Irani takes charge of Textiles; says new role shows PM's faith

Talking to reporters after taking charge of the new portfolio, she side-stepped questions about BJP president Amit Shah being behind her shift saying it is not individuals but the party who takes such decisions.

Asked if the move was to give her more time to focus on next year's assembly elections in Uttar Pradesh, she quoted a line from a popular Hindi song, "Kuchh toh log kahenge logon ka kaam hai kehna" (people are bound to say things because it is their job to say something).

"I am happy that I have been given an opportunity especially when a special package (of Rs 6,000 crore for the apparel segment) has been announced for the sector. This signifies that my party and especially the Prime Minister has faith that I have the capacity to implement the roadmap that was projected through the Cabinet for the rest of the country," Irani said.

She said she was hopeful that the much-awaited new national textile policy "will soon see the light of day".

Asked about reports that Shah was behind the move to shift her to Textiles, Irani retorted that "it is not the individual that plans (such moves) it is the party".

Earlier in the day, she tweeted on her tenure in HRD, which was marred by controversies, "In last 2 years, all initiatives of @HRDMinistry have been towards increasing learning outcomes for students and improving quality of education."

"I thank officials from @HRDMinistry for the consistent support in realising PM @narendramodi's vision of ensuring quality education for all," she said in another tweet.

About her new portfolio, Irani vowed to strengthen textile and apparel sectors and said her efforts will be primarily directed towards skill development and engaging more youngsters.

"We will ensure that the weavers who are the bedrock of this Ministry get full support in order to enhance their incomes," she said.

In yesterday's Union Cabinet expansion, Irani lost her Human Resources Development Ministry to Prakash Javadekar and was moved to the Textiles Ministry. Santosh Gangwar, Minister of State for Textiles, has been made MoS (Finance).

Irani congratulated Gangwar on the initiatives taken by the Textiles Ministry during his tenure. Last month, the government had approved a Rs 6,000-crore package for the textile and apparel sector.

"Congratulated @santoshgangwar ji for his contribution to @TexMinIndia & thanked him for assuring his support as I begin my new assignment," she said.

"Look forward to working with officials at @TexMinIndia for strengthening the very important Textile & Apparel Sector of our country."

Irani preferred to sidestep questions on controversies surrounding her tenure in the HRD Ministry and said: "I feel your (media's) heavy presence here at the Textiles Ministry shows that you and I will continue to be together."

Asked about her critics saying that she has been demoted, Irani shot back by saying: I will only say that possibly there isn't much understanding of a sector which has the largest potential to employ and skill and potential to now scale up the Prime Minister's dream of Make in India.

Highlighting the significance of her new portfolio, Irani said she was "grateful" that Prime Minister Narendra Modi had given her an opportunity to work for the textile sector, which is the largest employer in the country after agriculture and predominantly engages with women.

"I am grateful that I have been given the opportunity to serve in the sector. I recognise that it is one of the sectors that has been undertaken under the Make in India campaign of the Prime Minister. I am hopeful that the emphasis with regards to better engagement with industry in order to facilitate growth in exports will be the cornerstone of our efforts here.

"Also we will ensure that the weavers, who are the very bedrock of this Ministry, get full support in order to expand their incomes and to pass on the heritage and the culture ingrained in the textile sector onto the next generation.

Irani said she was aware of Prime Minister Narendra Modi's vision to give a boost to the textile sector," Irani said.

"I am happy that Prakash Javadekar will further Prime Minister's vision in the (HRD) Ministry," Irani said.

Prakash Javadekar, who has assumed charge as the new HRD Minister, met Irani earlier in the day.

New Delhi Aug 6: In a new twist in the Vijay Mallya case, a certain document connected with the case in the Supreme Court has gone missing from the apex court files. 

A bench comprising Justices U.U. Lalit and Ashok Bhushan adjourned the hearing to August 20.

It was hearing the review plea filed by Mallya against a July 14, 2017 judgment wherein he was found guilty of contempt for not paying Rs 9,000 crore dues to banks despite repeated directions, although he had transferred $40 million to his children.

The bench was looking for a reply on an intervention application, which it seemed has gone missing from the case papers.Parties involved in the case sought more time to file fresh copies.

On June 19, the Supreme Court sought explanation from its registry regarding Mallya's appeal against the May 2017 conviction in the contempt case for not repaying Rs 9,000 crore dues to banks not listed for the last 3 years.

A bench comprising Justices Lalit and Bhushan had asked the Registry to furnish all the details including names of the officials who had dealt with the file concerning the Review Petition for last three years.

The bench said according to the record, placed before it, the review petition was not listed before the court for last three years. "Before we deal with the submissions raised in the Review Petition, we direct the Registry to explain why the Review Petition was not listed before the concerned Court for last three years," said the bench.In May 2017, the apex court held him guilty of contempt of court for transferring $40 million to his children, and ordered him to appear on July 10 to argue on the quantum of punishment.

The bench said let the explanation be furnished within two weeks. "The Review Petition shall, thereafter, be considered on merits," it added.In 2017, the apex court passed the order on a contempt petition against Mallya by a consortium of banks led by the SBI. 

The banks claimed Mallya transferred $40 million from Daigeo to his children's accounts, and did not use this money to clear his debt. Banks cited this as violation of judicial orders.

Kottayam, Aug 7: A trial court in Kottayam on Friday granted bail to Bishop Franco Mulakkal, accused of raping a nun in Kerala, with stringent conditions and directed him to be present on the dates of hearing of the case.

The Additional Sessions Court had cancelled the bail granted to the Bishop on July 13 for failing to appear for the trial and issued a Non Bailable Warrant against him.

Mulakkal was present in the Court on Friday when it considered the matter.

Granting bail, the court directed him not to leave the state till the chargesheet is read out to him on August 13 and to be present in court on the dates of hearing of the case.

The Court also directed him to offer fresh sureties and bail bonds.

On July 13, Mulakkal’s counsel had informed the court that his client could not appear as he had been in self quarantine due to his primary contact with a COVID-19 infected person.

The next day, the former Jalandhar Bishop had tested positive for coronavirus.

The prosecution informed the Court that Mulakkal had not produced the COVID negative certificate, to which the Court observed that the state Health Department can take necessary action on this issue.

The Supreme Court on Wednesday had directed Mulakkal to face trial as it dismissed his plea seeking discharge in the rape case lodged against him by the nun belonging to a congregation under Jalandhar diocese, saying there was no merit in his petition.

A bench of Chief Justice S A Bobde, A S Bopanna and V Ramasubramanian had told the counsel for Bishop that the court is not saying anything on merit, but is dismissing the plea on the issue of discharge from the case.

Mulakkal, in his plea had challenged the July 7 Kerala High Court order, dismissing his discharge plea in the rape case filed by the nun.

The High Court had asked the deposed Bishop of Jalandhar diocese to stand for trial in the rape case, which was registered on the basis of a complaint filed by the nun.

The senior priest of the Roman Catholic Church had filed the revision petition following the dismissal of his discharge plea by a trial court in March this year.

The rape case against the Bishop was registered by police in Kottayam district.

In her complaint to the police in June, 2018, the nun had alleged that she was subjected to sexual abuse by the bishop during the period between 2014 and 2016.

The bishop, who was arrested by the Special Investigation team, which probed the case, charged him with wrongful confinement, rape, unnatural sex and criminal intimidation.

New Delhi, Jan 12: A fact-finding committee of the Congress on the JNU violence on Sunday said the January 5 attack inside the university campus was "state-sponsored" and recommended Vice Chancellor M Jagadesh Kumar be dismissed and criminal investigation initiated against him.

The Congress had appointed a four-member fact-finding committee to carry out a detailed inquiry into the violence at the Jawaharlal Nehru University (JNU).

Sushmita Dev, member of the committee, said the committee recommended that Kumar should be dismissed immediately and all the appointments in faculty should be probed and independent inquiry should take place.

"Criminal investigation must take place against the VC and faculty members and the security company," the Mahila Congress chief said.

"It is clear that the attack on JNU campus was state-sponsored," Dev said.

She also demanded a complete rollback of the JNU fee hike.

The other members of the fact-finding committee are Hibi Eden, MP and former NSUI president, Syed Naseer Hussain, MP and former president of JNU NSUI and Amrita Dhawan, a former NSUI president and ex-DUSU president.

On January 5 night, masked people armed with rods and sticks stormed the JNU campus and assaulted students and faculty members, and vandalised property, leaving several people injured.

Leftist outfits and the RSS-affiliated Akhil Bharatiya Vidyarthi Parishad (ABVP) blamed each other for the violence.
