Ishrat case: BJP cites role of then PM, HM in changing affidavit

March 2, 2016

New Delhi, Mar 2: BJP today alleged that the decision to change the affidavit in Ishrat Jahan encounter case was taken at the "political level" involving the then Home Minister P Chidambaram, then Prime Minister Manmohan Singh and Congress President Sonia Gandhi, and asked Congress to come clean on it.

vnParliamentary Affairs Minister M Venkaiah Naidu charged that CBI was misused by the then UPA government to harass its political opponent and "defame" the then Gujarat Chief Minister Narendra Modi, who is now Prime Minister.

He said the issue needs to be debated and discussed in Parliament and appropriate action needs to be taken.

"First it was Lashkar-e-Taiba's website, secondly it was David Headley's statement and thirdly it was central government affidavit in the Gujarat High Court and Gujarat Police also said it. IB has said it. In spite of all these, they changed the affidavit.

"Now another startling revelation by former Home Secretary G K Pillai (who is) saying that the decision to change the affidavit was taken at the political level. Political level means the then Home Minister P Chidambaram, Prime Minister and Congress President. These are the three people who were at the helm of affairs," Naidu told reporters here.

He also cited former Under Secretary in Home Ministry R V S Mani's statement that he was forced and tortured.

"The torturing of government officer by other agency at the behest of political leadership, you can understand how much misuse was done by the previous government with regard to CBI. How political opponents were harassed. The entire plan was to stop Narendra Modi, defame Narendra Modi, implicate Narendra Modi," he said.

"Congress party should come clean instead of simply denying it. What do you say? What is the justification for change in affidavit? Do you have an answer? explain," he said.
Naidu said his government was ready to discuss all matters in Parliament. Leader of Congress party in Lok Sabha Mallikarjun Kharge said it would be better if Chidambaram speaks on the matter. "I do not have details on it. It would be better if Chidambaram speaks on it. I do not want to comment on it," Kharge said.

Congress spokesman Abhishek Singhvi had accused BJP of spreading a lie about American-Pakistani terrorist David Headley and said it was "very unfortunate" that the ruling party was resorting to false propaganda.

The trigger for the recent political battle is the interview of Mani, who had filed two affidavits. In the interview, Mani alleged he was tortured to implicate senior IB officials in the case to project the encounter killing of Ishrat and other three LeT terrorists in Ahmedabad in 2004 as fake.

Mani suggested that Chidambaram was behind the decision to file the second affidavit. He alleged that the then chief of Special Investigation Team (SIT) going into the case, a CBI official, was after him and an attempt was made to question the quality of professional inputs by the intelligence agencies on Ishrat and other terrorists.

Speaking on the matter, CPI(M) Politburo member Brinda Karat said there has been an encounter killing. "Whether or not Ishrat Jahan was an LeT operative is a different issue and that issue is before the Supreme Court. Let the Supreme Court come to its own conclusion. But the basic issue here is that it was an encounter killing," she said.

Road, Transport and Highways Minister Nitin Gadkari said at that time, the Congress party and former Home Minister Chidambaram had done some activities which were "anti-national". "It is sort of helping terrorists and the issue should be investigated and the culprits should be punished," Gadkari said.

New Delhi, Feb 5: Union Home Minister Amit Shah on Tuesday announced that the Shri Ram Janmabhoomi Teertha Kshetra, set up by the government for construction of a temple in Ayodhya, will have 15 trustees and one of them will be from the Dalit community.

The statement comes a little over an hour after Prime Minister Narendra Modi announced in Lok Sabha about the constitution of the trust.

"There will be 15 trustees in the Shri Ram Janmabhoomi Teertha Kshetra Trust out of which one trustee will always be from the Dalit society," he tweeted.

Shah congratulated Modi "for such an unprecedented decision" that strengthens social harmony.

The home minister said the trust will be independent to take every decision related to the temple and 67 acres of land will be transferred to it.

"I fully believe that the waiting of millions of people for centuries will be over soon and they will be able to pay obeisance to Lord Shri Ram in his grand temple at his birthplace," he said.

With an estimated wealth of $75 billion, Ambani is only next to Facebook co-founder and CEO Mark Zuckerberg, whose wealth is pegged at $89 billion.

Buffet had slipped down the rankings after donating more than $37 billion of Berkshire Hathaway Inc. stock since 2006 to charity. Berkshire Hathaway’s stock performance has also underwhelmed recently.

Amazon founder and CEO Jeff Bezos still sits at top in the richest list, with a net worth of $185.8 billion. He is followed by Microsoft co-founder Bill Gates with net worth of $113.1 billion and luxury group LVMH Moet Hennessy Louis Vuitton’s chief Bernard Arnault, with a net worth of $112 billion. Facebook CEO Mark Zuckerberg is at the fourth position in the Forbes list.

The US tech giant has committed a capital infusion of Rs 33,737 crore for a 7.7 per cent stake on Jio Platforms.

The total investment from financial and strategic investors into Jio Platforms stands at Rs 1,52,056 crore. RIL has raised a total of Rs 2,12,809 crore through a rights issue, the combined investments in Jio Platforms and investment by BP.

During the Reliance AGM last week, Ambani had said RIL has made its net-debt free ahead of a March 2021 target due to recent investments. Ambani said Jio has designed and developed a complete 5G solution that’s ready for launch as soon as spectrum is made available next year.

Jio and Google have also entered into a commercial agreement to jointly develop an entry-level affordable smartphone with optimisations to the Android operating system and the Play Store, Ambani said.

RILs market value jumped to Rs 12.7 lakh crore or $170 billion on Monday, making it the 51st most valued company in the world. Between April 1 and July 13, RIL has gained $81 billion in market capitalisation and has climbed 47 places from being the 98th most valued company on April 1 to 51st most value company now.

New Delhi, May 22: The number of COVID-19 cases averted due to the lockdown is in the range of 14-29 lakh, while the number of lives saved is between 37,000 and 78,000, the government said on Friday citing various studies, and asserted that the unprecedented shutdown has paid “rich dividends” in the fight against the pandemic.

The lockdown in India has been a timely, graded, proactive and pre-emptive public health measure to fight the COVID-19 pandemic and has been part and parcel of the government’s overall strategy, Dr V K Paul, Member (Health), NITI Aayog, and Chairman, Empowered Group 1, said at a media briefing on the COVID-19 situation.

The government imposed the nationwide lockdown from March 25 to prevent the spread of the novel coronavirus and it is currently in its fourth phase.

Like the number of cases, the growth rate of number of COVID-19 deaths too has fallen significantly due to the lockdown, marking a notable difference between pre-lockdown and post-lockdown situations, he said.

At the briefing, Pravin Srivastava, Secretary, Ministry of Statistics and Programme Implementation gave model-based estimates on COVID-19 cases and deaths which have been prevented due to the lockdown.

As per Boston Consulting Group's model, the lockdown saved between 1.2 lakh and 2.1 lakh lives, while the number of COVID-19 cases averted is between 36 lakh and 70 lakh, he said.

According to Public Health Foundation of India, nearly 78,000 lives have been saved due to the lockdown, Srivastava said.

Citing a model by two independent economists, he said that around 23 lakh COVID-19 cases and 68,000 deaths have been averted due to the lockdown.

Some independent experts, including retired scientists, have calculated that around 15.9 lakh cases and 51,000 deaths have been averted due to the lockdown, Srivastava said.

A joint study by the Ministry of Statistics and Programme Implementation and the Indian Statistical Institute found that around 20 lakh COVID-19 cases and 54,000 deaths were averted due to lockdown, he said.

The number of COVID-19 cases averted due to the lockdown is in the range of 14-29 lakh, while the number of lives saved is between 37,000 and 78,000, the official said.

“We are fully confident that the lockdown, with full public cooperation, has reaped rich dividends,” Srivastava said.

The strong defence of the lockdown, comes a day after the health ministry said the period of lockdown has been gainfully utilized to ramp up the health infrastructure, with around 3,027 dedicated COVID-19 hospitals and 7,013 care centres being readied across the country to fight the disease.

The announcement on Thursday came after some media reports questioned the country's preparedness to deal with the highly infectious disease.

"There are reports in a section of the media about some decisions of the government regarding the lockdown implementation and response to COVID-19 management. The period of the lockdown has been gainfully utilised to ramp up the health infrastructure in the country," the ministry had said.

Addressing the press briefing on Friday, joint secretary in the health ministry Lav Agarwal said 48,534 COVID-19 patients, which is about 41 per cent of the total cases, have recovered so far. As many as 3,234 patients have recovered in the last 24 hours, he said’

The COVID-19 mortality rate has dropped from 3.13 per cent on May 19 to 3.02 per cent as focus was on containment measures andclinical management of cases, Agarwal said.

An ICMR official said 27,55,714 tests for COVID-19 have been conducted till 1 pm Friday with 1,03,829 tests done in one day. Over 1 lakh tests for COVID-19 have been done each day for the last four days, the official said.

The growth rate of novel coronavirus cases witnessed a steep decline from Apr 4 when lockdown put a brake on the speed of increase of cases, V K Paul said.

The number of COVID-19 cases would have risen exponentially had the lockdown not been implemented, he said, adding that the doubling rate of cases was 3.4 days when the lockdown started and it is 13.3 days at present.

The COVID-19 outbreak in India has remained confined to limited areas with 80 per cent of active cases in just five states, Paul said

He said around 80 pc of COVID-19 deaths have been in Maharashtra, Gujarat, Madhya Pradesh, West Bengal and Delhi.
