India among nations sans paid paternity leave: UNICEF

United Nations, Jun 14: India is among almost 90 countries in the world without national policies in place that ensure new fathers get adequate paid time off with their newborn babies, according to a new UNICEF analysis.

Almost two-thirds of the world's children under one-year-old – nearly 90 million – live in countries where their fathers are not entitled by law to a single day of paid paternity leave, the UNICEF analysis said.

India and Nigeria, which have high infant populations, are among the 92 countries do not have national policies in place that ensure new fathers get adequate paid time off with their newborn babies.

The UN agency noted that around the world, momentum for family-friendly policies was growing. It cited the example of India, where officials are proposing a Paternity Benefit Bill for consideration in the next session of Parliament which would allow fathers up to three months of paid paternity leave.

Noting that much work remains to be done, UNICEF said in eight countries across the world, including the United States which is home to nearly four million infants, there was no paid maternity or paternity leave policy.

Other countries with high infant populations, including Brazil and Congo, all have national paid paternity leave policies, albeit offering relatively short-term entitlements.

"Positive and meaningful interaction with mothers and fathers from the very beginning helps shape children's brain growth and development for life, making them healthier and happier, and increasing their ability to learn. It's all of our responsibility to enable them to fill this role," UNICEF Executive Director Henrietta Fore said.

Evidence suggests that when fathers bond with their babies from the beginning of life, they are more likely to play a more active role in the child's development. Research also suggests that when children positively interact with their fathers, they have better psychological health, self-esteem and life-satisfaction in the long-term, the UNICEF said.

UNICEF urged governments to implement national family-friendly policies that support early childhood development, including paid paternity leave, to help provide parents with the time, resources and information they need to care for their children.

Earlier this year, UNICEF modernised its approach to parental leave provisions, with up to 16 weeks of paid leave for paternity across all of its offices worldwide – the first United Nations agency to extend such leave beyond the standard four weeks.

"We cannot be 'For Every Child', if we are not also 'For Every Parent'. We have to ask more of governments and more of employers if we're going to give fathers and mothers the time and resources they need to nurture their children, particularly during the earliest years of a child's life," Fore said.

The new analysis forms part of UNICEF's 'Super Dads' campaign, now in its second year, which aims to break down barriers preventing fathers from playing an active role in their young children's development.

The campaign celebrates Father's Day – recognised in more than 80 countries in June – and focuses on the importance of love, play, protection and good nutrition for the healthy development of young children's brains.

US dictionary Merriam-Webster will update the meaning of the word "racism" after being contacted by a Missouri black woman, who claimed the current definition fell short of including the systematic oppression of people of colour, according to media reports.

"A revision to the entry for racism is now being drafted to be added to the dictionary soon, and we are also planning to revise the entries of other words that are related to racism or have racial connotations," according to a statement of the 189-year-old dictionary shared by Kennedy Mitchum, a recent graduate of Drake University in Iowa, on her Facebook.

Mitchum, 22, emailed the dictionary last month, following the death of African American George Floyd in the custody of four Minneapolis police officers, Xinhua news agency reported.

"I kept having to tell them that definition is not representative of what is actually happening in the world," Mitchum told CNN. "The way that racism occurs in real life is not just prejudice, it's the systemic racism that is happening for a lot of black Americans."

Merriam-Webster's first definition of racism is "a belief that race is the primary determinant of human traits and capacities and that racial differences produce an inherent superiority of a particular race."

"It's not just disliking someone because of their race," Mitchum wrote in a Facebook post on Friday. "This current fight we are in is evidence of that, lives are at stake because of the systems of oppression that go hand-in-hand with racism."

In the wake of the gas leak at a factory in Visakhapatnam, the National Disaster Management Authority (NDMA) has issued detailed guidelines for restarting industries after the lockdown and the precautions to be taken for the safety of the plants as well as the workers.

In a communication to all states and union territories, the NDMA said due to several weeks of lockdown and the closure of industrial units, it is possible that some of the operators might not have followed the established standard operating procedures.

As a result, some of the manufacturing facilities, pipelines, valves may have residual chemicals, which may pose risk. The same is true for the storage facilities with hazardous chemicals and flammable materials, it said.

The NDMA guidelines said while restarting a unit, the first week should be considered as the trial or test run period after ensuring all safety protocols.

Companies should not try to achieve high production targets. There should be 24-hour sanitisation of the factory premises, it said.

The factories need to maintain a sanitisation routine every two-three hours especially in the common areas that include lunch rooms and common tables which will have to be wiped clean with disinfectants after every single use, it added.

For accommodation, the NDMA said, sanitisation needs to be performed regularly to ensure worker safety and reduce the spread of contamination.

To minimise the risk, it is important that employees who work on specific equipment are sensitised and made aware of the need to identify abnormalities like strange sounds or smell, exposed wires, vibrations, leaks, smoke, abnormal wobbling, irregular grinding or other potentially hazardous signs which indicate the need for immediate maintenance or if required shutdown, it said.

At least 11 people lost their lives and about 1,000 others were exposed to a gas leak at a factory in Andhra Pradesh''s Visakhapatnam on May 7.

The incident took place after it restarted operations when the government allowed industrial activities in certain sectors following several weeks of lockdown.

The lockdown was first announced by Prime Minister Narendra Modi on March 24 for 21 days in a bid to combat the coronavirus threat. The lockdown was then extended till May 3 and again till May 17.

New Delhi, Jan 17: E-commerce major Amazon on Friday said it plans to create one million new jobs in India over the next five years through investments in technology, infrastructure and its logistics network.

These jobs are in addition to the seven lakh jobs Amazon's investments have enabled over the last six years in the country.

"Amazon plans to create one million new jobs in India by 2025," the company said in a statement, adding that the jobs - created both directly and indirectly - will be across industries, including information technology, skill development, content creation, retail, logistics, and manufacturing.

Amazon.com Inc chief Jeff Bezos had on Wednesday announced USD 1 billion (over Rs 7,000 crore) investment in India to help bring small and medium businesses online and committed to exporting USD 10 billion worth of India-made goods by 2025.

"We are investing to create a million new jobs here in India over the next five years," Bezos said.

"We’ve seen huge contributions from our employees, extraordinary creativity from the small businesses we've partnered with, and great enthusiasm from the customers who shop with us—and we’re excited about what lies ahead," Bezos added.

India has prioritised job creation and skilling initiatives – including the training of more than 400 million people by 2022 – in rural and urban areas.

"Amazon’s job creation commitment and investment in traders and micro, small and medium enterprises (MSMEs) complement this social inclusion and social mobility efforts by creating more opportunities for people in India to find employment, build skills, and expand entrepreneurship opportunities," the statement said.

The new investments will help to hire talent to fill roles across Amazon in India, including software development engineering, cloud computing, content creation, and customer support.

Since 2014, Amazon has grown its employee base more than four times, and last year inaugurated its new campus building in Hyderabad – Amazon’s first fully-owned campus outside the United States and the largest building globally in terms of employees (15,000) and space (9.5 acres).

The investments will also help in expanding growth opportunities for the more than 5,50,000 traders and micro, small, and medium-sized businesses – including local shops – through programs like Saheli, Karigar, and “I Have Space”.
