Interest deduction on home loans raised by Rs 1.5 lakh to Rs 3.5 lakh for affordable housing

New Delhi, Jul 6: Finance Minister Nirmala Sitharaman Friday raised tax deduction limit to Rs 3.5 lakh on interest paid on housing loan sanctioned during this fiscal for purchase of first home worth up to Rs 45 lakh, a move aimed at boosting the affordable housing segment.

Besides, the government will initiate reform measures to promote rental accommodations and will finalise and circulate a model tenancy law to states, the minister said.

In her maiden Budget, Sitharaman announced that 1.95 crore homes will be provided to eligible beneficiaries till 2021-22 under the Pradhan Mantri Awas Yojana - Gramin (PMAY-G). The regulation of housing finance companies will now be done by the Reserve Bank of India instead of the National Housing Bank, she added.

To align definition of affordable housing under the Income Tax Act with GST Acts, Sitharaman proposed to increase the limit of carpet area from 30 square metre to 60 square metre in metropolitan regions and from 60 square metre to 90 square metre in non-metropolitan areas. The cost of the affordable house has been fixed at Rs 45 lakh and below.

The finance minister said the interest paid on housing loans is currently allowed as a deduction to the extent of Rs 2 lakh.

"In order to provide a further impetus, I propose to allow an additional deduction of up to Rs 1.5 lakh for interest paid on loans borrowed up to March 31, 2020 for purchase of an affordable house valued up to Rs 45 lakh," she added.

The minister elaborated that a person purchasing an affordable house will now get an enhanced interest deduction of up to Rs 3.5 lakh. "This will translate into a benefit of around Rs 7 lakh to the middle-class home buyers over their loan period of 15 years."

As per the budget document, this interest deduction will be subject to condition that the loan has to be sanctioned during the current fiscal only. The home buyer should not have any other residential property in his name on the date of sanction of loan.

To achieve the goal of 'Housing for All' and affordable housing, Sitharaman said a tax holiday has already been provided on the profits earned by developers of affordable housing.

Sitharaman proposed that several reform measures would be taken to promote rental housing.

"Current rental laws are archaic as they do not address the relationship between the lessor and the lessee realistically and fairly. A Model Tenancy Law will also be finalised and circulated to the states," she added.

On land parcels held by the public sector units, the finance minister said that large public infrastructure as well as affordable housing projects could be developed.

Sitharaman said the Pradhan Mantri Awas Yojana Gramin (PMAY-G) aims to achieve the objective of 'Housing for All' by 2022 and a total of 1.54 crore rural homes have been completed in the last five years.

"In the second phase of PMAY-G, during 2019-20 to 2021-22, 1.95 crore houses are proposed to be provided to the eligible beneficiaries," she added.

These houses are being provided with amenities like toilets, electricity and LPG connections. With the use of technology, the DBT platform and technology inputs, average number of days for completion of houses has come down from 314 days in 2015-16 to 114 days in 2017-18.

Stating that efficient and conducive regulation of the housing sector is extremely important, the National Housing Bank (NHB), besides being the refinancer and lender, is also the regulator of the housing finance sector.

"This gives a somewhat conflicting and difficult mandate to NHB. I am proposing to return the regulation authority over the housing finance sector from NHB to RBI. Necessary proposals have been placed in the Finance Bill," she added.

Bengaluru, Jan 5: Lambasting Chief Minister B S Yediyurappa over the proposal to rename Ramanagara as Nava Bengaluru, former chief minister H D Kumaraswamy on Sunday said that such a move will be an insult to Lord Ram, after whom the district is named.

In a series of tweets, Kumaraswamy accused that renaming the district was a pretext to sell its fertile irrigated land to capitalists. Yediyurappa also wants to settle a score with me by renaming it, he alleged

"If Yediyurappa wishes to develop Ramanagara, he should release the funds allocated in the budget. If you want to develop it further, you will find support from me and my people. But, don't set fire to the districts' culture and identity by changing its name," he tweeted.

New Delhi, Apr 9: The Delhi Police has traced Tablighi Jamaat leader Maulana Saad Kandhalvi, who has been on the run after an FIR was registered against him for organising a religious gathering last month despite restrictions to combat the coronavirus, sources said on Wednesday.

The cleric has been traced to Zakir Nagar in southeast Delhi, sources said.

His lawyer Tauseef Khan, however, said Saad is under self-quarantine and will join investigation after his quarantine period is over.

On March 31, Delhi Police's Crime Branch lodged an FIR against seven people, including the cleric, on a complaint by Station House Officer Nizamuddin for holding the congregation here allegedly in violation of the orders against large gathering and not maintaining social distancing to contain the spread of coronavirus.

A day later, the Delhi Police's Crime Branch wrote to Saad and others, seeking the details under Section 91 of the Code of Criminal Procedure. A second notice was also issued to him this week.

"Saad is currently under self-quarantine and will join investigation once the period of 14 days gets over," his advocate, Tauseef Khan, told PTI.

Saad's quarantine is expected to end next week.

His lawyer said a reply to the second notice will be given soon.

In an audio message last week, Saad said he was exercising self-quarantine after several hundreds who visited the Tablighi Jamaat's Nizamudddin markaz tested positive for coronavirus.

Visited by thousands last month, the Nizamudddin centre also turned out to be a hotspot for spread of coronavirus not only in national capital and country.

According to the FIR, the Delhi Police contacted the centre on March 21 and reminded them of the government order that prohibited any political or religious gathering of more than 50 people.

However, no one paid any heed to the police's direction, it said. Moreover, an audio recording purportedly of Saad was found in circulation on WhatsApp on March 21, in which he was heard asking his followers to defy the lockdown and social distancing and to attend the religious gathering of the Markaz.

On March 24, the government ordered 21-day nationwide lockdown and restricted any social, political or religious gathering.

The same day a meeting was held at Hazarat Nizamuddin police station between SHO and officer bearers of the centre.

The meeting was attended by Saad, Mohammad Ashraf, Mohammad Salman, Yunus, Mursaleen Saifi, Jishan and Mufti Shehzad and they were informed about lockdown orders.

So far, several hundred cases of COVID-19 cases across the country have been found to be linked to the Tablighi Jamaat congregation held in Delhi last month.

More than 25,500 Tablighi members and their contacts have been quarantined in the country after the Centre and the state governments conducted a "mega operation" to identify them.

At least 9,000 people participated in the religious congregation in Nizamuddin. Later, many of the attendees travelled to various parts of the country.

Mangaluru, Jan 24: Deputy Commissioner Sindhu B Rupesh on Friday said that a specialised task force to manage natural disasters would soon be constituted in all talukas of the Dakshina Kannada district, an official statement said here.

She further said in a meeting of the District Disaster Management Authority that during the floods last monsoon there was a shortage of boats to rescue stranded residents from flood-hit areas. Hence, more boats would be procured for the Home Guards and the Fire and Emergency Services.

She also instructed officials to make sure that schools have their own disaster management plans and also advised them to carry emergency materials kit, used during a natural disaster, in their vehicles.
