Illegal cow slaughter, ban on porn among complaints to govt

New Delhi, Aug 28: Illegal cow slaughter and pornographic websites are among the major grievances of the people, going by complaints received by the Centre, a government-ordered study has said.

The complaints about porn sites were received by the Ministry of Electronics and Information Technology, while a large number of grievances relating to e-commerce services and online and teleshopping scams were recorded by the Department of Consumer Affairs, the study said.

Most grievances -- 20 per cent of complaints -- lodged with the Ministry of Environment, Forest and Climate Change related to cow slaughter and poor facilities for animal protection, it said.

Next on the list were complaints on industrial and vehicular pollution, which accounted for 17 per cent of the grievances, the study said.

Deforestation and waste management and plastic regulation each accounted for 13 per cent of the grievances.

Five per cent of the complaints were on rhino poaching.

"Illegal cow slaughter", "improper animal shelters and treatment facilities" and "increase in animal killing due to subsidy and tax benefits provided to slaughter houses" were at the core of most grievances for the ministry, said the recently released study.

Besides this, high industrial discharge and emissions, high emissions caused by burning wastes, high vehicular emissions, cutting of trees for road construction and land creation and poor response from forest department were the other issues which led to a high number of complaints.

"The construction and maintenance of animal shelters fall under the jurisdiction of the state governments. Essential measures to address grievances pertaining to cow slaughter and rhino poaching in Assam have already been undertaken by the government," the study said.

So, it said, grievance categories pertaining to animal welfare and rhino poaching had been "deprioritised for further analysis".

The study, which was conducted by the Quality Council of India for the Ministry of Personnel, Public Grievances and Pensions following the recommendations of a Parliamentary committee, has also suggested some systemic reforms.

It has recommended reforms such as collaboration with the Ministry of Rural Development to make waste collection a part of the National Rural Employment Guarantee Act and mpowering people to check industrial discharge in their areas.

A total of 20 ministries/departments were selected for the study based on the number of grievances received by them from April 2012 to March 2016 through the Centralised Public Grievance Redress and Monitoring System (CPGRAMS) -- an online system for filing of complaints.

It shortlisted certain divisions of the ministries concerned on the basis of the maximum grievances received by them from April 1, 2015, to March 31, 2016.

A total of 9,490 grievances were received during this period of which a sample size of 950 was used in the findings.

For the Ministry of Electronics and Information Technology, among the topmost issues was banning porn websites.

Seventeen per cent of complaints related to these sites, it said, followed by issues on government websites, digital locker and the digital India campaign, which accounted for 10 per cent, 9 per cent and 7 per cent of complaints respectively, the study said.

"Ban all porn websites" and "porn should be chargeable and payment should be made via official bank account to prevent usage by teenagers" were among the suggestions received, it said.

For the Department of Consumer Affairs, the topmost issue related to complaints against e-commerce services, accounting for 57 per cent of grievances, followed by issues with price regulations and online and teleshopping scams, among others.

A total of 2,862 and 2,504 complaints were received by the Ministry of Electronics and Information Technology (Meity) and the Department of Consumer Affairs (DoCA) respectively during the period. A sample size of 280 and 250 grievances relating to Meity and DoCA respectively were chosen for the study.

New Delhi, Jul 23: Riding high on foreign investors buying stakes in Jio Platforms, Reliance Industries Ltd Chairman Mukesh Ambani became the world’s fifth-richest person Wednesday, edging past American investor Warren Buffett on the real-time ranking of billionaires by Forbes. With an estimated wealth of $75 billion, Ambani is only next to Facebook co-founder and CEO Mark Zuckerberg, whose wealth is pegged at $89 billion.

Buffet had slipped down the rankings after donating more than $37 billion of Berkshire Hathaway Inc. stock since 2006 to charity. Berkshire Hathaway’s stock performance has also underwhelmed recently.

Amazon founder and CEO Jeff Bezos still sits at top in the richest list, with a net worth of $185.8 billion. He is followed by Microsoft co-founder Bill Gates with net worth of $113.1 billion and luxury group LVMH Moet Hennessy Louis Vuitton’s chief Bernard Arnault, with a net worth of $112 billion. Facebook CEO Mark Zuckerberg is at the fourth position in the Forbes list.

Shares of Ambani’s conglomerate have more than doubled since a low in March as its digital unit got more than $15 billion in investments from companies including Facebook Inc, Silver Lake, Intel, and most recently, Google. The US tech giant has committed a capital infusion of Rs 33,737 crore for a 7.7 per cent stake on Jio Platforms.

The total investment from financial and strategic investors into Jio Platforms stands at Rs 1,52,056 crore. RIL has raised a total of Rs 2,12,809 crore through a rights issue, the combined investments in Jio Platforms and investment by BP.

During the Reliance AGM last week, Ambani had said RIL has made its net-debt free ahead of a March 2021 target due to recent investments. Ambani said Jio has designed and developed a complete 5G solution that’s ready for launch as soon as spectrum is made available next year.

Jio and Google have also entered into a commercial agreement to jointly develop an entry-level affordable smartphone with optimisations to the Android operating system and the Play Store, Ambani said.

RILs market value jumped to Rs 12.7 lakh crore or $170 billion on Monday, making it the 51st most valued company in the world. Between April 1 and July 13, RIL has gained $81 billion in market capitalisation and has climbed 47 places from being the 98th most valued company on April 1 to 51st most value company now.

The share price of RIL has risen by 120 per cent over the last four months for Rs 883 per share on March 23, 2020 to Rs 1,939 on Monday. Since April 22, when Facebook Inc announced an investment of Rs 43,574 crore in Jio Platforms for 9.99 per cent equity stake, Jio Platforms has announced investments by 12 other investors. The total investment by these 13 investors over the last 12-weeks amounted to Rs 118,318 crore.

Mar 4: Twenty-one Italian tourists and three Indian tour operators have been sent to an ITBP quarantine facility in Delhi on Tuesday for suspected coronavirus exposure, official sources said.

Health Ministry sources said these foreigners, 13 women and eight men, were in the same group of which an Italian and his wife have tested positive in Rajasthan capital Jaipur.

“His (Italian in Jaipur) condition is stable,” a source said.

Three Indians, who were accompanying this Italian group as tour operators, have also been sent to the ITBP facility in Chhawla area of south-west Delhi, they said.

All these people, staying at a five-star hotel in south Delhi, have been put in “preventive isolation” at the ITBP camp and their samples will be taken on Wednesday, sources said.

The centre already has 112 people, 76 Indians and 36 foreigners, since February 27 after they were evacuated by an IAF plane from Wuhan in China, the epicentre of the coronavirus.

The first samples of these 112 people had tested negative when reports came in last week.

Thiruvananthapuram, May 25: About 100 people, including a Magistrate and some police personnel, have been asked to go into quarantine after an accused, who was produced before a lower court here following his arrest, later testedpositive, officials said on Monday. The accused, who was arrested along with two others in connection with a case relating to illicit liquor transportation two days ago, had been shifted to thePoojapura central jail after he was remanded to judicial custody.

With his sample testing positive on Sunday, theman has been sent to a designated COVID-19 hospital. The Nedumangad court magistrate, before whom he was produced, 34 police personnel, including a circle inspector, who were on duty at the Venjaramoodu police station when the accused was broughtafter his arrest, some employees of a government hospital where his swab sample was taken and 12 officials of thePoojapura central jail have gone into quarantine, police sources said.

. Meanwhile, Malayalam film actor Suraj Venjaramoodu and Vamanapuram MLA D K Murali (CPI) are under self-imposed quarantineas they had attended a function in which the circle inspector had taken part.

Two days ago, a car in which illicit liqour was being transported had hit a policeman and sped away, but people managed to stop the vehicle and the three accused, who were in an inebriated state, were arrested, sources said.
