Indian doc accused of crimes, becomes World Medical Association Prez

New Delhi, 22: The World Medical Association (WMA), the top medical-ethics body, on Friday installed an Indian doctor facing corruption charges as its president, despite controversy surrounding his appointment while legal cases are pending.desai

A statement released by the WMA said Dr. Ketan Desai delivered his inaugural speech as president on Friday at the association's annual assembly in Taiwan. He will serve in the position for 2016/17.

After he was first selected in 2009 as a future president of the WMA, Desai faced conspiracy and corruption allegations. Desai has denied any wrongdoing in connection with the pending cases. He did not respond to questions from Reuters sent via email.

When Reuters asked the WMA this week for an update on Desai's legal situation, spokesman Nigel Duncan said the association had nothing more to say.

"I don't think there's anything we want to add to what we have already said," Duncan said. He did not answer questions about Desai's legal cases or what the ethics body had been told about them in recent months.

In one case filed in New Delhi in 2010, Desai faces charges of corruption and criminal conspiracy for allegedly being involved in a conspiracy to obtain a bribe of 20 million rupees ($450,000 at the time) from a medical college. In return, investigators allege Desai helped the school get permission from the Medical Council to add more students. When contacted last year, the college, which is not a defendant in the case, declined to comment.

Desai was arrested in the Delhi case and jailed in 2010 pending a possible trial. He was later released on bail. That year his inauguration as the WMA president was suspended. In 2013, the WMA decided to lift the suspension after receiving assurances from the Indian Medical Association, which Desai once headed.

The Indian Medical Association did not respond to queries from Reuters this week.

A Reuters investigation published in July last year showed that the Indian Medical Association had incorrectly told the WMA that charges against Desai had been withdrawn. Representatives of major doctors organizations accepted the information as fact. The Indian Medical Association said last year that it never misled the WMA. (reut.rs/1LZx8BM)

The WMA had said it took questions raised in the Reuters article "very seriously" and would look into them. Later, in October 2015, the WMA upheld its decision to appoint Desai as president, without giving reasons.

A source at India's Central Bureau of Investigation said this week that the New Delhi case was still active though it was on hold due to a pending appeal in the Supreme Court. The source said Desai still needs to appear before the district court judge during hearings.

A court document dated Aug. 3 shows Desai, a urologist by training, submitted an application to seek an exemption from a personal appearance in court that day due to an illness. The next hearing is scheduled for Nov. 4.

Proceedings in a separate case, alleging Desai was involved in a conspiracy to have the Medical Council of India allow a private medical school to add more students, were put on hold last year by a district court in northern Uttar Pradesh state until investigators obtain government permission to prosecute. Desai's counsel in the case, Purnendu Chakravarti, said this week there was no change in the status of the case.

An overburdened and under-resourced Indian judiciary system means court cases can drag on for years in the country.

Based in France, the WMA sets ethical standards for physicians worldwide and represents millions of doctors. Known for its pioneering work in ethics, its members include the American Medical Association and the British Medical Association.

Geneva, May 27: The number of confirmed cases of COVID-19 worldwide has increased by nearly 100,000 over the past 24 hours to surpass 5.4 million, the World Health Organisation (WHO) said.

According to the WHO, the global case tally currently stands at 5,404,512 -- a rise by 99,780 over the past day.

The death count worldwide amounts to 343,514 -- an increase by 1,486.

Most cases of infection are recorded in the Americas -- 2,454,452, with 143,739 deaths.

Beijing, Jul 6: A city in northern China on Sunday sounded an alert after a suspected case of bubonic plague was reported, according to official media here.

Bayannur, Inner Mongolia Autonomous Region, announced a level III warning of plague prevention and control, state-run People’s Daily Online reported.

The suspected bubonic plague case was reported on Saturday by a hospital in Bayannur. The local health authority announced that the warning period will continue until the end of 2020.

"At present, there is a risk of a human plague epidemic spreading in this city. The public should improve its self-protection awareness and ability, and report abnormal health conditions promptly,” the local health authority said.

On July 1, state-run Xinhua news agency said that two suspected cases of bubonic plague reported in Khovd province in western Mongolia have been confirmed by lab test results.

The confirmed cases are a 27-year-old resident and his 17-year-old brother, who are being treated at two separate hospitals in their province, it quoted a health official as saying.

The brothers ate marmot meat, the health official said, warning people not to eat marmot meat.

A total of 146 people who had contact with them have been isolated and treated at local hospitals, according to Narangerel.

Bubonic plague is a bacterial disease that is spread by fleas living on wild rodents such as marmots. It can kill an adult in less than 24 hours if not treated in time, according to the World Health Organization (WHO).

A couple died of bubonic plague in the western Mongolian province of Bayan-Ulgii last year after eating raw marmot meat.

The news of bubonic plague came after Chinese researchers issued an early warning over another potential pandemic caused by an influenza virus in pigs.

Scientists from China Agricultural University, the Chinese Centre for Disease Control and Prevention and other institutes detected a pig influenza virus bearing genotype 4 (G4), which is contagious among pigs and has the possibility of jumping to humans, as the G4 virus is able to bind with human cells, state-run Global Times reported last week.

The researchers are concerned that it could mutate further so that it can spread easily from person to person, and trigger a global outbreak, BBC reported.

"Controlling the prevailing G4 EA H1N1 viruses in pigs and close monitoring in human populations, especially workers in the swine industry, should be urgently implemented," Chinese researchers warned in the paper.

The new diseases were reported even as China grappled with the second attack of Covid-19 in Beijing after controlling it in Wuhan where it was first reported in December last year.

On Saturday, Beijing reported a single-digit Covid-19, local authorities said Sunday.

The number of newly confirmed Covid-19 cases reached a peak in Beijing on June 13 and 14 and then started declining in general, Xinhua quoted local officials as saying.

From June 11 to July 4, the city reported 334 confirmed locally transmitted cases, 47 per cent of whom are workers of the Xinfadi wholesale food market, the official said.

Melbourne, Apr 10: Scientists have identified six drug candidates from more than 10,000 compounds that may help treat COVID-19.

The research, published in the journal Nature, tested the efficacy of approved drugs, drug candidates in clinical trials and other compounds.

"Currently there are no targeted therapeutics or effective treatment options for COVID-19," said Professor Luke Guddat from the University of Queensland in Australia.

"In order to rapidly discover lead compounds for clinical use, we initiated a programme of high-throughput drug screening, both in laboratories and also using the latest computer software to predict how different drugs bind to the virus," Guddat said.

The project targeted the main COVID-19 virus enzyme, known as the main protease or Mpro, which plays a pivotal role in mediating viral replication, the researchers said.

This makes it an attractive drug target for this virus, and as people don't naturally have this enzyme, compounds that target it are likely to have low toxicity, they said.

"We add the drugs directly to the enzyme or to cell cultures growing the virus and assess how much of each compound is required to stop the enzyme from working or to kill the virus. If the amount is small, then we have a promising compound for further studies," said Guddat.

After assaying thousands of drugs, researchers found of the six that appear to be effective in inhibiting the enzyme, one is of particular interest.

"We're particularly looking at several leads that have been subjected to clinical trials including for the prevention and treatment of various disorders such as cardiovascular diseases, arthritis, stroke, atherosclerosis and cancer," Guddat said.

Researchers said compounds that are already along the pipeline to drug discovery are preferred, as they can be further tested as antivirals at an accelerated rate compared to new drug leads that would have to go through this process from scratch.

"With continued and up-scaled efforts we are optimistic that new candidates can enter the COVID-19 drug discovery pipeline in the near future," Guddat said.
