Indonesian police kill dozens in Asian Games 'clean-up'

Jakarta, Aug 18: Indonesian police has killed dozens of petty criminals in a massive crackdown against them, ahead of the 18th edition of the Asian Games that begins today.

According to a report by the Amnesty International, 31 people died in police raids between January and August this year in Jakarta and Palembang, the two host cities of the Asian Games. The report also revealed that 77 people were killed by the Indonesian police across the country during the same period, CNN reported.

The total number of those killed and accused of petty crimes in 2018 represented an increase of 64 per cent over the same period in 2017. Amnesty said that the crackdown by the police was "unnecessary and excessive" and accounted for almost "zero accountability for the deaths."

"In the months leading up to the Asian Games, the authorities promised to improve security for all. Instead, we have seen the police shooting and killing dozens of people across the country with almost zero accountability for the deaths," said Amnesty International Indonesia Executive Director Usman Hamid.

He added, "These shocking figures reveal a clear pattern of unnecessary and excessive use of force by the police, and a constant veil of impunity that taints public security institutions. The hosting of an international sporting event must not come at the price of abandoning human rights. The killings must stop and all deaths must be promptly and effectively investigated."

The human rights group elucidated that most of the killings occurred when the low-level criminals, carrying guns and sharp weapons, rode on motorcycles to rob the passers-by.

As a part of a "public safety" operation, 14 people (11 in Greater Jakarta and three in South Sumatra region) were shot dead by the police between July 3 to 12, the Amnesty report said.

The report revealed that 41 people were shot in the legs and over 700 others arrested were charged with a criminal offence.

While accusing the Indonesian police of launching a 'shoot first and ask questions later' policy, Hamid further said, "The National Commission on Human Rights and National Police Commission must promptly launch a thorough, impartial and independent investigation into the killings and bring everyone suspected of criminal responsibility before justice, including those in the chain of command."

The Asian Games will begin on Saturday and continue till September 2 in the Indonesian cities of Jakarta and Palembang.

New Delhi, Jan 15: A Delhi court on Wednesday granted bail to Bhim Army chief Chandrashekhar Azad in connection with the Daryaganj violence case.

The court has ordered him not to hold any protest in Delhi till February 16th.

While hearing the case, the Judge had asked Azad's counsel to read out some of his social media posts.

Advocate Mehmood Pracha, representing Azad, had on Tuesday said that the petitioner was sent to jail without any evidence in connection with anti-CAA protests in Delhi's Darya Ganj area last year.

"I think the court's comments should become a precedent for the country. The Public Prosecutor at the behest of police tried to make this a communal issue. We told the court that the government has a problem with Azad because he made the CAA-NPR-NRC an issue for everyone. 
The Court also sought evidence," Pracha told ANI after Delhi's Tis Hazari court deferred the bail plea of Azad till today.

On Wednesday, the court pulled up the Delhi Police for failing to show any evidence against Azad.

Azad was arrested on December 21 last year after he led a march from Jama Masjid against the Citizenship (Amendment) Act. He was sent to judicial custody till January 18 at Tihar jail.

The Bhim Army chief was charged with rioting, unlawful assembly and inciting the mob to indulge in violence after vandalism in Delhi's Daryaganj area.

New Delhi, Feb 27: Congress leader Priyanka Gandhi Vadra on Thursday attacked the government over the transfer of Delhi High Court Judge S Muralidhar, saying the Centre's attempts to "muzzle" justice and "break people's faith in an upright judiciary are deplorable".

Delhi HC Judge S Muralidhar was transferred to the Punjab and Haryana High Court, days after the Supreme Court collegium made the recommendation.

"The midnight transfer of Justice Muralidhar isn't shocking given the current dispensation, but it is certainly sad & shameful," Priyanka Gandhi tweeted. "Millions of Indians have faith in a resilient & upright judiciary, the government’s attempts to muzzle justice & break their faith are deplorable," she said.

The judge was hearing the Delhi violence case and the late evening notification came on the day when a bench headed by him expressed "anguish" over the Delhi Police's failure to register FIRs against alleged hate speeches by three BJP leaders.

The Kozhikode International Airport located at Karipur is not safe for the landing of flights in rainy season, according to an air-safety expert, who had warned the aviation ministry and the civil aviation regulator about this in 2011. 

The warning was particularly about the dangers of permitting passenger aircraft to land on runway 10 of the airport during rains and unfavourable wind conditions. 

Nine years later, on August 7, 2020, the warning became a reality when an Air India Express pilots landed in tailwind conditions and the aircraft overshot the tabletop runway to drop off the end and crash.

 “An aircraft landing on runway 10 in tailwind will experience poor braking action due to heavy rubber deposits … All such flights … are endangering the lives of all on board,’’ said Capt Mohan Ranganathan, in a letter sent on June 17, 2011 to then director general of civil aviation Bharat Bhushan and Nasim Zaidi, chairman of a civil aviation safety advisory committee, which was formed after the May 2010 Mangaluru air crash which killed 158 people.

“My warning issued after the Mangaluru crash was ignored. It is a table-top runway with a down slope. The buffer zone at the end of the runway is inadequate,” Capt Ranganathan said. Given the topography, he pointed out, the airport should have a buffer of 240m at the end of the runway, but it only has 90m (which the DGCA had approved). “Moreover, the space on either side of the runway is only 75m instead of the mandatory 100m,” he added.

Capt Ranganathan said there is no guideline for operations on a table-top runway when it is raining. “Runway 10 approach should not be permitted in view of the lack of runway end safety area (RESA) and the terrain beyond the end of the runway. RESA of 240m should be immediately introduced and runway length has to be reduced to make the operations safe,” his letter said.

If an aircraft is unable to stop within the runway, there is no RESA beyond the end. The ILS localiser antenna is housed on a concrete structure and the area beyond is a steep slope. “The Air India Express accident in Mangalore should have alerted AAI to make the runway conditions safe. We have brought up the issue of RESA during the initial Casac-sub group meetings. We had specifically mentioned that the declared distances for both runways have to be reduced in order to comply with ICAO Annex 14 requirement,” Capt Ranganathan said.

He said the condition of the runway strip was known to DGCA teams that have been conducting inspection and safety assessments. “Have they considered the danger involved? Did the DGCA or the airlines lay down any operational restrictions or special procedures?”

The letter also refers to Approach and Landing Accident Reduction (ALAR) training, which is supposed to be mandatory before every monsoon, but airlines don’t follow it, he said. “70% of accidents take place during approach and landing and that is why this training is essential,” he added.
