeu province, where much of the flooding occurred, told AFP on condition of anonymity, adding that was "no phone signal" in the flooded region.

"We sent rescue teams who will help them and provide basic assistance first," the official added.

A Thai company involved in the hydropower project confirmed that a 770-metre long auxiliary dam used to divert river water had failed after heavy rainfall.

"The incident was caused by continuous rainstorm which caused high volume of water to flow into the project's reservoir," Ratchaburi Electricity Generating Holding said in an English language statement.

The $1.2 billion dam is part of a project by Vientiane-based Xe Pian Xe Namnoy Power Company, or PNPC, a joint venture formed in 2012.

South Korea's Korea Western Power and the state-run Lao Holding State Enterprise are also involved in the joint venture.

The 410 megawatt capacity dam was supposed to start commercial operations by 2019, according to the venture's website.

The project consists of a series of dams over the Houay Makchanh, the Xe-Namnoy and the Xe-Pian rivers in Champasak Province.

It planned to export 90 percent of its electricity to energy hungry Thailand and the remaining amount was to be offered up on the local grid.

Under the terms of construction, PNPC said it would operate and manage the power project for 27 years after commercial operations began.

Dam projects in Laos, mainly providing power to neighbouring countries, have long been controversial with fears over environmental damage and the impact on communities who are often displaced to make way for the construction.

A massive hydroelectric project at Xayaburi, led by Thai group CH Karnchang, is at the heart of Laos' plan to become "the battery of Southeast Asia".

The 1,285-megawatt dam -- which will cost $3.5 billion according to state media -- has sharply divided downstream Mekong nations like Vietnam and Cambodia who worry it will disrupt vital ecosystems, fisheries and their own river systems.

Communist authorities in Laos keep tight control information and are often opaque about business deals and development projects. The media is state-controlled and and the government vigorously pursues dissent or protesters.

The country has around 10 dams in operation, 10 to 20 under construction, and dozens more in planning stages.

"Once they cast themselves as the battery of Asia, exporting electricity became one of the major revenue sources, so it's basically selling natural resources such as water," Toshiyuki Doi, Senior Advisor at Mekong Watch, told AFP.

Occasionally reports of accidents in the hydropower sector do emerge.

Six Vietnamese workers were killed when a gas cylinder exploded at the construction site of a hydropower plant in central Laos in July last year.

The US Commission on International Religious Freedom (USCIRF) has reprimanded the Imran Khan government for denying food aid to Hindus and Christians in Pakistan amid the coronavirus pandemic and warned that it will trigger an additional crisis due to religious discrimination.

The USCIRF is an independent federal government entity set up by the US Congress to monitor and report on religious freedom in the world.

Pakistan continues to be in the tier one of the USCIRF list of the countries whose record on religious freedom remains abysmal.

In a statement issue on Monday, the USCIRF said it was troubled by the reports of food aid being denied to Hindus and Christians in Pakistan amid pandemic.

Citing one of the examples of religious discrimination, the USCIRF said that in Karachi, the Saylani Welfare International Trust, a non-government organization set up to help the homeless and seasonal workers, has been refusing food aid to Hindus and Christians and providing it only Muslims.

Describing such actions "reprehensible", the USCIRF commissioner Anurima Bhargava said: "As COVID-19 continues to spread, vulnerable communities within Pakistan are fighting hunger and to keep their families safe and healthy. Food aid must not be denied because of one's faith."
One of the USCIRF commissioners, Johnnie Moore warned that if the Khan government continued with such policies, Pakistan would add an additional crisis.

"In a recent address by Prime Minister Khan to the international community, he highlighted that the challenge facing governments in the developing world is to save people from dying of hunger while also trying to halt the spread of COVID-19. This is a monumental task laying before many countries.

"Prime Minister Khan's government has the opportunity to lead the way but they must not leave religious minorities behind. Otherwise, they may add on top of it all one more crisis, created by religious discrimination and inter-communal strife."

The organization which makes foreign policy recommendations to the US President, the Secretary of State, and Congress, urged the Pakistani government to ensure that food aid from distributing organizations is shared equally with Hindus, Christians, and other religions minorities.

Last year, in its annual report, the USCIRF had noted that Hindus and Christians in Pakistan "face continued threats to their security and are subjected to various forms of harassment and social exclusion".

Hundreds of thousands of people across the world are joining the anti-racism demonstrations days after the killing of George Floyd in United Sates. 

The protests are being held in cities including London, Manchester, Cardiff, Leicester and Sheffield.

Demonstrators attached ropes to the statue of Edward Colston before pulling it down to cheers and roars of approval from the crowd. Images on social media show the statue was eventually rolled into the city's harbour. 

It was not the only statue targeted on Sunday. In Brussels, protesters clambered onto the statue of former King Leopold II and chanted "reparations".

The word "shame" was also graffitied on the monument, reference perhaps to the fact that Leopold is said to have reigned over the mass death of 10 million Congolese.

In London, thousands of people congregated around the US embassy for the second day running.

While protests were mainly peaceful, there were some scuffles near the office of Prime Minister Boris Johnson and outside the Parliament gates.

In Hong Kong, about 20 people staged a rally in solidarity with the Black Lives Matter movement on Sunday outside the US consulate in the semi-autonomous Chinese city.

"It's a global issue," Quinland Anderson, a 28-year-old British citizen living in Hong Kong, told The Associated Press news agency.

"We have to remind ourselves despite all we see going on in the US and in the other parts of the world, Black lives do indeed matter."

Several dozen demonstrators took part in a Black Lives Matter protest held in Tel Aviv's central Rabin Square.

A rally in Rome's sprawling People's Square was noisy but peaceful, with the majority of protesters wearing masks to protect against coronavirus. Participants listened to speeches and held up handmade placards saying "Black Lives Matter" and "It's a White Problem".

In Spain, several thousand people gathered on the streets of Barcelona and at the US embassy in Madrid.

Many in Madrid carried homemade signs reading "Black Lives Matter", "Human rights for all" and "Silence is pro-racist".

"We are not only doing this for our brother George Floyd," said Thimbo Samb, a spokesman for the group that organised the events in Spain mainly through social media. "Here in Europe, in Spain, where we live, we work, we sleep and pay taxes, we also suffer racism."

Karachi, May 25: The pilot of the Pakistan International Airlines (PIA)'s crashed plane ignored three warnings from the air traffic controllers about the aircraft's altitude and speed before the landing, saying he was satisfied and would handle the situation, according to a report on Monday.

The national flag carrier's PK-8303 tragedy on Friday, in which 97 people were killed and two miraculously survived, is one of the most catastrophic aviation disasters in the country's history.

The Airbus A-320 from Lahore to Karachi was 15 nautical miles from the Jinnah International Airport, flying at an altitude of 10,000 feet above the ground instead of 7,000 when the Air Traffic Control (ATC) issued its first warning to lower the plane's altitude, Geo News quoted an ATC report as saying.

Instead of lowering the altitude, the pilot responded by saying that he was satisfied. When only 10 nautical miles were left till the airport, the plane was at an altitude of 7,000 feet instead of 3,000 feet, it said.

The ATC issued a second warning to the pilot to lower the plane's altitude. However, the pilot responded again by stating that he was satisfied and would handle the situation, saying he was ready for landing, the report said.

The report said that the plane had enough fuel to fly for two hours and 34 minutes, while its total flying time was recorded at one hour and 33 minutes.

Pakistani investigators are trying to find out if the crash is attributable to a pilot error or a technical glitch.

According to a report prepared by the country's Civil Aviation Authority (CAA), the plane's engines had scraped the runway thrice on the pilot's first attempt to land, causing friction and sparks recorded by the experts.

When the aircraft scraped the ground on the first failed attempt at landing, the engine's oil tank and fuel pump may have been damaged and started to leak, preventing the pilot from achieving the required thrust and speed to raise the aircraft to safety, the report said.

The pilot made a decision "on his own" to undertake a "go-around" after he failed to land the first time. It was only during the go-around that the ATC was informed that landing gear was not deploying, it said.

"The pilot was directed by the air traffic controller to take the aircraft to 3,000 feet, but he managed only 1,800. When the cockpit was reminded to go for the 3,000 feet level, the first officer said 'we are trying'," the report said.

Experts said that the failure to achieve the directed height indicates that the engines were not responding. The aircraft, thereafter, tilted and crashed suddenly.

The flight crashed at the Jinnah Garden area near Model Colony in Malir on Friday afternoon, minutes before its landing in Karachi's Jinnah International Airport. Eleven people on the ground were injured.

The probe team, headed by Air Commodore Muhammad Usman Ghani, President of the Aircraft Accident and Investigation Board, is expected to submit a full report in about three months.

According to the PIA's engineering and maintenance department, the last check of the plane was done on March 21 this year and it had flown from Muscat to Lahore a day before the crash.

In the wake of the COVID-19 pandemic, the Pakistan government had allowed the limited domestic flight operations from five major airports - Islamabad, Karachi, Lahore, Peshawar and Quetta - from May 16.

After the plane tragedy, the PIA has called off its domestic operation.
