Intolerance has gone up due to Sectarianism

Beginning with September 2015 we witnessed a flood of ‘returning’ honors by writers, scientists and artists. There are also various statements from academics, historians, artists and scientists showing their concern about the growing intolerance and erosion of our plural values. Those who returned the honors are amongst the outstanding contributors to literature, arts, film making and science.

intoleranceThey in a way have been pouring their heart out at what is going on at social level. The growing intolerance has taken the lives of Dabholkar, Pansare and Kalburgi. There are incidents like where the lynching of one Muslim on the issue of beef eating which has shaken the conscience of the society.

In the face of this strong statement from diverse sections of society those related to the ruling party, BJP; its parent organization RSS and many of its affiliates; have been strongly criticizing these people by saying as to how come it is intolerance now just because of few incidents here and there. A section of social media is mocking those who returned the awards.

At the same time the President of India disturbed by the happenings in the society; time and again has been reminding the nation about our core civilizational values of pluralism. The vice President has told that it is the duty of the state to protect the ‘right to life’ of citizens. The international agency Moody Analytics pointed stated that unless Modi reins in his colleagues, India stands to lose her credibility. Disturbed by the current growing atmosphere of intolerance the eminent citizens are feeling uncomfortable. So we have the earlier statement of Julio Rebeiro that ‘as a Christian I am a stranger in my country’. Now Naseerudding Shah said that he is being made to realize his Muslim identity for the first time.

The poet, film maker Gulzar stated that the times have come where people ask your religion before they ask your name. The renowned tabla maestro Zakir Hussain felt that there is a drastic change in the social scenario. He recalled his father worshipping Ma Sarswati before his music sessions. Many prominent entrepreneurs like Narayan Murthi and Kiran Majumdar Shaw have shown their concern over growing intolerance. In the same boat of those calling for preserving values of pluralism are people like Raghuram Rajan, the RBI Governor.

The case of two superstars expressing their anguish did prove that intolerance has crossed the limits. When Shahrukh Khan said that there is intolerance in the society, he was advised to go to Pakistan and BJP leaders like Yogi Adityanath compared him with Hafiz Sayeed of Pakistan. Aamir Khan when he shared his conversation with his wife that she is feeling insecure about their son, the whole RSS cabal pounced on him, challenged his patriotism. During all these episodes our Prime Minister Narendra Modi maintained a silence, giving the signal that he is in agreement with RSS-BJP leaders making these statements. These organizations and leaders giving ‘Hate other’ statements have sometimes been called fringe elements, but as such they are part of the Sangh Parivar, and all the members of the RSS combine act in coordination with each other.

The ruling dispensation, the BJP leaders have come out scathingly on these creative people-scientists and labeled the whole process as ‘manufactured rebellion’ as put by Arun Jaitley. It has been alleged that those returning awards are the leftists or those who were recipients of privileges from the state when Congress was the ruling party and now with BJP coming to power from last one year, they are baffled and so the protests. It has been alleged that these people are trying to derail the ‘development story’ being written by the BJP under the leadership of Narendra Modi. Jaitley even goes to say that Narendra Modi is the victim of intolerance by these people returning their awards. Some like Rajnath Singh have asserted that it is a mere ‘law and order’ problem for which state governments are responsible while these people are targeting Modi government. The response to statements of Aamir Khan and Shahrukh Khan was much different to the response to similar statements by Raghuram Rajan and Kiran Majumdar for example. Statements were similar but super stars were attacked scathingly, while there was a quiet to similar statements by others who happened not to be Muslims.

As such what has happened is neither a law and order problem nor the one related to loss of patronage as it is related to the much broader phenomenon which is due to intense communalization of society. This time the degree of communalization has crossed the civil limits. Most of those who returned the honors are generally very critical of Congress as a party. They have done these acts of returning awards or issuing statements to express their pain at the erosion of values of amity and diversity have done this spontaneously. The jibe that these people did not return their awards at the time of emergency, anti Sikh violence, migration of Kashmiri Pundits and at the time of Mumbai blasts of 1993 overlooks the point that awards have not been returned to protest against a particular incident, but to the overall process building up towards narrow nationalism. The degree of intolerance has seen a qualitative worsening.

As the awards which have been returned and the statements put out by different groups do give the reasons for the same and these reasons pertains to the cumulative process and not this or that event. All these incidents mentioned by Jaitley and company have been a tragic part of recent Indian history. Many a writers did protest against most of these incidents earlier also. Nayantara Sahgal for instance had returned the award at the time of emergency and had been part of the PUCL which had brought out report on Anti Sikh massacre also.

The present times cannot be compared with the tragic incidents of the past for various reasons. Take the case of emergency for example. It was a dark chapter of Indian history, still it was the authoritarianism imposed mostly from the top. What is most disturbing in the current times is the vast network of organizations related to the ruling party whose followers either they themselves create hatred in the society or they mobilize the social sectors through hate speech; the result of which is communalization and violence. Currently there is an attack on the values of tolerance and liberal space from top as well as from bottom. From the top the ruling dispensation has people like Yogi Adiyanath- Sakshi Maharaj, Giriraj Singh, Sadhvi Niranjan Jyoti who keep spreading sectarian messages. The social groups implement it in the way what happened in Dadri.

At yet another level is the institutional control by communal ideology. Our major institutions and educational places are being mauled by divisive ideology. Our frontline areas of science and technology are being tampered day in and day out. The level of social thinking the ‘Hate other’ ideology has been promoted through the issues like Ghar Wapasi, love jihad and beef. This is creating the intense social insecurity amongst the religious minorities. This is leading to incidents like Dadri. Such incidents are reflective of the overall social atmosphere created by the ruling ideology, so it is not a question of this or that state government being responsible for that.

Essentially the insane communalization, which leads to communal violence, has its roots in the prejudice leading to hate for the religious minorities. And that’s what flows from the ideology of Hindu nationalism, or any other sectarian nationalism, in the name of any religion or race. In current times in India; the fountainhead of Hindu nationalism is RSS. Not to say that Muslim sectarianism has its own divisive and supplementary negative influence. This ideology assumes the ‘Hate other’ sentiment and leads to situation where cow slaughter, beef eating and ghar wapasi or love jihad become the ground on which ‘hate other’ sentiments build up. The communalists are talking in the dangerous language of ‘we will kill and get killed while defending our Holy mother the cow’, as one BJP leader said.

To compare the intolerance which has come up during last some time with the situations in other countries or the past kingdoms is totally wrong. India today should not be compared with the times and policies of earlier rulers or the states where democracy has not seen a bit of nurturing, whatever be its degree, as we experienced in India since independence. Also the hallmark to understand today’s situation has to be in the change in degree of intolerance. As such three months down the line since the award return process began, one can say this one of the very effective protests we have witnessed. At least temporarily the venom spewing Hindutva leaders seem to have shut their mouths. The international impact of the move was very strong; hard hitting articles appeared in the major newspapers in the World. That might have forced the authorities to call for a truce to save the face.

The major factor leading to present atmosphere lies in the qualitative transformation of ‘hate for others’. The stereotyping of minorities has assumed horrendous proportions. Intolerance has been there earlier also, now it is changing qualitatively for the worse. We need to combat the threat of sectarian nationalism looming large on our democratic society, the threat of sectarian propaganda and politics leading to stifling of democratic space. And these are not the ordinary times, the divisive process, intolerance have assumed menacing proportions and cannot be hidden by the illusory growth story!

Like most of the political phenomenon, even the practice of Nationalism is not a static one. It changes with the changing political equations of the political forces and assumes the expressions which are very diverse. As such the phenomenon of Nationalism has a long journey and various state policies in particular have used it for purposes which relate more to the power of the state ‘vis a vis’ its people, power of the state ‘vis a vis’ the neighboring countries among others.

In India there has been a certain change in the practices of the state which have transformed the meaning of Nationalism during last few years. Particularly with BJP, the Hindu Nationalist outfit gaining simple majority, it has unfolded the policies where one can discern the drastic change in the meaning and application of Nationalism in regard to its citizens, particularly those belonging to minority community, with regard to those who are liberal, and with those who stand with the concept of Human rights.

Our former Prime Minister of Dr. Manmohan Singh hit the nail on the head when he said that “Nationalism and the "Bharat Mata Ki Jai" slogan are being misused to construct a "militant and purely emotional" idea of India that excludes millions of residents and citizens. Former Prime Minister recently stated this in an apparent attack on the BJP.” The occasion was the release of a book, ‘Who is Bharat Mata’, edited by Purushottam Agarwal and Radhakrishna. This is a compilation of significant extracts from writings of Nehru, and important assessments of and contributions of Nehru by prominent personalities.

Dr. Singh went on to add "With an inimitable style…Nehru laid the foundation of the universities, academies and cultural institutions of Modern India. But for Nehru's leadership, independent India would not have become what it is today," This statement of Dr. Singh has great importance in contemporary times, as Nehru is being denigrated by Hindu nationalists for all the problems which India is facing today and attempts are on to undermine his role and glorifying Sardar Vallabh Bhai Patel. This is also significant as it gives us the glimpses of what Nationalism meant for Nehru.

As Singh’s statement captures the present nationalism being practiced by BJP and company, the Hindu nationalists, immediately shot back saying that Dr. Singh is supporting the anti India activities at JNU and Jamia and his party is supporting the anti India nationalists. They asked whether Singh likes the nationalism of the likes of Shashi Tharoor or Manishankar Ayer who are provoking the Shaheen Bagh protest rather than making the protestors quiet. Whether he likes the anti national protests which go on at JNU or Jamia? As per them there is no Nationalism in Congress. One more example being cited is the private visit of Shatrughan Sinha who talked to Pakistani President during his visit there recently!

Most of the arguments being used to oppose Dr. Singh are very superficial. What is being referred to; is not opposition to Indian nationalism and its central values which were the core of anti colonial struggles. While ‘Bharat Mata Ki Jai’ may not be acceptable to a section of population, even the book he was releasing has the title ‘Who is Bharat Mata’. What is being stated by Singh is the twist which slogan ‘Bharat Mata ki Jai’ has been used by Hindu nationalists to frighten the religious minorities.

Indian nation came into being on the values, which later were the foundation of Indian Constitution. Indian Constitution carefully picked up the terminology which was away from the concepts of Hindu or Muslim nationalism. That’s how the country came to be called as ‘India that is Bharat’. The freedom of expression which was the hallmark of freedom movement and it was given a pride of place in our Constitution. It respected the diversity and formulated rules where the nation was not based on particular culture, as Hindu nationalists will like us to believe, but cultural diversity was centrally recognized in the Constitution. In addition promoting good relations with neighbors and other countries of the World was also part of our principles.

JNU, Jamia and AMU are being demonized as most institutions so far regard the freedom of expression as a core part of Indian democracy. These institutions have been thriving on discussions and debates which have base in liberalism. Deliberately some slogans have been constructed to defame these institutions. While Constitution mandates good relations with neighbors, creation of ‘Anti Pakistan hysteria’ is the prime motive of many a channels and sections of other media, which are servile to the ideology of ruling Government. They also violate most of the norms of ethical journalism, where the criticism of the ruling party is an important factor to keep the ruling dispensation in toes.

A stifling atmosphere has been created during last six years. In this the Prime Minster can take a detour, land in Pakistan to have a cup of tea with Pakistan PM, but a Congress leader talking to Pakistani President is a sign of being anti National. Students taking out a march while reading the preamble of Indian Constitution are labeled as anti-national; and are stopped while those openly wielding guns near Jamia or Shaheen Bagh roam freely.

Nationalism should promote amity and love of the people; it should pave the way for growth and development. Currently the nationalism which is dominant and stalking the streets has weakened the very fraternity, which is one of the pillars of our democracy. Nehru did explain that Bharat Mata is not just our mountains, rivers and land but primarily the people who inhabit the land. Which nationalism to follow was settled during the freedom movement when Muslim nationalism and Hindu nationalism were rejected by the majority of people of India in favor of the Nationalism of Gandhi, Nehru, Patel and Maulana Azad, where minorities are equal citizens, deserving affirmative action. In today’s scenario the Hindu nationalists cannot accept any criticism of their policies.

Contrary to present impression that Muslims are separatists due to whom the partition of India took place, the truth is that Muslims contributed to freedom movement and upheld India’s composite culture in equal measure. The partition process, mainly due to British policy of ‘divide and rule’ well assisted by Hindu and Muslim communalists is being hidden from the popular vision in India and Muslims in general are held responsible for the same. Not only that the communal historiography introduced by British to pursue their policies has become the bedrock of communal politics and worsening of the perceptions about Muslims is in progress in India.

Yet another example of this has been a series of tweets by the bureaucrat, who is close to retirement, K. Nageshwar Rao. Contrary to the service rules he has made statements, through his tweets which are appreciative of RSS-BJP and demonise the stalwarts Muslim leaders who not only contributed to the freedom movement but also later gave valuable service in laying the foundation of Independent India. As per Rao, his tweets he accuses Maulana Azad and the other Muslim Education ministers of “deracination of Hindus”. After naming “Maulana Abul Kalam Azad — 11 years (1947-58)”; “Humayun Kabir, M C Chagla & Fakruddin Ali Ahmed — 4 years (1963-67)”; and, “Nurul Hassan — 5 years (1972-77)”, he posts: “Remaining 10 years other Leftists like VKRV Rao.”

He points out that their policies were meant to “1. Deny Hindus their knowledge, 2. Vilify Hinduism as collection of superstitions, 3. Abrahamise Education, 4. Abrahamise Media & Entertainment, 5. Shame Hindus about their identity!  and 6. Bereft of the glue of Hinduism Hindu society dies.”

Then he goes on to praise RSS-BJP for bringing the glory back to Hindus. These statements of his on one hand promote the Hate and on the other tantamount to political statement, which civil servants should not by making. CPM politburo member Brinda Karat has written a letter to Home Minister Amit Shah to take suitable action against the erring bureaucrat.

Rao begins with Maulana Abul kalam Azad. Surely Azad was one of the major leaders of freedom movement, who was also the youngest President of INC, in 1923 and later between 1940 to 1945. He opposed the partition process tooth and nail till the very last. As the Congress President in 1923 he wrote a remarkable Para, symbolizing the urge for Hindu Muslim unity, “If an angel descends from heaven and offers me Swaraj in 24 hours on condition that I give up Hindu Muslim Unity, I will refuse. Swaraj we will get sooner or later; its delay will be a loss for India, but loss of Hindu Muslim unity will be a loss for human kind”. His biographer Syeda Hamid points out “He spoke without an iota of doubt about how debacle of Indian Muslims has been the result of the colossal mistakes committed by Muslim League’s misguided leadership. He exhorted Muslims to make common cause with their Hindu, Sikh, Christian fellow countrymen.” He was the one who promoted the translation of Hindu scriptures Ramayan and Mahabharat in to Persian.

Surely Mr. Rao, neither has read Azad or read about him nor knows his contributions to making of Modern India. While today, the ideological formation to which Mr. Rao seems to be pledging his commitment is critical of all that happened during Nehru era, it was during this period when as education minister Azad was shepherding the formations of IITs, Academies of Science, Lalit kala Academies. It was during this period that the efforts to promote Indian composite culture were undertaken through various steps.

The other stalwarts who are under the hammer have been outstanding scholars and giants in their own field of education. Humayun Kabir, Nurul Hasan, Dr.Zakir Husssain gave matchless ideas and practical contributions in different fields of education. One can say that contrary to the accusations, India could match up to the Computer era, software and associate things, due to creation of large manpower in these areas mainly due to these foundations which were laid down particularly in the field of education during this period.

The charge that these ‘Muslim’ education ministers white washed the bloody Islamic rule is a blind repetition of the offshoot of communal historiography introduced by British. While Kings were ruling for power and wealth, their courts had Hindus and Muslim both officers. The jaundiced vision sees this as a bloody Islamic rule but as a matter of fact the syncretic culture and traditions developed precisely this period. It was during this period that Bhakti Traidtion with Kabir, Tukaram, Namdeo, Tulsidas flourished. It was during this period that humane values of Sufi saints reached far and wide. It was during this period that poets like Rahim and Raskhan produced their classic literature n praise of Hindu Gods.

We also need to remind ourselves that large number of Muslims participated in the freedom Movement. Two scholars Shamsul Islam and Nasir Ahmad have come out with books on the myriad such freedom fighters, to recall just a few names. Khan Abdul Gaffar Khan, Zakir Hussain, Syed Mohammad Sharfuddin Kadri, Bakht Khan, Muzzafar Ahmad, Mohammad Abdir Rahman,, Abbas Ali, Asaf Ali, Yusuf Mehrali, Maulana Mazahrul Hague.

These are just a few of the names. The movement, led by Gandhi, definitely laid the foundations where composite Indian culture and respect for all religions, others’ religion was paramount and this is what created Indian fraternity, one of the values which finds its place in the preamble of Indian Constitution.

This blaming of Education ministers who were Muslims is an add-on to the process of Islamophobia in India. So for there have been many actions of Muslim kings which are selectively presented as being bloody, now the post Independent History, where glorious contributions have been made by Muslim leaders are being used to further deepen the divisive process. We need to pay respects to builders of modern India, irrespective of their religion.

Forthcoming Census and RSS campaign

Currently massive protests are going on against NPR, NCR and CAA. At the same time we are going to begin the process of decadal census in 2021. Already RSS is active in promoting NPR, NCR and CAA. At the same time RSS wants that Adivasis should register themselves as Hindus rather than ticking the column of ‘Others’. As per their spokesperson in the 2011 census many Adivasis groups ticked that column because of which the population of Hindus came down to by 0.7 percent point to come down to 79.8 %. This has sent signals to this Hindu nationalist organization and is planning to ensures that Adivasis tick the column of Hindus in this census.

As such RSS has a very clever attitude in defining the term Hindu. The first formulation was by Savakakar who said that all those who regard the land east of Indus as their Holy land and Father land are Hindus. This left out Muslims and Christians, and brought all others in the ambit of Hindu fold. From the decade of 1980s due to electoral compulsions they have been trying to articulate that all those who are living in India are Hindus. Murli Manohar Joshi stated that Muslims are Ahmadiya Hindus and Christians are Christi Hindus. Recently there was a controversy when they restated that Sikhs are not a separate religion but are a sect of Hinduism. Many Sikh organizations stood up to say that Sikhism is a religion by itself and recalled the book of Kahan Singh Nabha, “Hum Hindu Nahin”

As far as Adivasis are concerned in contrast to what is being planned by Hindu nationalist RSS, many Adivasis groups have been meeting from last couple of years to demand just the contrary. As per them there should be a column where they can tick their identity of Adivasis.  There are active campaigns among Adivasis groups to uphold their Adivasi identity in Census. As per them in the first census which was conducted in Independent India, the column, Aborigines, was there, which was later removed forcing them to club themselves with other religions.

After 1951 in addition to Hindu, Muslim, Sikh, Christian, Jain and Buddha, the column ‘others’ was also there which was removed in 2011. Even during British period if you look at the censuses of the British era (from 1871 to 1931); there was provision for tribes to choose Aborigine as an option. There are nearly 83 religious practices being followed by Adivasis. Few major of these are Sarna, Gondi, Punem, Adi, and Koya. What they share in common is that they are animists, worship nature and spirit of ancestors; do not have priestly class or Holy Scriptures and Gods and Goddesses characteristic of the broad Hindu pantheon.

RSS as per its political agenda of Hindu Nation regards them as Vanvasi. They pontificate that they have been part of Hindu society who were driven away to forests to escape the forcible conversion being done by the Muslim invaders. This concoction is contrary to the interpretations based on the studies from population genetics. The Hindu nationalist argues that Aryans have been the original inhabitants of the country from where they spread to other parts of the World. The book by Tony Joseph, ‘Early Indians’ tells us that away from the race theory, we are all mixed up. The first inhabitants in our land were the ones who emigrated from South Asia over Sixty thousand years ago.

The Indo-Aryans came here nearly three thousand years ago and they pushed the aborigines to the forests and hills and that’s what constitutes the Adivasi community of India.

Hindu Nationalists like all the nationalists who construct their nationalism around their religion claim to be the most original inhabitants of the land, and their interpretations of past are molded according to that. RSS right from beginning has not been using the word Adivasi, it calls them Vanvasi. As per its agenda it wants them to be part of Hindu fold, despite Adivasis themselves saying that they are not Hindus, they have beliefs and practices which are far away from Hinduism in whatever form.

To enhance its political reach from the decades of 1980s in particular its work in Adivasis areas has been intensified. While ‘Vanvasis Kalyan Ashram’, part of RSS Combine which was formed much earlier, it was in the decades of 1980s that their work was jacked up by sending more Pracharaks in Adivasi areas. We see that in Gujarat, Dangs and nearby area, Swami Aseemanand, in MP, centered around Jhabua-the followers of Asaram Bapu and in Orissa Swami Laxmananad stationed them. They saw Christian missionaries working in the field of education and health as an obstacle to Hinduization of Adivasis. Their propaganda against Christian missionaries led to the ghastly murder of Pastor Graham Stains. It was this propaganda which led to anti Christian violence in various forms, the most horrific being the Kandhamal violence of 2008.

In order to culturally co-opt them into the fold of Hinduism they began series of religious congregations, Kumbhs. Shabri Kumbh in Dangs and many other Adivasis predominant areas created an atmosphere of fear, Adivasis were asked to be part of it, saffron flags were distributed and they were made to put it in their houses. Two religious icons were popularized in these areas, one was Shabri and other was Hanuman. To cap it all, Ekal Vidyalayas, started spreading RSS’s interpretation of history in these areas. The other angle of the whole thing is that Adivasis are living in the areas rich in minerals, which the BJP supporter Corporate World wants to take over.

World over aborigines have similar pattern. They are animists and what they practice is a culture as such. Many have converted to other religions out of their choice for sure, but finally in these matters what is important is the self perception. Hemant Soren the Chief Minister of Jharkhand pointed out that “Adivasis are not Hindus. ”Keeping that in mind; the column of Aborigines needs to find its place in our census forms.
