India offers to buy 200 foreign combat jets - if they're Made-in-India

New Delhi, Oct 29: India is offering to buy hundreds of fighter planes from foreign manufacturers - as long as the jets are made in India and with a local partner, air force officials say.jet

A deal for 200 single-engine planes produced in India - which the air force says could rise to 300 as it fully phases out ageing Soviet-era aircraft - could be worth anything from $13-$15 billion, experts say, potentially one of the country's biggest military aircraft deals.

After a deal to buy high-end Rafale planes from France's Dassault was scaled back to just 36 jets last month, the Indian Air Force is desperately trying to speed up other acquisitions and arrest a fall in operational strength, now a third less than required to face both China and Pakistan.

But Prime Minister Narendra Modi's administration wants any further military planes to be built in India with an Indian partner to kickstart a domestic aircraft industry, and end an expensive addiction to imports.

Lockheed Martin said it is interested in setting up a production line for its F-16 plane in India for not just the Indian military, but also for export.

And Sweden's Saab has offered a rival production line for its Gripen aircraft, setting up an early contest for one of the biggest military plane deals in play.

"The immediate shortfall is 200. That would be the minimum we would be looking at," said an air officer briefed on the Make-in-India plans under which a foreign manufacturer will partner local firms to build the aircraft with technology transfer.

India's defence ministry has written to several companies asking if they would be willing to set up an assembly line for single-engine fighter planes in India and the amount of technology transfer that would happen, another government source said.

"We are testing the waters, testing the foreign firms' willingness to move production here and to find out their expectations," the person said.

Operational gaps

India's air force originally planned for 126 Rafale twin-engine fighters from Dassault, but the two sides could not agree on the terms of local production with a state-run Indian firm and settled for 36 planes in a fly-away condition.

Adding to the military's problems is India's three-decade effort to build a single-engine fighter of its own which was meant to be the backbone of the air force. Only two of those Light Combat Aircraft, called Tejas, have been delivered to the air force which has ordered 140 of them.

The Indian Air Force is down to 32 operational squadrons compared with the 45 it has said are necessary, and in March the vice chief Air Marshal B.S. Dhanoa told parliament's defence committee that it didn't have the operational strength to fight a two front war against China and Pakistan.

Jet makers respond

Saab said it was ready to not only produce its frontline Gripen fighter in India, but help build a local aviation industry base.

"We are very experienced in transfer of technology - our way of working involves extensive cooperation with our partners to establish a complete ecosystem, not just an assembly line," said Jan Widerström, Chairman and Managing Director, Saab India Technologies.

He confirmed Saab had received the letter from the Indian government seeking a fourth generation fighter. A source close to the company said that while there was no minimum order set in stone for it to lay down a production line, they would expect to build at least 100 planes at the facility.

Lockheed Martin said it had responded to the defence ministry's letter with an offer to transfer the entire production of its F-16 fighter to India.

"Exclusive F-16 production in India would make India home to the world's only F-16 production facility, a leading exporter of advanced fighter aircraft, and offer Indian industry the opportunity to become an integral part of the world's largest fighter aircraft supply chain," Abhay Paranjape, National Executive for Lockheed Martin Aeronautics Business Development in India said in an email.

U.S. Top supplier

Lockheed's offer comes on the back of expanding U.S.-India military ties in which Washington has emerged as India's top arms supplier in recent years, ousting old ally Russia.

Earlier this year Boeing also offered India its twin-engine F/A-18 Hornets, but the level of technology transfer was not clear.

India has never previously attempted to build a modern aircraft production line, whether military or civilian. State-run Hindustan Aeronautics (HAL) has assembled Russian combat jets including the Su-30, but these are under licensed production.

"We have never had control over technology. This represents the most serious attempt to build a domestic base. A full or a near-full tech transfer lays the ground for further development," said retired Indian air marshal M. Matheswaran, a former adviser at HAL.

He said the Indian government would be looking at producing at least 200 fighters, and then probably some more, to make up for the decades of delay in modernising the air force.

New Delhi, May 4: The government has not talked about charging anything from migrant labourers as 85 per cent of the transportation cost is borne by the railways and 15 per cent by state governments, the Centre said on Monday amid a row over the national transporter allegedly charging the workers for ferrying them home during the COVID-19-induced lockdown.

The government also said the process of transporting the stranded migrant labourers was being coordinated by states “except for one or two states”.

Asked if the migrant labourers were being charged for being ferried home, Joint Secretary at the Health Ministry Lav Agarwal said that as far as migrant labourers are concerned, the guidelines have clearly stated that under the infectious disease management one should stay where he or she is.

“Based on the request given from states for particular cases, permission was given to run special trains. Be it government of India or the Railways, we have not talked about charging from workers. Eighty-five per cent of the transportation cost is borne by the Railways, while states have to bear 15 per cent of the cost,” he told reporters.

“Based on the request of the states the process that started, under which limited number of stranded migrant labourers have to be transported for a particular reason, is being coordinated by the state governments, except for one or two states,” Agarwal said.

At the daily briefing on the COVID-19 situation, Agarwal also said that in the last 24 hours, 1,074 COVID-19 patients have recovered, the highest number of recoveries in one day.

The recovery rate stands at 27.52 per cent with 11,706 COVID-19 patients cured till now, he said.

Agarwal said in the last 24 hours, 2,553 novel coronavirus cases were reported, taking the number of overall cases to 42,533. The total number of active cases stands at 29,453, he said.

The joint secretary also said that the COVID-19 curve is relatively flat as of now and it was not right to talk in terms of when the peak would come.

“If we collectively work then the peak might not ever come, while if we fail in any way we might experience a spike in cases,” he said.

Amitabh Kant, Chairman of the Empowered Group dealing with civil society, NGOs, industries and international partners, said in 112 aspirational districts, “we worked with the collectors and in these 112 districts only 610 cases have been reported which is two per cent of the national level infection”.

In these 112 districts, 22 per cent of India's population resides, he said.

In a few districts like Baramulla, Nuh Rachi, Kupwara and Jaisalmer more than 30 cases have been reported, while in the rest of the places very few cases are there, Kant said.

New Delhi, May 15: Union Health Minister Harsh Vardhan has appealed to all states and Union Territories to ban the sale of smokeless tobacco products and spitting in public places in line with the orders of the Rajasthan and Jharkhand governments to prevent the spread of coronavirus infection.

In a letter to all state health ministers, Vardhan said smokeless tobacco users have a tendency to spit in public places or otherwise and therefore, increase health risks especially those of spreading contagious diseases like COVID-19, tuberculosis, swine flu, encephalitis and others.

"Use of smokeless tobacco also creates an unhygienic environment which further spreads the diseases. The large gathering at the retail outlets where smokeless tobacco products are sold, also pose the risk of spread of COVID-19," he said.

In the letter dated May 11, the Union minister underlined that tobacco use is a major threat to public health globally. He also mentioned the Indian Council of Medical Research's (ICMR) appeal to the public not to consume and spit smokeless tobacco products in public places.

Chewing tobacco products and areca nut increases the production of saliva followed by a very strong urge to spit. Spitting in public places could enhance the spread of the COVID-19, Vardhan said.

"By banning spitting in public places, states and UTs can help in achieving not only Swachh Bharat but also Swasth Bharat (Clean India and Healthy India)," he said.

Vardhan also mentioned the May 1 guidelines issued by the Union Home Ministry under the National Disaster Management Act, 2005, which stipulate that "spitting in public places shall be punishable with fine as may be prescribed by the state/UT local authority and consumption of liquor, pan, gutkha, tobacco etc in public places is not allowed".

Appreciating the efforts of Rajasthan and Jharkhand in this direction, the Union Health Minister urged all states to take similar measures and create widespread awareness regarding the harm of spitting in public places.

The Rajasthan government had by an ordinance banned spinning in public places and sale of paan, gutka and tobacco in the wake of the coronavirus outbreak. The Jharkhand too has imposed a complete ban on all types of tobacco products to prevent spitting in public places that could increase the spread of coronavirus infection.

"I am happy to note that the governments of Jharkhand and Rajasthan have already completely banned the sale of tobacco products and spitting in public places. Therefore, I urge upon you to take similar measures and also create widespread awareness in your state/ UT regarding harms of spitting in public places.

"It is also requested that the directions of Ministry of Home Affairs in this regard may be implemented scrupulously and effectively," Vardhan said in the letter.

Tobacco smoking is a known risk factor for many respiratory infections and increases the severity of related diseases. A review of studies by public health experts convened by WHO on April 29 found that smokers are more likely to develop severe diseases, compared to non-smokers, said Binoy Mathew, senior programme officer of Voluntary Health Association of India.

It is one of the main risk factors for a number of chronic ailments, including cancer, lung and cardiovascular diseases, he said, adding that according to the Global Adult Tobacco Survey, with 268 million or 28.6 per cent of all adults in India, the country has the second largest number of tobacco users in the world.

At least 12 lakh die from tobacco-related diseases every year, Mathew said.

Those keen to quit smoking and smokeless products can avail of free of charge telephone-based services launched by the government. The Ministry of Health has set up a National Tobacco Quit Line Services to provide counselling services to help tobacco consumers quit the habit.

New Delhi, Jun 12: India's COVID-19 tally on Friday witnessed its highest-ever spike of 10,956 cases, according to the Union Ministry of Health and Family Welfare (MoHFW).

396 deaths have been reported due to the infection during the last 24 hours.

The total number of coronavirus cases in the country now stands at 2,97,535 including 1,41,842 active cases, 1,47,195 cured/discharged/migrated and 8,498 deaths.

COVID-19 cases in Maharashtra continue to soar with the number reaching 97,648. Tamil Nadu's coronavirus count stands at 38,716 while cases in Delhi reached 34,687.
