India, France ink Rafale fighter plane accord but haggle over price

New Delhi, Jan 26: India signed an inter-governmental pact on Monday to buy 36 French-built Rafale fighter planes, but the leaders of both countries said there was still work to do to finalise financial terms after months of talks.

The deal, worth an estimated $9 billion, was to have been the centrepiece of a visit to India by French President Francois Hollande, invited as guest of honour for Tuesday’s Republic Day parade.

But Hollande and his host, Narendra Modi, both said further talks were needed to finalise the terms of the deal, which the Indian prime minister had announced when he visited France last spring.

Hollande described the deal on Rafale as “a decisive step”, adding: “There remain financial issues which will be sorted out in a couple of days.”

However, Dassault Aviation, the aircraft-maker, said in a statement it expected a complete agreement on the planes in four weeks’ time.

Both leaders played up their interest in cooperating in the fight against international militant groups, with Hollande saying France and its allies would strike “again and again” against Islamic State.

“ISIS is provoking us in the worst possible way,” Hollande said, using an acronym for Islamic State, which controls parts of Syria and Iraq, and was behind several attacks on Paris in November that killed 130 people.

ARMS DEAL

Hollande and Modi stepped into the Rafale deal last year, ordering government-to-government talks after commercial negotiations with Dassault had collapsed.

The leaders agreed to scale back the original plan for 126 Rafale planes to just 36 in flyaway condition, to meet the Indian Air Force’s urgent needs, as it faces an assertive China and long-time foe Pakistan.

The fighter deal is part of a $150-billion military overhaul India has launched, drawing global arms makers into one of the world’s biggest markets.

“France is a special friend. Eighteen years ago, France was the first country we signed a strategic partnership with. We are now here to take it higher,” Modi told a joint news conference after his talks with Hollande.

In other business, France’s Alstom signed a pact with Indian Railways to make 800 locomotives in India, a boost for Modi’s drive to build a domestic industrial base and provide jobs to a growing workforce.

Hollande said an agreement for France’s Areva to build six nuclear reactors in India should be concluded within a year. The two sides have been wrangling over the price of power from these units for more than a year.

Hollande and Modi have agreed to hasten the nuclear talks and aim for construction to begin in early 2017, they said in a joint statement.

“From nuclear cooperation to railway locomotives, we are sowing the seeds of an ever-tightening web of cooperation between our two countries, “ Modi said.

French companies will invest $10 billion in India over the next five years, chiefly in the industrial sector, Finance Minister Michel Sapin said earlier in New Delhi.

Lucknow, May 24: The Yogi Adityanath government in Uttar Pradesh has banned Corona patients from keeping mobile phones inside isolation wards of COVID-19 hospitals in the state.

Patients admitted in dedicated L-2 and L-3 COVID hospitals will no longer will allowed to take mobile phones along with them in the isolation wards in order to check the spread of the infection.

According to an order issued by the state government late on Saturday night, two mobile phones will now be available with the ward in-charge of the COVID care centres so that patients and talk to their family members and administration if required.

Further, the orders specify that the mobile numbers should be communicated to the family members of the patients also.

Director General Medical Education, K.K. Gupta, who issued the order, has informed all concerned officials and directors of dedicated COVID hospitals.

"To facilitate the communication between COVID-19 patients admitted in clinics, with their family members, or anyone else, ensure that two dedicated mobile phones while adhering to infection prevention norms, are kept with ward in-charge of COVID care centre," the order said.

According to the latest data available on the website of the Ministry of Health and Family Welfare, Uttar Pradesh now has 5,735 cases of Corona positive patients and the numbers have been growing steadily since the past ten days.

Rajouri, Aug 3: Ashfaq Mehmood Choudhary, a 17-year-old boy from Chattyear of Jammu and Kashmir's Rajouri district, has developed a file-sharing app 'Dodo Drop' which would enable users to share audios, videos, images, and texts between two devices without Internet access.

While speaking to media persons, Ashfaq Mehmood said that the 'Dodo Drop' application is an alternative to the Chinese 'SHAREit' app. "The Indian government has banned several Chinese apps due to data breaching, and among those apps was SHAREit which was used for sharing files.

Users faced a lot of problems due to the ban, and so I decided to make this file-sharing app. With 'Dodo Drop', users can share audios, videos, images, and even texts," he said.

Ashfaq said that it took him four weeks to develop the application, and it was launched on August 1 this year. The 'Dodo Drop' application has a transfer rate of up to 480 mbps, which is faster than the SHAREit app and is "quite easy" to use.

"Users can transfer data comprising photos, videos, audios, apps, texts, etc. between two devices with no Internet access. The transfers are fully encrypted and secure," he added.

"Our Prime Minister has always asserted the need for decreasing the dependency on foreign products and apps and to focus on the development of India-based apps. I tried to be part of the initiative of 'Aatmanirbhar Bharat' by developing an India-based file-sharing app. I want to develop global-standard apps for India," he added.

"We support and cooperate with him. He generates his own income by working on some projects and utilises it. We will continue to support him," said Parvez Ahmed Choudhary, Ashfaq's father.

In July, the Ministry of Electronics and Information Technology (MEITY) banned 47 apps, which were variants and cloned copies of the 59 apps banned earlier in June. These banned clones included SHAREit Lite, Tiktok Lite, Helo Lite, BIGO LIVE Lite, and VFY Lite.

The 59 apps had been banned by the Centre in June in view of the information available that they were engaged in activities which were "prejudicial to sovereignty and integrity and defence" of the country.

Almost all the apps banned had some preferential Chinese interest and the majority had parent Chinese companies.

The ban came amid border tensions with China in the Eastern Ladakh region.

The Retailers Association of India (RAI) has said that ad hoc lockdowns by state governments are impacting the businesses of already-stressed retailers, along with hurting the economic revival of the country.

In a statement, the body of the organised retail industry said that the long road to recovery for the Indian retail industry continues to meet stumbling blocks with numerous restrictions being imposed at the state and local levels.

"Total lockdowns in some places and limited operational hours and days in several others are creating setbacks for retailers as the already stressed retail businesses are getting further interrupted and in turn, dampening consumer sentiment," it said.

According to RAI, although the intentions are that of citizen safety and social distancing, the recent instances of local lockdowns and ad hoc restrictions being imposed in Uttar Pradesh, Maharashtra, Andhra Pradesh and Karnataka are having a distressing impact on retail businesses.

Retailers are already facing huge setbacks in terms of payment of wages and rentals due to very low sales of about 40 per cent as compared to last year, thanks to the extended lockdown, it said.

Contesting the restrictions on operating hours, Sandeep Kataria, CEO, Bata India said: "Restricted shopping time can lead to unnecessary overcrowding of stores, which is unfavourable towards the personal safety of both store staff and customers. Longer operational hours will support recovery for retailers as well as help adhering to social distancing norms."

Arvind Mediratta, MD and CEO, METRO Cash & Carry India said that these lockdowns will create severe inconvenience for all citizens as they also bar operations of food and grocery retail and wholesale stores.

Such hastily-implemented decisions by states undermine investor confidence and would come in the way of making the country "aatmanirbhar" or self-reliant, he said.

Voicing the concerns of retailers, the RAI has submitted representations to various state and local authorities that puts forth recommendations to get businesses and life of consumers on the track to recovery.

It has said that authorities should mandatorily allow essential shops including kiranas, general trade shops, supermarkets, hypermarkets and wholesalers to operate every day of the week until 9 p.m. to cater to the daily needs of the customers.

It has also sought ensuring uniform and regular opening of all categories of retail for full working hours while following stringent hygiene practices and adhering to social distancing norms. This will help avoid overcrowding outside stores as demand will get distributed over all days of the week, it said.

The industry body has also asked the local authorities to open malls in all states. Malls can ensure a safe shopping experience wherein safety measures are taken by both, the mall authorities and the retailers, it said.

Kumar Rajagopalan, CEO, RAI, said: "The need of the hour is concerted efforts by all stakeholders. While retailers are doing their bit by following stringent hygiene practices, the policymakers too need to support to ensure economic revival across the country. Consumption is important for the country and supports the business environment."
