Illegal mining: process to recover Rs 137 crore losses hits a wall

Bengaluru, Jun 29: The state government has failed to recover losses caused to the exchequer due to illegal mining in the state.mining

Department of Mines and Geology (DMG) had issued notices to 105 miners and individuals for recovery of Rs 134 crore in March 2017, by giving one month's time. However, even after three months, not a single recovery case has been successful.

The step to recover losses was taken by the DMG based on the investigation reports of Special Investigation Team (SIT). In September 2012, the government had set up the SIT to probe cases of illegal mining and export of less than 50,000 MT of iron ore. Based on the charge sheets filed by the SIT, which has details of quantity of iron ore illegally mined and exported, the DMG issued recovery notices. The notices were issued to various mining companies and individuals under Section 21 (5) of the MMDR Act .

Sources said that this was the first step taken by the government to recover the loss. The notice mentioned the CEC report, subsequent Supreme Court directions and SIT charge sheets and stated: “You are hereby asked to show cause as to why you should not be called upon to pay above said value of the material, along with the other persons involved in above illegality, on or before 05-04-2017, failing which action will be initiated to recover the amount under Section 25 of MMDR Act. This is only a recovery proceedings and will not stop the criminal proceedings which have been initiated by the respective investigating agencies. (sic)'”

A senior official said that such notices were issued to sitting MLAs B Nagendra (Kudligi) and Anand Singh (Vijayanagar), who own mining leases in Ballari district and have been chargesheeted by the SIT and, also to illegal transporters of iron ore in Ballari such as ‘Kharapudi’ Mahesh and ‘Swastik’ Nagaraj and others.

Sources said that while recovery process has hit a wall, the state government renewed licences of certain miners whose names also figure in the list of 105 who have been slapped with notices. Miners say that the move by the state government amounts to levying penalty from two sources simultaneously.

“Notices issued by the department (Mines and Geology) is both against ‘B’ and ‘C’ category mines. The Supreme Court has already ordered recovery of penalty from ‘C’ category mines and the contribution has gone towards R&R (reclamation and rehabilitation). Same is the case with the ‘B’ category mines. Issuing notices to very companies, seeking penalty, amounts to double jeopardy,” said Basant Poddar, Member of Federation of Indian Mineral Industries.

‘Rs 16K crore loss to state’

The Lokayukta report had stated that 2.98 crore tonnes of illicit iron ore was mined and exported during 2006-2010. The report had named 787 officials and 100 companies as responsible for illegal mining. The report said the loss to the state exchequer during the said period was Rs 16,085 crore.

Mangaluru / Dammam, July 14: As many as 180 NRIs from Karnataka who were stranded in Saudi Arabia amid Covid 19 crisis today reached their home country by a flight charted by a Jubail based company KMT.

The Indigo flight carrying 174 adult passengers and 6 infants took off from King Fahad Airport, Dammam at 6:30 a.m. and landed at Mangaluru International Airport at 1:30 p.m.

Pregnant women, people with serious ailments and those who lost jobs are among the passengers. KMT has provided free ticket for some of the passengers who were in dire need of support.

KMT is a company which is head quartered in Jubail, Saudi Arabia was formed by natives of Addoor, Dakshin Kannada -  Shoukath, Abdul Razaq, Siddique and Abdul Rahman.

The CEO of KMT, Mr. Abdul Razaq has thanked Dr. Arathi Krishna, former president of KNRI Forum for her support to KMT in chartering flight.

He has also has expressed his gratitude to D.K district administration, director of SACO  company Mr. Althaf Ullal and KMT operation Manager Mr. Sadiq Ahmed and his team for their cooperation.

Bengaluru, Jul 3: The Karnataka government is allowing select asymptomatic and mildly symptomatic Covid-19 patients to recuperate at home as part of home isolation guidelines, an official said on Friday.

"Only those who are asymptomatic or mildly symptomatic shall be allowed to be in isolation at home," said a health official, highlighting that such patients should be properly oriented on home isolation.

However, before home isolation, a health team will visit the patient's house and assess its suitability for executing home isolation.

Similarly, the patient should be provided with a tele-consultation link for initial triage, daily follow up and during the entire home isolation time.

For a daily update, the patient isolated at home should give a report on his health status to the physician or health authorities.

"The home isolation shall be with the knowledge of the family members, neighbours, treating physician and local health authorities," said the official.

Though home isolation is allowed, it is not a blanket permission for all asymptomatic and mildly symptomatic cases in Karnataka to avail.

"Such cases should have the requisite facility at their residence for self-isolation and also for quarantining the family contacts. A care giver should be available to provide care on 24x7 basis," said the official.

Likewise, the caregiver should also have a regular communication link between him and the hospital during the home isolation.

No patient above 50 years will be allowed to avail home isolation.

"If the patient has the following comorbidities: hypertension, diabetes, obesity, thyroid disease, they shall be well managed and under good clinical control as assessed by medical officer," he said.

However, patients with comorbidities such as kidney diseases, dialysis, heart diseases, stroke, tuberculosis, cancer and HIV cannot avail home isolation.

Likewise, immunity compromised patients and those on steroids also cannot be on home isolation.

Though pregnant women are not allowed to avail this facility, lactating women are allowed after due instruction and assessment.

The Health Department has also issued several other guidelines and protocols for a patient choosing home isolation.

Bengaluru, Jul 9: Karnataka Medical Education Minister K Sudhakar on Wednesday said the private hospitals in the state have joined hands with the state government in the fight against COVID-19 and will provide 3,500 beds for patients.

"The meeting with managements of private hospitals has been successful and they have agreed to provide 3,500 beds for COVID-19 treatment," he said while addressing a press conference.

Pointing out that the step would help in providing more beds for COVID-19 patients, he added, "The state government is thankful to the private sector for joining hands with the government in this fight against the pandemic. Apart from beds, private hospitals will also run COVID-19 care centres in collaboration with hotels to treat asymptomatic and people with mild symptoms. Together with beds and COVID-19 care centres, private hospitals will add 6,000 to 7,000 beds in coming days," he said while addressing a press conference.

The minister while clarifying on JJM Medical College stipend issue said he had a number of meetings with the college as also the CM. "Held several meetings with the college management in this regard. I also discussed the same with Chief Minister BS Yediyurappa. He already asked the college management to release the stipend of Resident Doctors and PG Medicos immediately. Now it is up to the college management to act.

Urging the residents of the state to fight the pandemic with honesty, the minister said, "We should be honest about the virus and get tested ourselves without hiding it. Wearing masks, social distancing and following government guidelines are the weapon against COVID-19, which would help us to win this war."
