Instead of acting against Modi, EC withdraws its notice to Rahul

New Delhi, Dec 18: The Election Commission's dilemma over acting against Prime Minister Narendra Modi for reportedly flouting the model code of conduct during Assembly polls in Gujarat finally led to the withdrawal of a notice it served to Congress president Rahul Gandhi for the same.

The EC had served a notice to Rahul after some TV channels aired his interviews on Wednesday - just a day before the second phase polling for the election of the Gujarat State Assembly was scheduled to be held.

This had prompted the Congress to lodge a complaint with the EC over violation of the model code of conduct by the prime minister himself.

The poll panel, however, did not act against the prime minister and rather late at night on Sunday withdrew the notice served to Rahul.

It also ordered setting up a committee to review the model code of conduct and Section 126 of the Representation of India Act, 1951, which was reportedly flouted by the Congress president.

"The commission is of the considered view that due to multi-fold expansion of digital and electronic media, the extant Model Code of Conduct, the Section 126 of the R P Act 1951 and other related provisions require revisiting to cater to the requirement and challenges of the present and emerging situations," the EC stated in an order issued late at night on Sunday.

Section 126 of the R P Act 1951, and Para 1 (4) of the Model Code of Conduct prohibits campaigning during the 48 hours before the scheduled conclusion of the polling. Canvassing within 100 meters of polling stations is also prohibited under the Para 1 (4) of the Model Code of Conduct.

The poll panel, however, noted that multiphase elections might result in a situation in which even when the 48-hour prohibition on campaigning would be in force in some areas, even when electioneering would be continuing in other areas.

Besides, due to advancement of communication technology and rise of social media, even an individual can broadcast or telecast "any election-related matter" from any corner of the world, which could be received by the people of any polling area within the 48 hours when prohibition on campaigning would be in force, the EC observed.

Aug 3: Iqbal Ansari, who was a litigant in the Ayodhya land dispute case, has decided to gift a 'Ram nami' stole and a copy of the Ramcharitmanas to Prime Minister Narendra Modi when he attends the bhoomi pujan ceremony for the Ram temple here on Wednesday.

"Yes, I have received the invitation from Shri Ram Janmabhoomi Teerth Kshetra Trust for the bhoomi pujan ceremony. I will certainly attend it. The dispute is over now after the court's verdict," Ansari, 69, told .

"Our Prime Minister is coming. I will meet him and give him a 'Ramnami' stole (with Ram's name written on it) and Ramcharitmanas as a present," Ansari said.

His father Hashim Ansari, the oldest litigant in the Babri Masjid-Ram Janmabhoomi land dispute case, died at the age of 95 in 2016 after which the son started pursuing the case in the court.

Talking about Wednesday's ground-breaking ceremony to mark the beginning of the construction of a grand Ram temple here, Ansari said, "I belong to Ayodhya. All this (temple's construction) will change the fate of Ayodhya. We all want our child to get better opportunities".

He further said, "I respect sadhus and saints. I am happy to have received the invitation for the ceremony. I think it is Lord Ram's will that I attend it".

When asked what he would have done had the court decided the case in his favour, Ansari said he had wanted the construction of a school and a hospital on the disputed land.

"I feel the city needs development. The future of our children should be safe and secure and they should get employment. Dispute in the name of religion should end now and we should let the city witness a new beginning," he said.

The Supreme Court had in November last year paved the way for the construction of a Ram temple by a Trust at the disputed site of the Babri Masjid's demolition in Ayodhya, and directed the Centre to allot an alternative 5-acre plot to the Sunni Waqf Board for building a new mosque at a "prominent" place in the holy town in Uttar Pradesh.

The state government has allotted a five-acre land in Dhannipur village in Sohaval Tehsil of Ayodhya for the mosque's construction.

New Delhi, Jun 26: The Road Transport and Highways Ministry has issued a notification to enable citizens with mild to medium colour blindness to obtain a driving licence.

An official release said that the Ministry has been taking measures to enable divyangjan citizens to avail transport-related services, especially driving licence.

It said the ministry received representations that the colour blind citizens are not able to get a driving licence due to requirements in the declaration about physical fitness (Form I) or the medical certificate (Form IA).

The release said that the issue was taken up with expert medical institution and advice sought.

The recommendations received were that mild to medium colour blind citizens be allowed to drive and restrictions should only be on the severe colour blind citizens.

"This is also allowed in other parts of the world," the release said.

The notification seeks to amend Form 1 and Form 1A pertaining to Central Motor Vehicles Rules 1989.

Jan 6: Senior Bharatiya Janata Party leader Subramanian Swamy on Sunday said the country's economy is not showing good signs though Prime Minister Narendra Modi has manifested tremendous leadership skills in fighting terror and in social welfare projects.

The fiscal decisions of the government have not yielded the desired results, the Rajya Sabha MP said here.

"Modi had shown tremendous leadership skill in fighting terror, in several social areas, micro areas like bringing toilets to every village home. But the economy is a complex system...," he said while taking part in a discussion.

While every minister is talking about a 5 trillion dollar economy by 2024, but the current GDP growth has to be multiplied in four years to achieve that, the former Union minister said.

He said, if wages are slashed as a measure to cope with the situation, labor will become cheap but that will also cut down the people's purchasing power triggering dip in demand, closing down factories and rise in unemployment.

"This is one problem for which you really need an economist," he said.

Swamy said in jest, "I think Modi has one problem with me. Not only I am an economist but also a politician."
