Inquiry into DDCA affairs illegal: Centre

New Delhi, Jan 8: Triggering another row, the Centre has declared as "unconstitutional and illegal" the constitution of Commission of Inquiry into the DDCA affairs by the AAP dispensation in Delhi in the continuing battle between the two governments.

DDCA"Ministry of Home Affairs, Government of India, has accordingly held that the notification.....issued by the Directorate of Vigilance, Government of NCT of Delhi, is unconstitutional, illegal and therefore has no legal effect," said a letter issued by Delhi LG's office yesterday.

The rejection of the Delhi government's decision to probe the affairs of Delhi and District Cricket Association (DDCA) comes on top of a bitter fight between the Arvind Kejriwal-led AAP government and the Centre after the raid on the Delhi Secretariat a month ago.

The raid had stoked a clash between the two with Kejriwal alleging that it was meant to seize some files purportedly containing details of alleged corruption in DDCA when Finance Minister Arun Jaitley was its president between 1999 and 2013.

Kejriwal followed up his charge by his government decision to constitute a probe under the Commission of Inquiry Act headed by former Solicitor General Gopal Subramanium, who has contended that Delhi government has the authority to constitute such a probe which he would go ahead with.

As the fight continued, the Central government on Wednesday sent a communication that "the elected Government of National Capital Territory of Delhi is neither the Central Government nor the State Government within the meaning of Section 2 and 3 of the Commission of Inquiry Act, 1952. Therefore, it has no jurisdiction or power to set up a Commission of Inquiry under the said Act."

The Union Ministry of Home Affairs came to the conclusion after considering the provisions in Art 239 and 239 AA and read with provisions of General Clauses Act including the Government of India notification of August 1966.

The communication, which was sent to LG, said, "The council of Ministers (Delhi Government) may please be apprised accordingly, and all concerned be advised to act in conformity with the above decision of the Ministry of Home Affairs, Government of India."

The AAP government had on December 22 issued a notification to set up a Commission of Inquiry to probe alleged financial irregularities in the DDCA.

New Delhi, Jul 31: Air India has operated more than 2800 flights and flown over 3 lakh passengers worldwide till now under the Vande Bharat Mission.

"Air India under Vande Bharat Mission Operated more than 2800 flights and flown more than 3 lakh, 80 thousand passengers worldwide till now," Air India said in a tweet on Thursday.

The fifth phase of the Government of India's 'Vande Bharat' mission, aimed at evacuating Indian nationals stranded in various foreign countries owing to restrictions on air travel, will begin early next month, August 1.

"Under Vande Bharat Mission, we have already brought back more than 2.5 lakh stranded Indians from 53 commies," Air India had earlier said in a statement.

Over 7.88 lakh Indians stranded abroad due to coronavirus pandemic have returned under Vande Bharat Mission till July 22, Ministry of External Affairs had said.

The government started Vande Bharat Mission on May 7.

New Delhi, May 22: Air India on Friday started booking for domestic flights amid the COVID-19 lockdown.

"We have started bookings for domestic flights," said Air India in a statement.

The airlines will operate a total of 8,428 flights each week for the next three months from May 25 to August 25 as the Central government has announced the resumption of domestic flights.

Civil Aviation Minister Hardeep Singh Puri on Thursday said that a minimum and maximum fare for three months has been set for the domestic flight services, which resume from May 25.

In the case of Delhi, Mumbai the minimum fare would be Rs 3,500 for a journey between 90-120 minutes. The maximum fare would be Rs 10,000.

"This is operative for three months -- till one minute to midnight on August 24," said Puri at a press conference here.

Puri said that guidelines have been issued for the passengers and airports, which are to be followed during flight operations.

He also said that self-declaration or Aarogya Setu App status on a compatible device would be obtained to ensure that a person does not have COVID-19 symptoms.

New Delhi, April 3: The Government on Thursday launched a mobile app developed in public-private partnership as part of efforts to contain the spread of coronavirus.

"The app, called 'AarogyaSetu' will enable people to assess themselves the risk for their catching the coronavirus infection," an official release said.

It said that the app will calculate this based on their interaction with others, using cutting edge Bluetooth technology, algorithms and artificial intelligence.

"Once installed in a smartphone through an easy and user-friendly process, the app detects other devices with AarogyaSetu installed that come in the proximity of that phone. The app can then calculate the risk of infection based on sophisticated parameters," the release said.

It said that the app will help the government take necessary timely steps for assessing risk of spread of COVID-19 infection and ensuring isolation where required.

"The app's design ensures privacy. The personal data collected by the app is encrypted using state-of-the-art technology and stays secure on the phone till it is needed for facilitating medical intervention," the release said.

It said the app is available in 11 languages and has highly scalable architecture.

"This app is a unique example of the nation's young talent coming together and pooling resources and efforts to respond to a global crisis. It is at once a bridge between public and private sectors, digital technology and health services delivery," the release said.
