India announces USD 1 billion credit line to Mongolia

Ulan Bator, May 17: India today announced a credit line of USD 1 billion to Mongolia to expand its economic capacity and infrastructure, as they decided to upgrade their relationship from Comprehensive to "Strategic Partnership".modi mangolia

Narendra Modi, the first Indian Prime Minister to visit Mongolia, held wide ranging talks with his counterpart Chimed Saikhanbileg here following which the two sides inked 14 agreements covering defence, cyber security, agriculture, renewable energy and health sector.

"I am pleased to announce that India will provide a Line of Credit of USD one billion to support expansion of Mongolia's economic capacity and infrastructure," Modi said at a joint press interaction with Saikhanbileg at State Palace.

Asserting that Mongolia is an integral part of India's Act East Policy, he said the destinies of the two countries are closely linked with the future of Asia Pacific Region.

"We can work together to help advance peace, stability and prosperity in this region," the Prime Minister said.

"In a reflection of our commitment to further deepen our relationship, we have decided to upgrade our Comprehensive Partnership to 'Strategic Partnership'," he said.

Stating that it was a great honour to be the first Prime Minister of India to visit Mangolia, Modi said, "It is a special privilege to come on the occasion of two important milestones that unite us – 25 years of democracy in Mongolia and 60 years of diplomatic relations between our two nations."

Commenting on his counterpart Saikhanbileg's remarks that India is the "spiritual neighbour and third neighbour" of Mongolia, Modi said, "We will always fulfil the responsibility that comes with this honour."

"I was very pleased with my discussions with Prime Minister today. We have strong convergence of views on bilateral relations and our regional and international partnership," he said.

"The agreements that we have just signed speak to the depth of the relationship. These cover economic relations, development partnership, defence and security, and people-to-people contacts," the Prime Minister added.

Modi said the cooperation between National Security Councils of the two countries will provide a strategic framework for cooperation.

India will also help establish a cyber security centre in Mongolia's defence and security establishment.

"We attach high importance to our security cooperation. We will continue to participate in each other's defence exercises. The agreements today will deepen our cooperation in border security and cyber security," Modi said.

Noting that the trade and investment relations between two countries are modest, Modi said, "We will take our economic partnership to a new level."

"There is huge potential in civil nuclear sector, mining, healthcare, pharmaceuticals and dairy. We should also explore the possibilities of using digital technology to expand our economic relations," he said.

He also announced to increase the ITEC training slots for Mongolia from 150 to 200 and establish an India-Mongolia Joint School.

"I conveyed to Prime Minister that we greatly value our international partnership, which is based on our friendship, shared spiritual heritage and democratic values. These also provide solid foundation for our cooperation in our region," Modi said, adding that the two countries are starting a "new era in our partnership".

The Prime Minister also thanked Mongolia for its strong support for India's permanent membership of UN Security Council.

Modi, who arrived here last night on the second leg of his three-nation tour, was earlier given a ceremonial welcome at the State Palace.

India has a strong linkage of Buddhism and democracy with Mongolia and was the first country outside the Soviet bloc to establish diplomatic relations with it.

India feels that there is excellent potential for cooperation with Mongolia in the minerals sector. Mongolia is mineral-rich country in coking coal, copper, rare earths and uranium.

India already has a civil nuclear agreement with Mongolia which provides for uranium exports to the country once the domestic laws here permit prospecting and mining.

New Delhi, Mar 3: Delhi's Tihar Prison authorities had made all necessary preparations for the hanging of four convicts in the Nirbhaya gangrape-and-murder case which was scheduled for Tuesday, officials said Monday.

However, on Monday evening, a city court deferred the hanging till further orders.

Postponing the execution, Additional Sessions Judge Dharmender Rana said the hanging cannot be carried out pending disposal of Pawan Gupta's mercy plea before the President, observing any condemned convict must not meet his "Creator" with grievance against courts for not acting fairly on the opportunity to exhaust legal remedies.

"We had made all the necessary arrangements for the execution of the four convicts which was scheduled for Tuesday at 6 AM. Now, the execution has been postponed and we are waiting for the further order by the court," a senior jail official said.

The hanging of the four men -- Mukesh Kumar Singh (32), Vinay Kumar Sharma (26), Akshay Kumar Singh (31) and Pawan -- who are lodged in Tihar jail, was fixed for March 3 in Tihar jail on a court order.

"We had checked the ropes. Hangman was called and dummy executions were carried out," another senior jail official said.

Barring Pawan, the other three had in the previous weeks moved curative petitions and mercy pleas which were all dismissed.

The first date of execution -- January 22 -- fixed on January 7 was postponed by the court to February 1. But on January 31, the court indefinitely postponed the hanging. On February 17, the court again issued fresh date for execution of death warrants for March 3 at 6 AM.

The court in its orders observed that the four convicts cannot be hanged since a mercy plea of one or the other convict was pending.

New Delhi, Jun 10: Delhi recorded 1,366 fresh cases of COVID-19 on Tuesday, taking the tally to 31,309, while the death toll mounted to 905, authorities said on Wednesday.

According to a health bulletin issued by the Delhi government's health department, there are 18,543 active cases, while 11,861 patients have either recovered, been discharged or migrated.

No health bulletin was issued on Tuesday.

Kanpur, Jul 10: Kanpur encounter main accused Vikas Dubey, who was injured in an encounter with the police, died on Friday, the police said.

"Gangster Vikas Dubey arrested for killing eight policemen is dead," confirmed the police.

According to SP Kanpur West Anil Kumar, gangster Vikas Dubey attempted to flee after the car overturned. Dubey attempted to flee by snatching pistol of the injured policemen. However, he was shot in the retaliatory firing.

"Vikas Dubey attempted to flee by snatching pistol of the injured policemen after the car overturned. Police tried to make him surrender, during which he fired at the policemen. He was injured in retaliatory firing by police. He was later rushed to the hospital," SP Kanpur West told reporters here.

Dubey, the main accused in the Kanpur encounter was arrested by the police in Ujjain on Thursday morning. He was on the run for the last six days and had come to Ujjain to offer prayers at Temple, where he was identified by a security guard at the shrine.

The gangster is the main accused in the encounter that took place in Bikru village in Chaubeypur area of Kanpur last week, in which a group of assailants allegedly opened fire on a police team, which had gone to arrest Dubey. Eight police personnel were killed in the encounter.

Dubey managed to escape after the killing.  The Uttar Pradesh police launched a hunt for him and raised the bounty on him to Rs 5 lakh.

Bahua Dubey and Prabhat Mishra, close aides of the main accused, were killed in separate encounters in Etawah and Kanpur respectively, on Thursday.

The main accused's other aide Shyamu Bajpai was arrested by the Chaubeypur police following an encounter. He carried a reward of Rs 25,000, the police informed on Wednesday. Earlier the same day, Uttar Pradesh's Special Task Force (STF) gunned down Vikas Dubey's close aide Amar Dubey in Hamirpur district.
